Cordaid Uganda is looking for a hardworking and enthusiastic person to fill the position of Senior Human Resources Coordinator
Job Summary:
The Senior Human Resources Coordinator is responsible for the coordination and execution of the HR function at the Cordaid Uganda Country Office. He/She als supports, when and where necessary, the Human Resource focal points in the country offices falling under the East and Southern Africa regional office based in Uganda (Kenya, Rwanda, Zimbabwe).
Summary of Roles/Responsibilities
1. Assists with and coordinates strategic Human Resources planning
2. Executes and maintains Human resources policies and procedures
3. Advises management in the execution of HRM policies and procedures, including national level legal requirements
4. Ensures administrative and legal compliances in Human Resources and safety and security
5. Ensures management and staff are working according to the Code of Conduct and Integrity Policy and takes appropriate action in case of misconduct.
6. Is the focal point for safety and security
7. Shares HR knowledge, stays abreast with labor market developments, safety and security developments, and learns about new HR, and safety and security techniques and methods.
8. Provides support to HR focal points and officers in the other countries of the Cordaid East and Southern Africa cluster office
KEY DUTIES & RESPONSIBILITIES
1. Strategic HR planning Assists in developing and translating the strategic Human Resources plan into an operational plan. Implements the plan in close consultation with the Country Director and Finance Manager.
2. Policies and procedures Coordinate and execute the terms of employment for staff. Coordinates and executes the recruitment process and generates offer letters. Coordinates the process of annual performance cycle and timely communicates to management and staff about the process, evaluation forms and deadline. Ensures timely offer letters, contract renewals, end of contract letters, exit interviews, clearance certificates and final settlements. Coordinates and executes compliance with national Ugandan legal requirements, such as country office registration, personal data management, beneficial ownership, field office MoUs with relevant Ugandan authorities, and all other legal requirements as to the status of the Cordaid Country Office in Uganda. Coordinates staff care including health, security and personal safety. Coordinates and implements the organisational Integrity policy, creates awareness and understanding of the importance of integrity, personal safety and security. Advises management in the execution of HRM policies and procedures, including national level legal requirements, including optimizing the quality and quantity of staffing and adherence to Cordaid’s values. Advises and executes requirements regarding the legal residence of expatriate staff (residence and work permits, defendants’ passes, temporary visa, special permits, etc.)
3. Administrative compliance and Follows up on the implementation of the Labour Law and tax support requirements. Provides pay roll changes and ensures monthly pay slips to all staff. Performing file audits to ensure that all required employee documentation is collected and maintained. Performs payroll and benefits audits and recommends correction actions. Ensures compliance and efficiency towards expatriate positions’ legal status in country.
4. Integrity Ensures management and staff are working according to the Code of Conduct and Integrity Policy and takes appropriate action in case of misconduct. In consultation with management conducts regular awareness raising sessions on integrity and personal safety and security with all Uganda staff.
5. Safety and security Is the focal point for safety and security working closely with the Regional Security Advisor based in Ethiopia. Ensures weekly coordination with the RSA on the general security situation and ensures timely updates to management and staff on security developments. Stays abreast of security and safety developments and is well plugged in to the relevant country level networks. Ensure that all new staff and visitors are well briefed and oriented on the contextual knowledge of the country and personal responsibility to mitigate risks. With support from the regional security advisor, updates the country security plan, and the welcome package for the country office. With support from the senior management, provides support to all the security incidents reported from the field. Compiles security incident reports and shares them with the senior management and the RSA.
6. Knowledge sharing & learning Shares HR knowledge, stays abreast with labor market developments, safety and security developments, and learns about new HR, and safety and security techniques and methods.
7. Regional support Provides support to HR focal points and officers in the other countries of the Cordaid East and Southern Africa cluster office (Rwanda, Kenya, Zimbabwe)
8. Other Any other duties assigned by the manager
REQUIREMENTS
Knowledge, Skills, and Experiences
1. Minimum Bachelor’s Degree or advanced professional training in human resources management, organisational development, business or public administration or other relevant subject.
2. Minimum of three to five years’ relevant working experience in human resources and organisational development in (international) NGO environment
3. Proven track record of implementing human resources policies and plans
4. Strong organiser of one’s own work, setting the right priorities, and maintaining sound and organised archives/ documentation storages
5. Affinity with safety and security protocols and procedures
6. Behavioral values and skills: trust, accountability, integrity, problem solving, cooperation, diplomatic, flexibility, creativity, result-oriented, collaboration
7. Strong personal integrity, willing and able to serve as a model for other staff
8. Excellent English writing and communication skills
