Programme description
The Deutsche Gesellschaft fur International Zusammenarbeit (GIZ) GmbH provides services worldwide in the field of international cooperation for sustainable development. in Uganda GIZ has been commissioned to implement the EAD/SOGA — Employment and skills for Eastern Africa project on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) the UK Department for International Development (DFID) and the Norwegian Agency for Development Cooperation (Noradi.)

The project aims to prepare and qualify the Ugandan workforce to be able to access jobs and economic opportunities arising from investments in the extractives sector and oil and gas supply chains. The project is implemented in close cooperation with the Ministry of Energy and Mineral Development (MEMD) and activities are aligned with the National-Workforce Skills Development Strategy and Plan, and the National Content Policy, spear headed by the Ministry. Cooperation with the private sector is a key element of the project to ensure industry-oriented skills and enterprise development.

GIZ invites suitably qualified applicants to fill the position of National Content Officer for the EAD/SDGA project. The assignment shall be until end of December 2018 subject to renewal» based on performance and project lifespan.

Responsibilities
• Advising the Ministry on national content activities and public-private partnership models for skills and enterprise development
• Supporting the Ministry in ensuring successful implementation of the National Content Policy and the Workforce Skills Development Strategy and Plan (WSDSP)
• Preparing project reports for presentation to relevant stakeholders
• Coordinating and supporting the Technical Working Group for the implementation of the E4D/SOGA project and taking on the tasks of the national secretariat
• Working on knowledge management and documentation, including the development , of a database for contracts, goods and services for the oil industry and reviewing and documenting reports on contracts for work goods and services

Required Qualifications
• A Master's Degree in Engineering, Business Administration, Law or Economics. .
• At least 3 years' experience in managing projects in a reputable and high performance organization; development cooperation agency or company, preferably-related to skills development
• Knowledge of the Education System in Uganda and Competence Based Education and Training will be an advantage
• Knowledge and experience in the oil and gas industry will be an added advantage .
• Demonstrate extensive practical experience and skills of national and international procurementot goods, works and consulting services, and ideally with Government of Uganda Procurementregulations.
• Outstanding planning, organizing and controlling skills
• Computer literacy with good knowledge of MS Office (Word, Excel, Access, Power point)
• Excellent leadership, communication, analytical skills, organizational and interpersonal skills
