JOB DETAILS:
Main purpose of job:
• The Procurement Officer leads on and delivers all the procurement functions across the British High Commission (BHC) Kampala. Specifically the job holder will manage the sourcing and contracting process for goods and services and conduct due diligence on all new suppliers, as well as Line Managing the Corporate Service Team Administrative Officer.
• The Procurement Officer has autonomy over and is responsible for delivery of a responsive procurement service to BHC staff and stakeholders including: identifying needs; drawing up terms of reference/specifications; conducting market research; negotiating contract terms; managing the tender process for contracts/Service Level Agreements up to £25k; coordinating and evaluating bids; managing and awarding contracts; supplier management; inputting suppliers on system; submitting of all corporate returns; filing contract documents for audit trail purposes. The Procurement officer is also a crucial member of the BHC Finance, Audit and Risk team; covering financial roles in the absence of team members, analysing the risk matrix on a monthly basis, and supporting the CSM to prepare for audit check annually. The Procurement Officer also advises staff on procurement policy while flexing to support with any other duties assigned by the CSM.
• The Procurement Officer will be the main point of contact with the Hub in British High Commission Pretoria, ensuring that all procurement functions are in line with Foreign Commonwealth and Development Office (FCDO) procurement policies.

Roles and responsibilities:
• Managing the day to day tender process for contracts/Service Level Agreements up to £25,000
• Carrying out due diligence checks on existing and new suppliers, and assessments to ensure that value for money is achieved on all purchasing of goods, works and services up to £25,000.
• Leading the necessary stakeholders on market surveys to gauge the best new suppliers
• Making policy led decisions with discretion, and problem solving on procurement issues by advising colleagues on the process.
• Ownership and distribution of and support to staff on the supplier set up process and supporting the Finance team with the maintenance of distribution sets,
• Responsible for issuing contracts and purchase orders in liaison with the Regional hub, Corporate Services Manager and Headquarters.
• Primary responsibility for contract management at post, and chaperoning of the contract mangers list and training.
• Accountability for budget assigned to consultancy services and any other budgets assigned by the CSM.
• Accountable for the smooth running of timely payments to both local and overseas vendors and contractors in line with policy.
• Issuing technical guidance on the drafting of terms of reference/specifications in liaison with the end user teams.
• Preparing strategic assessments of risk for the Audit teams quarterly reviews and annual internal audit. As well as responsibility for preparing part of the risk scrutiny for the monthly risk assessment.
• Lead on the reviews of potential auction and disposal process of office assets.
• Managing the communication and safeguarding the relationship between BHC and suppliers.
• Leading on the strategic evaluation on the effective performance management of BHC suppliers.
• Line management of the Corporate Services Assistant.
• Other duties as required within the Corporate Services Team.

Essential qualifications, skills and experience
• Diploma/degree in Business Administration, Public Administration, Procurement, Logistics or similar discipline
• Experience in delivering procurement services or a qualification in CIPS
• Excellent written and oral communication skills
• Procurement work experience of 3 years or more
