Straight Talk Foundation (STF) is a health communications National Non Governmental Organization that was founded in 1993. For the past 25 years it has been the leading provider of various social and behavior change communication programs to various stakeholders in Uganda. The organization has immense experience in the use of modern communication program approaches in addressing diverse health and development issues.


STF implements activities through print, radio and face to face communication. Its programs and interventions target young people as its primary audience, while parents and teachers are its secondary audience. STF utilizes highly effective behavior change communication models and combines mass media and face to face community outreach and mobilization programs.
Straight Talk Foundation is looking to recruit for the following position:
MONITORING AND EVALUATION OFFICERS- 2 Positions (1 in Kitgum and 1 in Gulu)


JOB PURPOSE:
Skilled in M&E, the holder of the position will be responsible for: Managing, monitoring and reporting project results. You will ensure high quality programme planning, monitoring, evaluation and learning across STF partners by establishing relevant M&E systems to keep track and report on programme progress and by providing technical guidance and mentorship to STF partner staff at all levels. You will take a lead on relevant research, monitoring and Evaluation activities. You will also ensure that appropriate programme documentation, reporting and filing processes are in place.


Key Roles and Responsibilities:

  • The M&E Officer will be responsible for designing and implementing systems to ensure appropriate outcome measurement and performance management.
  • S/he will provide technical leadership to develop project framework, plans and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all programme activities.
  • The M&E Officer will have the primary responsibility of consolidating project reports on activity outputs and outcomes and ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes.
  • The M&E Officer is responsible for documenting and disseminating project successes and challenges to STF partners and relevant stakeholders.
  • The M&E Officer will also be responsible for designing and conducting operations research to track annual progress of the programme on key outcomes.
  • Ensure quality and timely preparation of monitoring, evaluation and research reports and also timely dissemination internally and externally.
  • Ensure documentation and sharing of best practices across STF partners and relevant stakeholders
  • Liaise with district Biostaticians to access HMIS records on a number of indicators as per the results framework
  • Responsible for the preparation of a Performance Monitoring, Evaluation, and Learning Plan, with appropriate indicators and an effective data collection system.
  • Oversees data collection to ensure data quality standards are applied and procedures are in place, data analysis, reporting on actual achievements in light of set targets, highlighting emerging patterns and offering clear reports on findings and conclusions.
  • Supervises the collection of quantitative and qualitative data, use scientific methods to ensure high quality of data, and design a reporting system that provides insights to decision makers on grant program performance and areas that need management’s attention.
  • Tracks and analyzes program indicators and other statistics and prepare high quality and timely reports as per the PMELP.
  • Ensures that all information required for submission to donor is collected and submitted in a valid, reliable and timely manner.
  • Leads in the development of impact indicators and data collection which properly represents the impact of grants.
  • Ensures that outcomes of monitoring and evaluation of projects feed into the PMELP.
  • Analyzes data collected and synthesizes research findings into succinct reporting for use by both the STF and her partners.
  • Work with data platforms, database, and select technologies to capture and organize data.

Donor Reporting;

  • Maintain reporting schedules, communicate upcoming deadlines to Staff and partners and coordinate programme report preparation processes where applicable.
  • Ensure donor compliance during reporting in terms of donor templates and deadlines.
  • Review reports and ensure that high quality reports are submitted to the donor as per requirements of the fund summary and reporting deadlines.
  • Ensure that the data used for reporting is valid, reliable and timely
  • Participate in key donor meetings where necessary to foster long term collaboration and engagement
    Academic Background, Experience and Person Specifications:
  • A degree in a demography, social science, public health or statistics with further training in monitoring and evaluation.
  • At least 3 years’ experience in designing and implementing integrated results-based M&E systems and processes including design of systems and tools, data analysis and report writing
  • Detailed Knowledge of Logical framework approach and other strategic planning approaches
  • Sound background of social research methodologies
  • Strong skills and knowledge in data analysis, processes and interpretation linking to technical adjustments to improve program performance and quality.
  • Strong skills in monitoring program performance (both activities and finances) and able to advise, support and adjust to reach set goals, objectives, outcomes and strategic aims.
  • Knowledge on M&E participatory approaches
  • Data analysis packages like STATA, SPSS, EPI DATA, EPINFO, MS Access...
  • Budgeting
  • Self-motivated, with good judgment and initiative, and the ability to work with others
  • Excellent communication and strong interpersonal skills
  • Excellent written and spoken English language skills
  • Able to prioritize and achieve results through collaboration
  • Understanding of humanitarian principles, as well as gender, protection, social or human vulnerability issues
  • Cultural sensitive and curious about other perspectives
  • Strong capacity to handle complex tasks independently
  • Ability to work in a collaborative manner with multiple stakeholders at various levels from international to national, sub-national and community levels
