JOB DETAILS:
Job Purpose / Objective:
i. Ensures the quality, durability, and safety of materials used in the construction process.
ii. Oversee the selection, testing, and application of materials to meet engineering specifications and regulatory standards.
iii. Optimize material performance and cost-effectiveness, contributing to the successful completion of the road construction project.
Job Roles and Responsibilities:
1. Material Selection and Testing:
• Collaborate with design teams to select appropriate materials based on project requirements and environmental conditions.
• Conduct laboratory and field tests to evaluate the properties of materials, such as asphalt, concrete, aggregates, and soil.
2. Quality Assurance:
• Develop and implement quality control procedures to ensure that materials meet engineering standards and project specifications.
• Monitor material production and delivery processes to detect any deviations from required quality levels.
3. Technical Specifications:
• Prepare detailed technical specifications for materials to be used in the construction project.
• Work closely with suppliers and contractors to ensure compliance with the specified materials.
4. Performance Analysis:
• Analyse material performance data to assess their suitability and durability for the specific road construction project.
• Identify potential issues and provide recommendations for improvement.
5. Material Research and Development:
• Stay updated with the latest advancements in road construction materials and technologies.
• Research and recommend innovative materials that enhance project performance and sustainability.
6. Environmental Considerations:
• Evaluate the environmental impact of materials used in the project and recommend eco-friendly alternatives when applicable.
7. Compliance and Quality Assurance:
• Ensure that all project materials comply with project / industry standards, contractual obligations, and regulatory requirements.
• Conduct regular audits to verify material quality assurance and consistency.
8. Collaboration and Communication:
• Facilitate communication among project team members and external stakeholders by ensuring the timely asupply of material.
• Provide materials analysis to project stakeholders, including consultants’ suppliers, and contractors.
9. Reporting:
• Generate regular reports on materials status, compliance, and any outstanding issues.
• Provide progress updates to project managers and other relevant stakeholders.
10. Document Security and Compliance:
• Implement material testing protocols to safeguard quality assurance.
• Ensure compliance with relevant industry standards and regulatory requirements in materials mmanagement.
11. Performs any other duty as assigned by the supervisor from time to time.

1. Material Compliance: Monitor the percentage of materials that meet engineering standards and project specifications.
2. Material Testing Efficiency: Measure the time taken to conduct material tests & report results.
3. Project Material Cost: Evaluate the cost-effectiveness of materials used in the construction process.
4. Material Performance: Assess the condition, performance, and durability of materials supplied for the road construction project.
5. Quality Control Performance: Monitor the number of material-related issues identified during quality control processes.
6. Compliance Adherence: Monitor adherence to contractual requirements and regulatory standards.
7. Document Approval Cycle Time: Measure the time taken to approve material testing.
8. Stakeholder Satisfaction: Gather feedback from project team members and external stakeholders on material management processes.
9. Budget Performance: Evaluate the project cost performance in relation to the budgeted estimates.
10. Quality Compliance: Assess the project's compliance with specified quality material standards and client requirements.
Work Experience, Skills and Knowledge:
1. Materials Engineering Expertise: Possess a strong background in materials science and engineering principles relevant to road construction.
2. Testing and Analysis: Proficient in laboratory and field-testing methods for evaluating material properties.
3. Quality Control: Knowledgeable in quality assurance procedures and standards for construction materials.
4. Technical Documentation: Able to prepare accurate and comprehensive technical specifications and reports.
5. Problem-Solving: Demonstrate analytical skills to address material-related challenges and find practical solutions.
6. Environmental Awareness: Understand the environmental impact of construction materials and consider sustainability factors.
7. Communication Skills: Effectively communicate technical information to various stakeholders, including engineers and project managers.
8. Project Management: Ability to manage time, prioritize tasks, and work collaboratively within the project team.
9. Technical Knowledge / Construction Industry: In-depth understanding of road construction processes, methodologies, and materials. Familiarity with road construction processes, terminology, and related technical documentation.
10. Attention to Detail: Demonstrate meticulous attention to accuracy, consistency, quality assurance processes and maintain high-quality materials standards.
11. Time Management: Ability to prioritize tasks, manage time efficiently, and meet deadlines in a fast-paced construction environment.
12. Computer Proficiency: Proficient in materials management software and office productivity tools.
13. Team Player: Collaborate effectively with project team members and promote a positive working environment.
14. Project Management Skills: Strong project management skills to plan, execute, and control the road construction project effectively.
15. Contract Negotiation and Management: Proficiency in negotiating and managing contracts with subcontractors and suppliers.
16. Risk Management: Ability to identify potential risks and develop strategies for risk mitigation.
17. Health and Safety Compliance: Knowledge of safety regulations and commitment to maintaining a safe work environment.
18. Regulatory Compliance: Knowledge of relevant laws, regulations, and standards in the road construction industry.
19. Working experience: Possession 8 years of leadership working experience of which 3 years should have been obtained in the equivalent capacity.
