UN Women, as part of the United Nations in Uganda, contributes to the Government’s efforts to advance gender equality and the empowerment of women, as outlined in its National Development Plan 2021-2025, its Sustainable Development Goals Roadmap, and in support of its international human rights and gender equality obligations. Within the framework of the United Nations Sustainable Development Cooperation Framework (2021-2025), UN Women’s programming in Uganda focuses on Women’s Economic Empowerment, Ending Violence against Women and Girls (EVAWG), advancing the Women, Peace, Security and Humanitarian Action (WPSHA) agenda, Women Political Participation and Leadership; and supporting implementation of Normative commitments (e.g. CEDAW, Beijing Platform for Action, SDGs), mainstreaming gender across areas to achieve these results.
To address the challenges of VAWG, the UN Women in Uganda is collaborating with several donors, CSOs, UN system and Government of Uganda to support efforts to end violence against women and girls. The multi-year EVAWG programs are being implemented in Karamoja, Acholi, Lango, West Nile, Western and central regions.
The Monitoring and Reporting Analyst will have dual reporting: administratively to the Head of Sub-Office – Gulu and technically to the Planning, Monitoring and Evaluation Specialist. The Monitoring and Reporting Analyst will provide support to the Country Office (CO) colleagues in incorporating monitoring and reporting into programme formulation as well tracking against the 2021-2025 Strategic Plan targets and reporting of results to internal and external audiences. She/ he will work with Country Office staff to support systematic monitoring of the Uganda Annual Work Plan and related project plans, including as part of joint UN programmes and in contribution to the UN Sustainable Development Cooperation Framework in Uganda for 2021-2025. This includes support to: develop and oversee baselines against agreed programme indicators; regular monitoring and reporting on all EVAWG UN Women supported activities in line with existing project monitoring and evaluation frameworks, and annual monitoring plans; contribute to quality reports, quantitative and qualitative data, photos, charts, maps, and presentations; capacity development of CO Staff and partners on Results-Based Monitoring, as well as development and implementation of the CO’s Knowledge Management strategy. The Monitoring & Reporting Analyst will contribute to case studies and other qualitative evaluation documentations, policy recommendations and capacity development support. The Monitoring & Reporting Analyst will be responsible for the establishment and operation of a robust program monitoring, evaluation & reporting system, including through the use of systematic knowledge management practices for learning and innovation. The position holder will be expected to have 60% of time in the field to support monitoring, evaluation and reporting related roles. .

Duties and Responsibilities
• Provide technical inputs to programme formulation to ensure monitoring and reporting is incorporated
• Provide inputs to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
• Include relevant inputs from evaluation findings, conclusions and recommendations into programme formulation;
• Contribute to annual work plan development, monitoring, reviews and reporting;
• Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
• Facilitate the clearance of donor agreements and Programme Cooperation Agreements;
• Provide technical inputs to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan
• Coordinate with Programme Team to ensure data collection and analysis from field visits are coordinated and standardized across programmes;
• Monitor data from partners/countries on a quarterly basis including undertaking data quality assessments, portfolio reviews and provide inputs to regular management briefs to inform decision making;
• Visit partners, along with the Programme Team, to support monitoring of results and planning processes, as required;
• Monitor and analyze spending of donor funds and other programme expenditures and disbursements; Contribute to the development and monitoring of the EVAWG Programme and the Uganda Country Office Monitoring, Evaluation, and Research Plan.
• Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences
• Facilitate the process of the CO meeting internal and external reporting requirements and deadlines, including annual reporting process;
• Support Programme Teams in drafting and coordinate quality assurance processes for donor and programme reports (both narrative and financial) and reporting for the UNSDCF;
• Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
• Review progress reports submitted by partners and provide capacity development sessions and feedback to improve quality and timeliness of reporting;
• Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations, including as part of joint UN initiatives.
• Provide technical support to the Uganda Country Office in the implementation the UN Women Evaluation Policy
• Coordinate UN Women’s work on Normative Frameworks and support tracking of progress on key gender equality indicators, in line with national and international commitments
• Coordinate the implementation of UN Women’s Evaluation plan in the CO;
• Provide guidance and develop capacities of programme staff and partners on evaluations;
• Ensure communication between the CO and RO regarding Evaluations and serve as UN Women Focal Point for Monitoring and Evaluation as part of the UNSDCF M&E Group;
• Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE) and contribute to UN Women’s completion of development assistance portals.

• Identify and disseminate good practices, lessons, and knowledge, as identified through programme implementation, monitoring and evaluation activities;
• Contribute to the development of capacity development tools, including training materials and packages;
• Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation among all staff members through communication, training, learning and development activities.

Required Skills and Experience
Education
• Master’s degree (or equivalent) in Monitoring & Evaluation, Economics, Economics, International Development Studies, Gender/Women’s Studies is required.
• A first-level university degree (Bachelor degree) in combination with five additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience
• At least 5 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes;
• Experience in the United Nations systems in an asset;
• Field experience is an asset

Language Requirements
• Fluency in English is required;
• Knowledge of the other UN official working language is an asset;
• Knowledge of one or more of the following local languages; Ngakarimojong, Luganda and Acholi is an asset.
