Position Summary
The Policy Advisor is responsible for researching, developing, implementing, and evaluating policies to address health challenges, enhance equitable access to quality services, and improve health outcomes. This role involves collaborating with stakeholders, providing evidence-based solutions, and fostering resilient health systems.

Duties and Responsibilities
Research and Analysis
1. Analyze routine health system data, case studies, and stakeholder feedback to identify challenges.
2. Review and evaluate HRH-related (Human Resources for Health) policies, regulations, and guidelines.
3. Conduct HRH analysis to assess workforce distribution, costs, and requirements.
4. Perform research on climate change’s impact on health to inform policies.
5. Develop key policy position papers and publish scientific findings.
Policy Development
1. Collaborate with government and stakeholders to draft policy proposals addressing HRH and health system challenges.
2. Ensure policies align with national regulations, priorities, and realities.
3. Develop realistic, evidence-based policy solutions in collaboration with communities and experts.
Stakeholder Engagement
1. Represent Seed Global Health in government technical working groups (TWGs).
2. Work with partners to gather input and build consensus on health workforce needs.
3. Participate in forums for public engagement to understand diverse workforce perspectives.
4. Advocate for climate and health investments, resilience, and workforce strengthening.
Implementation, Monitoring, and Evaluation
1. Collaborate with stakeholders to track policy implementation and effectiveness using KPIs.
2. Adjust policies based on evaluation findings to ensure relevance.
3. Translate policies into actionable plans for implementation.
4. Report on policy progress and impacts, proposing updates as needed.
Communication and Advocacy
1. Present research findings, policy proposals, and recommendations to government and partners.
2. Develop advocacy materials to support policy adoption and highlight benefits.
3. Build investment cases for HRH policies and actions, targeting governments and development partners.

Qualifications, Experience, and Competencies
Education and Experience
1. Master’s degree in Health Planning, Policy and Management, Public Health, Business Administration, or related field.
2. Over 10 years of experience working with government, with at least 5 years at senior management/policy level.
3. Proven ability to work with diverse stakeholders, including government, private, and civil society sectors.
Skills and Competencies
1. Strong analytical and research skills.
2. Proficiency in project management and policy design.
3. Exceptional writing and documentation skills.
4. Critical thinking to assess complex issues and develop effective strategies.
5. Communication skills for diverse audiences, including high-level stakeholders.
6. Knowledge of health systems, workforce challenges, and opportunities in the country of operation.
7. Understanding of the intersection of climate change and health.

Working Conditions
1. Full-time role requiring at least 40 hours per week.
2. Fast-paced environment with tight deadlines.
3. Collaborative team setting.
4. Requires 50% local travel and international travel as needed.
