About ICC:
The International Criminal Court (ICC), governed by the Rome Statute, is the first permanent, treaty based, international criminal court established to help end impunity for the perpetrators of the most serious crimes of concern to the international community. The ICC is an independent international organisation, and is not part of the United Nations system. Its seat is at The Hague in the Netherlands. Although the Court’s expenses are funded primarily by States Parties, it also receives voluntary contributions from governments, international organisations, individuals, corporations and other entities.

About TFV:
The Trust Fund for Victims (TFV) was created by the Rome Statute (Art 79) as an independent non-judicial institution next to the ICC. It is governed by a Board of Directors, elected every three years by the Assembly of States Parties. The Board is supported by a Secretariat, ensuring daily management of the TFV’s activities. The TFV has been entrusted by the Assembly with two main mandates: (i) to implement Court-ordered reparations to victims in a convicted case; and (ii) to provide assistance to victims and their families in ICC situation countries with physical and psychological rehabilitation and material support.

Job Summary: The Programme Manager function at the TFV Secretariat is a field based position with responsibility to develop and manage TFV programmes under the assistance and reparation mandates in one or more situation countries.

Key Duties and Responsibilities:
• Strategy: The programme(s) under his/her management responsibility are designed in accordance with the TFV Strategic Plan, including the legal, operational, and financial parameters of the reparation and assistance mandates; insights gained nurture further strategic development of the TFV.
• Management: Daily operations and decision-making in regard of the TFV’s programmes under both the reparations and assistance mandates are effective, efficient, and responsive to victims ’ rights and needs, as well as to situational developments.
• Quality and performance management: TFV field staff and implementing partners operate in accordance with their functions and service contracts, respectively, and in line with the TFV’s Performance Monitoring Plan (PMP), including reporting on appropriate monitoring and evaluation of project activities, and financial control. Underperformance of implementing partners is detected in a timely manner and met with an appropriate remedial response, whether contractual or operational in nature.
• The selection of implementing partners for TFV programmes is managed through a transparent procurement procedure in line with the Court’s Financial Regulations and Rules and with due regard to ensuring best value and programmatic quality and synergy.
• Visibility: Representational duties with situational stakeholders for them to understand, recognise, and value the assistance and reparation programmes of the TFV within the framework of the Rome Statute as well as within the situational context.
• Fundraising: the TFV’s resource mobilisation efforts in both the public and private donor markets is strengthened by the TFV’s programmatic results and insights resulting in appropriate propositions to prospective donors and supporters.

Qualifications, Skills and Experience:
• The ideal candidate for the International Criminal Court (ICC) Programme Manager career opportunity should hold an advanced university degree in law, social sciences, public or business administration, economics, international development or other related field. A first level university degree in combination with two additional years of relevant experience is accepted in lieu of the advanced degree.
• At least seven years (nine years with a first level university degree) of progressively responsible relevant work experience with programme management and project administration, including significant field-based experience.
• Significant exposure and experience in designing and implementing projects within complex emergencies or development settings.
• Broad knowledge of process management, programme development, planning, results-based management and monitoring;
• Extensive knowledge of programme and project administration and contract management skills;
• Ability to adjust and (re-)prioritise;
• Relationship management & networking with stakeholders;
• Coordination and teamwork – good leadership and interpersonal skills, organisational awareness, maintaining effective working relations in a multi-cultural and multi-ethnic environment with sensitivity and respect for diversity;
• Proficiency in one of the working languages of the Court, French or English, is required. Knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.
