JOB DETAILS:
MOUNTAINS OF THE MOON UNIVERSITY
Mountains of the Moon University was first established as a Private University in 2005, by the National Council for Higher Education (NCHE), in accordance with the Universities and Other Tertiary Institutions Act 2001, as amended. In January 2022, Mountains of the Moon University was taken over by the Government of the Republic of Uganda and established as a Public University under Statutory Instrument, Number 2 of 2022. In essence, the University is a Public educational institution and a body corporate with perpetual succession and a Common Seal.
Mountains of the Moon University invites applications from suitably qualified and skilled candidates for the following positions.

JOB TITLE: University Secretary
Salary Scale:
M3 Responsible to: Vice-Chancellor Terms of Employment: Five Year Contract, renewable depending on satisfactory performance
Purpose of the job:
To provide leadership and general administration of the University, including the custody of the seal and administration of University assets.

Duties and Responsibilities include but are not limited to:
• To carry out the duties of Accounting Officer of the University
• To serve as a Secretary to the University Council and its Committee
• To provide professional advice and guidance as well as interpretation of Council policies and decisions,
• To ensure that accounting procedures, manuals, and other documents relating to financial control and management are in place as per approved financial laws and regulations
• To coordinate and facilitate the timely preparation of the University's annual budget and work plan.
• To monitor and track the utilization of recurrent and development expenditures against approved work plans and budgets.
• To coordinate the production of University Financial Management Reports by Administrative and Academic Units.
• To coordinate the production of Final Audited Accounts of the University
• To maintains a register of all University assets and facilities and ensures that they are effectively and efficiently managed and utilized.
• To coordinate the procurement of goods, services, and works and ensures that all contractual obligations are fulfilled in accordance with the Public Procurement Disposal of Assets Act (PPDA).
• To ensure that procurement procedures, manuals, procurement plans, and other documents relating to procurement Management are in place in accordance with the law and regulations.
• To ensure that Human Resource procedures, manuals, and other document relating to Human Resource Management are in place in accordance with the law and regulations.
• To ensure that recruitment, performance management, staff development, staff welfare, discipline, and other human resource functions are handled in accordance with the laws and regulations.
• To ensure efficient and effective management of retirement benefits scheme and all matters relating to compensation and labor relations.
• To ensure that legal matters are handled in accordance with the law and the University regulations.
• To supervise Staff, assesses performance and identifies training needs and recommends appropriate training.

Required Qualifications and experience:
• Should have a Master's Degree in either Business Administration or Education Management or related discipline obtained from an internationally recognized Institution.
• Qualifications in either Administrative Law, Business Management, Strategic Investment Management, or any other relevant qualifications obtained from a reputable University or Management Institute is an added advantage.
• Experience of not less than eight (8) years of working experience, four (4) of which are in senior management positions in a reputable institution d) Should be knowledgeable about Government policies and procedures.

Required Competences:
• Demonstrated ability to: Communicate effectively: consult, network, and advise effectively both at individual and team level; and negotiate, build, and sustain institutional collaboration and working linkages.
• Excellent Visionary leadership, public relations, enterprising and innovative with a commitment to Institutional growth and development c) Self-motivated, enthusiastic, and flexible enough in addressing different situations.
• Demonstrated capacity in financial management, management of Strategic Projects, Contracts, Financial and Human Resources in Institutions of higher education and training.

Postgraduate Degree
