East African Crude Oil Pipeline (EACOP) LTD (COMPANY) invites experienced and reputable Companies to express their interest in the provision of Explosive Remnants of War (ERW) Quality Assurance (QA) and Quality Control (QC)Services to the East African Crude Oil Pipeline EACOP Project
The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil for export to international markets. The pipeline will run from Kabale, Hoima District in Uganda to the Chongoleoni peninsula near Tango in Tanzania. The length of the pipeline is 1,443 km, of which 296 km will be in Uganda.
BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES: Parts of the EACOP project area are affected by ERW which require clearance prior to project construction works. As part of the service there is a requirement for professional oversight in the form of GA and GC to International Mine Action Standards (MAS). In addition, there is a requirement for magnetometer datalogging services to be conducted. COMPANY is seeking on experienced and reputable Company to undertake the following scope
Provision of IMAS QA/QC servicesSuitably qualified/experienced EOD GAGC Officer Mopping capability/support found is deemed moveable
• Datalogging services
• Data capture
• Data analysis
In regard to Datalogging, the COMPANY will provide the UPEX 740 Large Loop and Trolley, CONTRACTOR will be required to provide Data Capture hardware & Software compatible with the supplied equipment as well as the DGPS capabilities to support the technology CONTRACTOR is expected to conduct training for Military Personnel who will responsible for the Data Capture using the supplied equipment.

• Support for Military Clearance Personnel reimbursable
• Payment of allowances in line with EACOP Structure.

• Proof of IMAS Qualified QA/QC Officer qualified by Internationally recognized ECD training establishment to Level 3 IMAS Standard. Proven experience in instruction of IMAS subjects to Level 3 standard.
• Minimum 10yrs Mine Action/EOD experience preferably in Africa
• Comprehensive knowledge of IMAS reporting systems and mapping.
• Recognized First Aid qualification for personnel
• Qualification/experience in Datalogging and Analysis
• Proof of experience working on projects with high levels of local engagement and liaison.
• Capability for Data Analysis (Data logging capture). ArcGIS capability
• Qualified Management oversight & Support capability.
• Evidence of a Quality Health, Safety and Environment Management
• system, organization, and process in compliance with applicable Local and industry standards for similar works.
• Submission of registration certificate with the Uganda Revenue Authority (URA) and valid Tax Clearance Certifice
• Proof of registration to the National Supplier Database (NSD maintained by the Petroleum Authority in Uganda
• Compliance statement of local Content Regulations, 2016 and Local Company definition
• Proof of Anti-corruption, Anti-bribery, Compliance and Human Rights policies.
• Financial capacity to deliver the services required including submission of audited financial accounts for the last two year

Note: COMPANY will review and assess the documents provided by componies that have expressed interest in accordance with this EOI and conduct evaluations based on internal criteria to determine which companies will be included in the list of pre-qualified companies. Only the pre-qualified companies will receive, by signing a Non-Disclosure Agreement (NDA), an invitation to bid as a continuation of the call for tender process. COMPANY reserves the right at its sole discretion to make the decision to select or reject a company and maintain its decision without having to give reasons to the company concerned.
