NOTICE OF EXPRESSION OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES FOR ACQUISITION OF LAND
PROCUREMENT REFERENCE: ITC/CONS/2024-2025/00195

1. The Insurance Training College has allocated funds to be used for the acquisition of the consultancy services described above.

2. The Entity now invites eligible consultants to submit sealed expressions of interest to carry out the acquisition of land. The acquisition shall include identifying the land, ensuring the land is free from any encumbrances, transfer and registration, obtaining the title, and handing the land to the client/entity.

3. Interested consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services, supported with relevant documentation.

4. The shortlisting criteria will include:

   • Eligibility Requirements:
     i) Trading License for 2025 or equivalent.
     ii) Certificate of registration/Incorporation or equivalent.
     iii) A transactional tax clearance addressed to the Insurance Training College for the purpose of the specific requirement or equivalent.
     iv) Tax Registration (TIN) or equivalent.
     v) Registered or Notarised Powers of Attorney.

5. Minimum Required Experience:

   • Should have carried out at least two successful acquisitions of land for any public entities within Uganda.
   • Demonstrate a capacity in terms of human resources in areas of Legal Experts with experience in Land Law, Health, Safety, and Environmental specialists, Civil/Environmental Engineers, Land Surveyor, Team Leader/Physical Planner.
   • Recommendation from your bankers on the ability to mobilise financial resources of at least UGX 100,000,000 as and when required.

6. Consultants may associate with other firms in the form of a Joint Venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest.

7. Preference schemes shall apply when evaluating Requests for Proposals from the shortlisted consultants.

8. Interested eligible consultants may obtain further information at the address given below from 08:30 a.m. to 04:30 p.m. on working days.

9. Sealed Expressions of Interest with one original and 3 copies must be delivered to the address below at or before 10:00 a.m. on 21st February 2025.
