Job Summary:

The Program Manager of the Uganda country portfolio develops program ideas and guides the drafting of proposals that support transparent, independent, and effective program implementation. The program manager consults with Resident Program Director and program teams on ongoing programs and business development opportunities. The program manager leads program implementations in Peacebuilding, Democracy and Governance activities. The Program Manager will report directly to the Resident Program Director (RPD).

Position Requirements
• Leads the implementation of specific programs and grant(s) related to Conflict Mitigation, Peacebuilding, Democracy and Governance, parliamentary programming;
• Leads the drafting of high quality quarterly, semi-annual, final, and other relevant reports for funders;
• Monitors, analyzes, and reports on program related developments;
• Leads efforts to evaluate and use information related to the approved grant work plan;
• Understands assigned grant’s substantive, financial and compliance requirements;
• Ensures that grants are in compliance with grant agreements and completed on time;
• Maintains an understanding of funder and IRI policies and procedures related to grant compliance and oversight;
• Oversees and participates in all monitoring and evaluation efforts for grants assigned;
• Contributes to the development of knowledge products, thought leadership pieces, and written materials to advance the team’s program impact;
• Communicates and collaborates routinely with internal and external stakeholders to develop and implement programs, promote the program, and develop strategic long-term program plans;
• Identifies and cultivates relationships with relevant Government officials, local partners, and members of the diplomatic and donor community, and represents IRI at various public functions;
• Anticipates potential problems and trouble shoots project problems and offers solutions and actively takes part to lead resolution of them with creative and immediate solutions;
• Actively manages IRI’s communication strategy including IRI’s branding and outreach plans, including drafts and updates to program summaries and other outreach materials, drafts web stories, tweets, and develops promotional material for external audiences;
• Assesses new funding opportunities and serves as proposal manager (as assigned) for new bid opportunities;
• Assists in arranging program logistics including, but not limited to, international and domestic flights, ground transportation, hotel accommodations, room rentals, and cultural events;
• Oversees the performance management of supervised staff assigned
• Travels as needed for program oversight and implementation;
• Represents IRI at external events as assigned by the RPD;
• Participates in cross functional teams and initiatives;
• Performs other duties as assigned by the RPD.

Position Requirements
• Bachelor’s required in Political Science, International relations, Law, or related field. Master’s degree preferred.
• At least 5 years of professional experience in a legislative body, government, or international development.
• Strong interpersonal, research, and written/oral communications skills;
• Excellent skills in report and proposal writing;
• Proficiency in English language required;
• Demonstrated knowledge of Conflict Mitigation, Peacebuilding, Democracy and Governance programming;
• Demonstrated management experience including ability to motivate and manage staff;
• Experience with program management, project implementation and budgetary oversight;
• Experience working with U.S. Government funded projects and familiarity with USG regulations and processes;
• Demonstrated ability to develop and execute program activities in ways that both achieve results and raise the initiative’s public profile;
• Experience leading the entire business development capture life cycle, to include serving as lead technical writer on winning proposals;
• Exceptional organizational and detail-oriented skills;
• Exceptional ability to operate under strict deadlines and ability to easily shift priorities;
• Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program goals;
• Willingness and ability to travel to challenging environments, up to 30 percent of the time.

Qualifications
Education
Required
Bachelors or better in Political Science or related field.
Preferred
Masters or better in Political Science or related field.
Experience
Required
5 years:
Bachelor’s required in Political Science, International relations, Law, or related field. Master’s degree preferred. At least 5 years of professional experience in a legislative body, government, or international development. Strong interpersonal, research, and written/oral communications skills.
