Norwegian Association of Disabled (NAD), founded in 1931, is a Disabled Persons Organisation (DPO) that has been operating in development work since 1981. NAD’s principle task is to fight all types of barriers that prevent women, men, girls, and boys with disabilities from being active participants as well as contributors in their communities. NAD has a long-standing partnership with National Union of Disabled Persons of Uganda (NUDIPU) as the main partner in Uganda. In 2015, NAD strengthened its presence in Uganda by establishing a regional office in Kampala. NAD Uganda’s main goal is to strengthen DPOs and the disability movement in Uganda. It also has programmes in inclusive education, economic empowerment, human rights advocacy, and disability-inclusive disaster risk reduction.
To support a rapidly growing regional office in Kampala, NAD is looking for a Programme Coordinator. The Programme Coordinator will be responsible for the coordination, planning, and implementation of the country programme in Uganda. The position also has a reporting line with NAD Oslo on programme work.

Key responsibilities of the role:
• Ensure planning and implementation of the country programme.
• Support partners in formulating results frameworks and ensuring the setup of achievable targets.
• Coordinate quarterly and annual reporting for the programme and ensure timely submission of reports.
• Spearhead the monitoring and evaluation of the programme.
• Conduct periodic training in monitoring and evaluation for partner staff.
• Ensure smooth relationship and stakeholder management among implementing partners.
• Act as a link between implementing partners in Uganda and NAD Oslo.
• Lead in ensuring collaboration between implementing partners in Uganda through joint planning, review meetings, and reporting.
• Support building synergies and working relationships among thematic Working Groups on Human Rights Advocacy, Inclusive Education, and Economic Empowerment.
• Convene the Country Programme Committee meetings and ensure timely dissemination of results from such meetings.
• Monitor budgets regularly and participate in budget revisions periodically.
• Monitor workplans to ensure the overall implementation of the programme in a timely manner.
• Collate and write periodic progress reports/monitoring from the implementation partners and share them with NAD.
• Coordinate annual reporting from the country-level partners to NAD Oslo, ensuring that the reporting reflects the country-level results framework.
• Coordinate baseline evaluations and research processes related to the country programme.
• Support organizational and inter-organizational learning through coordination of learning visits.
• Participate in proposal writing and applications for funding.
• Attend and participate in other stakeholders' meetings and engagements.
Qualifications:
• A relevant Degree in fields such as social sciences and other humanities.
• A minimum of 5 years of work experience in programme management, monitoring, and evaluation.
• Strong Monitoring and Evaluation training.
• Demonstrated experience working in the field of disability and development.
Other competences:
• Excellent report writing skills – ability to write highly analytical reports that are well-synthesized.
• Excellent interpersonal relationship skills – ability to work with various teams and colleagues.
• Willingness to travel as required for programme and partner follow-ups.
• Firm belief and conviction in NAD values.
• Persons with lived experience of disability are encouraged to apply.
