Job description:
As an Education Advisor TaRL-Rwenzori, you will be responsible for advising and coordinating capacity development interventions of teachers, mentors and master trainings in the TaRL project. You will work with the District Support Coordinator and district-level MoES staff to support the quality and fidelity of implementation of TaRL at district- and school-level.
Responsibilities of the Project Coordinator
TaRL is a fun, engaging and playful remedial teaching methodology designed to support primary-level learners to acquire foundational literacy and numeracy skills. Upon funding approval, VVOB, together with the Ministry of Education and Sports (MoES) and other education partners, will start operations and implementation of TaRL in the Rwenzori region of Uganda. Specific operational districts for this project shall be confirmed upon discussions with the funder and MoES.
As the Project Coordinator, you will be responsible for coordinating the planning, implementation and monitoring of the TaRL project. You will report to the Education Manager and work closely and directly with colleagues in the TaRL programme, the education department, and all other departments in VVOB Uganda. You will also work closely with the Global Senior Education Advisors at VVOB Head Office.
TaRL in VVOB Uganda
Since 2020, VVOB has been implementing TaRL in the refugee and host community districts of Isingiro, Terego and Madi-Okollo and currently operating in 180 schools in these districts. Pending funding approval, VVOB anticipates starting operations in the Rwenzori region and expanding to additional schools in Isingiro district. While Project Coordinators are based in Kampala, they regularly travel to our operational districts, where VVOB stations District Support Coordinators and maintains a close collaboration with the District Education Offices. The work of the Project Coordinator will be focused in the Rwenzori region (with the specific district confirmed upon approval by MoES and funder).
You will:
As a leader and role model, the VVOB project coordinator guides and coordinates the project and supports and motivates the projects’ staff to achieve results:
• Developing and maintaining a sound network with all relevant internal and external stakeholders, representing the projects to all relevant stakeholders and authorities, and ensuring the work of the Ministry of Education and Sports (MoES), the funding partner, and other local partners on the project is coordinated;
• Taking the lead in organizing regular working-level meetings with the project’s operational partners and other partners to discuss and review implementation;
• Thinking creatively and carefully with the operational partners about how to improve the projects’ interventions such that these interventions can be effectively and efficiently scaled and embedded within the MoES;
• Guiding, coaching and supervising, amongst others through development circles, technical project staff and ensuring the development and implementation of their work plans against agreed quality, costs, timelines and expected results;
• Actively contributing to organizational development and the strategic choices and directions of VVOB Uganda;
• Pro-actively identifying opportunities for funding and contributing to the development of grant proposals for potential donors;
As a quality caretaker and role model, the VVOB project coordinator ensures the impact, sustainability, relevance, efficiency and effectiveness of the project at country level. Responsibilities include:
• Taking the lead in participative project planning;
• Ensuring that project implementation is prepared and monitored effectively in line with VVOB policies, and that actions are taken to keep on track;
• Ensuring that local systems and procedures are followed for accountability, transparency and risk management purposes (high quality supporting processes);
• Planning, coordinating and monitoring the project budgets and, in collaborating with the VVOB finance teams, submitting regular financial reports to funders, hereby adhering to VVOB’s and donor’s financial policies, guidelines and requirements;
• Coordinating, submitting and communicating progress reports to project team members, VVOB Uganda management team, partners and donors;
• Contributing to internal and external knowledge development by systemizing lessons learned and sharing pro-actively lessons learned between partners, colleagues and other VVOB country teams.
• Developing new and sustaining existing relationships with selected projects and organizations at district, province and national level.
As an expert, the Project Coordinator offers technical advice, guidance and support to contribute to organizational development and project results. Responsibilities include:
• Providing technical advice, guidance and support on educational topics for strategic planning at country and project level;
• Providing technical advice, guidance and support for developing, implementing and supporting effective and relevant contextualized systems and practices directed at professionalizing school leadership and teachers, tailored to the specific organizational characteristics of the partner;
• Guiding the implementation of the training, coaching, and monitoring systems used in the projects, and work with all partners to adapt and improve these;
• Keeping abreast with policy trends, new developments and latest research and thinking in education and international development by external and internal networking and sharing new insights with partners and VVOB colleagues;
• Contributing to internal and external communication, amongst others by writing success stories about educational change;
• Contributing to the development of grant proposals for potential donors;
• Taking up a variety of roles in the capacity development process of the partners according to the needs of the partner and situations and phases of the programme.
If you are our Project Coordinator, your workweek at the office will include the following highlights:
You will meet with your project team to receive updates of previous activities and plan for upcoming activities and review necessary budgets linked to these activities.
You will prepare progress reports to the donor, attend virtual meetings with project partners and provide feedback on knowledge projects emerging from the TaRL project.
You will meet with the M&E and research strategic advisor to discuss progress in generating evidence from your project and prepare the same for feedback from the steering committee.
With colleagues from other VVOB country offices, you will present at an international conference on accelerating learning outcomes using the TaRL approach based on your experience in Uganda
Who are you?
This position is open to Ugandan nationals only.
Your expertise and experience:
• Relevant Master’s degree or equivalent experience preferably in education, international development, public policy, or a related field;
• At least seven years of relevant work experience in project coordination and project management (planning, budgeting, monitoring and report writing), preferably working to strengthen government systems and structures.
• At least three years of demonstrated experience with change management and capacity development processes in the context of educational systems
• Experience with working in and leading a multicultural team
• At least two years of experience in a position working closely with external stakeholders, preferably with multiple partners
• Demonstrated ability to achieve results in bureaucratic environments
• Strong time and project management skills (planning, budgeting, monitoring and report writing)
• Flexible with a proven ability to multitask and adjust to changing circumstances
