JOB DETAILS:
Main Purpose of the Job:
To coordinate the functions Monitoring and Evaluation, Strategic information and the Learning function and carry out programs audits for the success of SOROTI Project Services.
Key Outputs:
• Monitoring & Evaluation systems developed;
• Systems, plans, guidelines and procedures for the monitoring and evaluation of SOROTI region project updated;
• Monitoring and Evaluation tools and feedback mechanisms developed;
• Periodic reports on findings and recommendations written and disseminated;
• SOROTI Project effectively monitored and evaluated;
• Project Audit exercises and reports compiled and submitted and Risk assessments carried out.
Key Duties and Responsibilities:
• Participate in designing and updating systems for monitoring and evaluation of Soroti-TAF (AIC) project; Provide technical support in proposal development on project monitoring tools;
• Propose strategies to increase data use and demand amongst Project staff; Clarify project information needs;
• Support project staff on ways to properly document, organize and capture project progress;
• Review the performance of existing management information systems to help identify potential modifications or resources;
• Keep abreast of developments in project changes and progress in order to advise and recommend tools and strategies to increase project performances and results;
• Suggest ways to facilitate data collection and the flow of data within project field teams;
• Identify strengths and weaknesses in existing data collection and management systems and propose solutions;
• Perform regular field visits to ensure the quality of data collected by Project staff and verify the accuracy of reported data; Analyze changes and patterns in targets, indicator data and performance reports in order to support Project staff;
• Support districts and health facilities to ensure quality reports are uploaded in DHIS2 in a timely manner.
• Ensure that donor, partners, and Senior Management data queries are addressed in an accurate and timely manner; Support and participate in project evaluations;
• Develop and continually update a system for the monitoring and evaluation of SOROTI region project, including relevant tools, and reporting formats ;
• Develop an up-to-date system, plans, guidelines and procedures for the monitoring and evaluation of SOROTI region project;
• Work closely with the respective SOROTI region units and other coordinators to consolidate the work plans for SOROTI region; Coordinate the development of indicators for monitoring and evaluation of SOROTI region project;
• Develop monitoring and evaluation systems for the discreet project;
• Draft tools and their revisions as well as data collection procedures under the supervision of the Technical Lead M&E, Strategic Information and Learning (e.g., logical framework, project performance tracking, indicators, data flow chart, M&E manuals);
• Participate in the provision of training and technical support to service delivery units on issues of adherence to the policies and guidelines relating to project work.
• Any other duties as may be assigned by the immediate supervisor
PERSON SPECIFICATIONS: Monitoring and Evaluation Specialist Minimum Academic Qualifications:
• Degree in Statistics, BA. Social sciences, Computer Science Quantitative Economics, BSC (MES)
• Postgraduate Diploma in Monitoring and Evaluation
• Database Management leading to DBA (Data Base Administration) certification
• Computer programming, Knowledge of relational database software (MS Access, Oracle, SQL Server or MySQL), Basic facts about HIV/AIDS
• Minimum Experience and Exposure: Six (6) years in database management
Key Skills:
• Basic statistical skills, Application of software and statistical packages used at TAF (AIC), Communication and Training skills, and Interpersonal skills.

• Special Knowledge: Knowledge of audit procedures, including planning, techniques, test and sampling methods involved in conducting audits; Knowledge of computerized accounting and auditing record keeping systems; Programme Management Audit and Reporting knowledge; Donor accountability requirements
