About EACOP
The East African Crude Oil Pipeline (EACOP) project is a midstream development located across Uganda and Tanzania that includes a nearshore marine storage and export terminal (MST). Once completed, the EACOP Company will operate the East African Crude Oil Pipeline, a 1,443 km long, electrically heated crude oil export pipeline that transports oil from Kabaale - Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for crude export to international markets.

Job Summary
The Quality Supervisor-Welding /NDE (with Coating) is responsible for ensuring that welding and NDE works are carried out using safe working practices and are completed in accordance with the project codes, standards, drawings, and specifications. Management plans where applicable

Duties and Responsibilities
• Directly supporting EACOP & the contractors, ensuring delivery of the EACOP Project, whether pipeline or above ground installations. Implement, use, and communicate safe work practices on and off the project sites.
o Mentor exemplary behaviour regarding project H3SE policy.
o Support contractor construction engineering in accordance project requirements and procedures.
o Collaborate with contractor to ensure accurate interpretation of procedures and provide technical support to address challenges.
o Evaluate contractor method statements and work procedures in conjunction with welding and NDT field engineering.
o Develop and implement a Welding and NDT Qualification Management System (WQMS) aligned with project-specific welding strategies.
o Develop (if required) a coating qualification system aligned with the project specifications.
o Uphold adherence to materials, welding, NDT or coating processes in accordance with project specifications and requirements.
o Coordinate necessary inspections and testing with the Construction Quality Lead, ensuring compliance with Inspection and Test Plans (ITPs) hold points.
o Ensure the competency and proper training of the welding, NDT or coating workforce at site.
o Oversee the maintenance and daily checks of welding, NDT or coating equipment, as well as the preservation of materials according to supplier recommendations.
o Manage work acceptance operations and oversee punch list follow-ups.
o Monitor welding repairs and NDT activities, ensuring alignment with manufacturer recommendations.
o Monitor coating repairs and activities ensuring alignment with manufacturers recommendation and approved project specifications.
o Oversee contractors’ management of material storage, including weather control, expiration dates, and stock provisions.
o Ensure contractor plans and utilise adequate facilities, equipment, and calibrated tools for welding works.
o Facilitate the implementation of training programs and qualification processes for operators by the contractor.
o Track all materials used in pipeline construction, including joint numbers, lengths, and certifications for pipe stock, fittings, and consumables.
o Assist field welding engineers in coordinating failure and root cause analyses. for welding-related issues.
o Actively participate in welding, coating and NDT process initiatives, emphasising quality and optimising production throughput.
o Review vendor and construction contractor documentation packages for welding, coating or NDT processes.
o Conduct technical audits of contractor and vendor systems pertaining to above mentioned processes.

Academic Qualifications
• Welding inspector or NDE inspector certification issued by a recognised international certification scheme such as CSWIP / AWS / PCN / BGAS.

Experience Required
o 8 years of QC experience working within a cross-functional oil & gas pipeline project team support.
o Experience working with and analysing welding, NDT and coating data to report accurate KPI’s 7 non-compliance trends.
o A thorough knowledge of applicable international codes, standards & company/operators standards.
o Working knowledge of national & local regulatory frameworks (laws, regulations, guidelines, policies).

Required Competencies
o Proficient in industry applications, including MS Office (Word, Excel, PowerPoint, Visio).
o Comprehensive knowledge and compliance within certification frameworks (CSWIP, BGAS, PCN, AWS, NACE).
o In-depth understanding of industry codes and standards (ASME, API, AWS) and interpretation of fabrication drawings.
o Expertise in various welding processes (SMAW, FCAW, GMAW and mechanised welding).
o Thorough knowledge of destructive and non-destructive testing for WPQR and WPS qualification.
o Competent in NDE techniques (RT, UT, MT, PT) and reviewing NDE reports (Those with NDE Qualifications).
o Competent in coating inspection techniques and reviewing reports (Those with coating qualifications).
o Effective collaboration in diverse, multidisciplinary team environments with interface management experience.
o Strong communication skills to articulate engineering concerns and solutions to individuals with diverse technical backgrounds.
o Experience in working with multicultural contractors and reporting on their performance.
o Autonomous, self-motivated, and adaptable, with proficiency in interpreting engineering drawings and plans, understanding critical path and milestones, a focus on meeting project deliverables and NDT supporting and coordination EACOP project teams processes
