JOB DETAILS:
Overview & Responsibilities
IDLO is planning to conduct a four-day training in finance for non-finance managers to enhance local implementing partner’s ability to manage resources, and improve budget management and project management among others. Specifically, the training will aim to cover the following aspects:
1. Financial Literacy: Apply basic financial terminology, concepts, and principles, enabling non-finance managers to interpret financial reports, statements, data and understand the sources and availability of finance for an organization.
2. Budgeting and Forecasting: plan, develop, implement, monitor, analyse, and control budgets, including forecasting future financial outcomes, identifying variances, and making informed decisions based on financial projections.
3. Cost Management: apply cost structures, cost allocation methods, and cost control techniques to optimize resource allocation and improve profitability.
4. Risk Management: identify the basics of financial risk assessment, mitigation, and management, including identifying financial risks, implementing controls, and developing contingency plans.
5. Financial Decision Making: Develop and identify mechanisms to make sound financial decisions by considering the financial implications and trade-offs involved, while aligning with organizational goals and strategies.
6. Communication and Collaboration: communicate financial information effectively to stakeholders, collaborate with finance teams, and bridge the gap between finance and other functional areas.
7. Compliance and Ethics: identify the legal and ethical responsibilities associated with financial management, including financial reporting standards, regulatory compliance, and corporate governance.
8. Implement cash management practices and the concept of Value for Money in Projects.
9. Implement Internal Control Systems in overall organization financial management policies and procedures.
10. Role of audit, financial fraud, risk Management in Project Financial Management and due diligence in grants management.

Under the supervision of the IDLO Country Manager and in close coordination with the Program and Finance Manager, the consultant will be tasked to deliver the following:

Deliverable 1 – Inception Report and TNA (3 days)
• Inception report responding to the Terms of Reference, describing how the consultant intends to facilitate IDLO’s realization of the stated objectives. The Consultant should include a proposed training program, a description of training methodology, activities and suggestions on how the capacity of participants will be assessed before and after the training. The consultant is required to roll out a Training Need Assessment (TNA) to better assess the priorities of the IPs vis-a-vis the IDLO suggested objectives and determine the best approach to be used during the training delivery phase. The consultant must obtain the IDLO ToT course certificate and the B-SAFE certificate prior to the commencement of the training. The two certificates should be submitted along with the inception report. IDLO UCO will support the consultant in accessing the relevant platforms for this scope.

Deliverable 2 – Content Development (3 days)
• The consultant will be required to develop the training content, including a detailed agenda, training work plan, presentation and exercises to be used during the 4 days of training. The consultant is required to submit in advance all the requested deliverables to the IDLO finance team for approval. The training content should be informed by the TNA conducted in the planning stages of the training. The training plan shall consist of the following: i) Training Description ii) Training Objectives iii) Module Objectives iv) Module Content (with attached presentations) v) Program of Activities (indicating the timing of the delivery of each module) vi) Learning Activities (with instructions) vii) Pre- and Post-Knowledge Tests (with answer key and short explanation for the correct answer, if applicable). The consultant will follow the IDLO branding standards in drafting the presentations and the IDLO’s training quality standards for the drafting of the training plan and training delivery.

Deliverable 3 – Delivery of training and data collection (4 days)
• The consultant will deliver the finance for non-finance managers’ training and engage with the implementing partners to improve their knowledge and skills in this field. The consultant is also required to conduct data collection. This shall include developing relevant tools and presentations (including individual performance evaluations) for the various sessions.

Deliverable 4 – Reporting and submission (1)
• The consultant will be required to prepare a final training report, detailing: Training goals and objectives, Training methodology and implementation strategies adopted, Key lessons learned, Way forward including capacity assessment for participants, and Recommendations.

Job Requirements
Education and Professional Experience
• A relevant degree in Finance Management, Project Management, or other relevant disciplines.
• Minimum of 10 years of relevant professional experience especially in project/program management, governance, finance, budgeting, or human resource management.
• Experience in managing the whole circle of project implementation.
• Experience working on specific areas within the governance, including access to justice and Rule of law. Proven experience in international development sectors shall be of significant advantage.
• Proven track record of conducting training in management, international/regional inter-governmental or non-governmental organizations.

Languages
• Outstanding written and verbal skills in English are required.
