JOB DETAILS:
Scope of work
The scope of work will include but is not limited to the following:-
i) Monitor the implementation of the EASP last mile electricity service
connections, productive use of electricity and marketing activities.
ii) Participate in the identification of implementation risks and opportunities,
and make appropriate recommendations with the intention of achieving the
electricity service connections targets.
iii) Monitor compliance with relevant technical specifications of electricity
connection materials and equipment, safeguards, fiduciary and other
project requirements in regard to the electricity connections component.
iv) Monitor the electricity service connections that will result from grid
expansion schemes under the project.
v) Work with the Coordinator of energy access in RHDs to ensure
appropriately adapted implementation of electricity connections within
RHDs.
vi) Monitor compliance to the established accounting and auditing system and
mechanism for electricity connection materials both at the project level and
service provider level.
vii) Review verification reports from the Independent Verification Agent(s), and
submit for approval.
viii) Review payment certificates to facilitate the disbursement of funds
processes.
ix) Update the project electricity connections database and ensure linkage
with other/central databases where necessary.
x) Prepare monthly, quarterly and annual reports on activities undertaken
under the EASP electricity connections component.
xi) Monitor SPs, IVAs and other stakeholders’ compliance to the relevant
environmental and social safeguards, fiduciary and other project
requirements.
xii) Carry out any other duties as assigned by the Connections Manager (CM)
provided these duties contribute to achieving the development objectives
of the EASP.
1.4 Person Specifications
a) Qualifications
i. Bachelor of Science Degree in Engineering (Electrical/ Power Systems) from a
recognized University/Institution
ii. Master’s Degree in one of the following fields: Electrical Engineering/ Power
Systems/Power Economics/ Renewable Energy/ Energy Systems/ Project
Planning & Management/ Business Administration from a recognized
University/Institution
iii. Registration with the Engineers Registration Board.
b) Experience
i. At least six (6) years of relevant professional experience, three (3) of which must
have been at senior level in project implementation and management
position(s) for projects in an electricity utility or equivalent experience from a
reputable organization.
ii. Specific experience in the implementation of large-scale projects in electricity
access related work financed by Multilateral/ Development Financial Institutions
such as the World Bank, ADB, AFD, KfW, China Exim Bank or equivalent will
be an added advantage.

1.5 Duration of the Assignment
The assignment shall be for an initial period of three (3) years, renewable subject
to satisfactory performance.
1.6 Reporting Obligations
The Senior Connections Officer will report to the Connections Manager-PIU.
