JOB DETAILS:
The position will be located in the ILO’s project office in Kampala. The main objectives of the International Labour Organization (ILO) in Africa are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues.
The project is centrally managed by the ILO Regional Office in Africa. The ROAF has overall political and management responsibilities for the promotion of ILO principles, policies and decent work priorities in the region as well as provides strategic guidance and support to all country offices and Decent Work Technical Support Teams (DWTs) in Africa. Furthermore, the ROAF is responsible for promoting collaboration on decent work issues with continental institutions like the African Union, African Development Bank and United Nations Economic Commission for Africa. The main objectives of the ILO in Africa are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues.

Africa’s population is rising. Therefore, the pressure to provide decent work opportunities for new labour market entrants will be particularly acute in Africa. The ILO in the region has given priority to promoting employment in the rural and informal economies and underscored the need for action to tackle youth unemployment. Building the capacity of its constituents to contribute more effectively to the achievement of equitable and inclusive growth is a major urgency.

The National Project Officer will work on the 2nd phase of “Accelerating action for the elimination of child labour in Africa” project. The project has the overarching goal to accelerate the elimination of child labour in Africa, through targeted actions in selected supply chains in Cote d’Ivoire, Ghana, Kenya, Mali, Nigeria and Uganda. It will address child labour in a multi-country and multi-sectoral approach, enhancing synergies and developing innovative and evidence-based solutions in contexts where more than one prominent driver of child labour coexists. The outcome of the project will go beyond the targeted countries, thus benefiting the whole region through the promotion of partnerships and knowledge sharing.

The post of National Project Officer (NPO) for Uganda with the ACCEL Africa project is based at the ILO Uganda Project Office, in Kampala, under the ILO Country Office for the United Republic of Tanzania, Burundi, Kenya, Rwanda and Uganda (CO-Dar es Salaam).
Reporting line

Under the overall responsibility of the Director of the ILO Country Office for the United Republic of Tanzania, Burundi, Kenya, Rwanda and Uganda, the National Project Officer will work under the direct supervision of the National Project Coordinator of the ACCEL Africa project.

Description of Duties
1. Support effective implementation of the project through efficient and timely execution of technical tasks in accordance with the policies and procedures of the ILO, the strategies of the project and the schedule of activities and ensure that gender is mainstreamed in project implementation.
2. Foster, sustain and facilitate cooperation with ILO constituents (i.e. workers’ organizations, employers’ organizations, and the government), UN agencies, and other key stakeholders to ensure the smooth and timely delivery of project activities and its coherence with other development projects/programmes in the country.
3. Support project monitoring through an RBM framework and regularly deliver updates on project activities’ progress and results to the regional M&E Officer.
4. Review, verify and analyse workplans, progress reports and data provided by implementing partners and ensure quality vis-à-vis the projects M&E framework. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
5. Provide support to the organization of project evaluations, including ensuring that all project documentation is correctly stored and available and coordinating timely reviews and comments as per agreed deadlines.
6. Support organization of training programmes, seminars, workshops, and meetings, and represent the project as delegated, including by delivering training.
7. Organize and conduct technical field missions, guide, and advise national and international staff and consultants, and ensure the proper and effective use of project resources.
8. Assist in coordination, monitoring, and reporting of project activities carried out by consultants, ensuring that the deliverable meet ILO standard procedures and follow ILO methodologies.
9. Support development and dissemination of project communications items by drafting materials, publications and press releases and by ensuring effective communication with project stakeholders.
10. Prepare budget estimates and expenditure forecasts by analysing and monitoring the situation of resources as compared to planned activities and by making recommendations for remedial action.
11. Perform any other duties as assigned by the supervisor.

Required qualifications
Education
• First level university degree in law, economics, social sciences, development studies or a closely related field.

Experience
• At least two years of experience in the implementation of child labour interventions, or interventions to address closely related issues is required. Experience in the administration of partnership agreements is desirable. Experience working with cooperatives, trusts, associations, government authorities and/or trade unions, especially in the context of child labour, working conditions and/or rural livelihoods, is desirable.

Languages
• Excellent command of spoken and written English. Knowledge of another language of spoken in the duty station will be considered an asset.

Competencies
• Sound knowledge of programme and budget, project formulation, management, administration and monitoring and evaluation methodologies.
• Proven ability to establish and maintain effective relationships and negotiate effectively with government officials, representatives of civil society, representatives of workers’ and employers’ organizations, and academia.
• Capacity and interest to work in international, multicultural teams.
• Excellent time management abilities, teamwork, and organizational skills.
• Demonstrated ability to effectively incorporate gender in the implementation of projects.
• Ability to work under pressure and meet deadlines.
• Strong written communication skills, including proven ability to create high-quality written documents.
• Good knowledge of Microsoft Office software (Word, Excel, and PowerPoint) and communications tools (internet and email).
• Familiarity with monitoring and evaluation (M&E) tools and methods.
• Working knowledge of the ILO and/or UN procedures and systems would be an asset.
• Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory and inclusive behaviour and attitudes.
