Operational Context
Uganda is Africa¿s largest refugee hosting country with over 1.5 million refugees and asylum-seekers primarily from South Sudan and Democratic Republic of the Congo (DRC), as well as from Somalia, Rwanda, Burundi and other countries. In line with implementation of the Global Compact on Refugees (GCR), UNHCR plays a catalytic role in mobilizing and coordinating support for the refugee response, with a growing focus on the engagement of development partners and the private sector. In Uganda, the GCR is implemented through the government-led Comprehensive Refugee Response Framework (CRRF), where efforts by humanitarian and development partners are ongoing to support Government policy to protect the asylum space; support refugee inclusion, resilience and self-reliance of refugees and host communities; and expand solutions, including third country options through resettlement and complementary pathways.
Funding to the UNHCR Uganda operation is expected to reduce in 2022 despite the increase in the number of refugees and their needs, in line with the downward funding trend that followed the end of a mass refugee influx from South Sudan in 2016 and 2017. In its coordination role, UNHCR will continue to advocate for resources for the entire UCRRP, which represents the collective advocacy and resource mobilisation tool of over 100 partners responding to the needs of the refugees in Uganda. UNHCR will continue to proactively engage with international government partners both locally and globally and reach out to non-traditional government donors to mobilise resources.
There is need for an increase in international responsibility-sharing to supplement Government and partner agency commitments to stabilize refugee new arrivals and to achieve the goals of the GCR and its CRRF in Uganda, alongside interventions carried out by Government institutions within the framework of the National Development Plan III (2020/21 ¿ 2024/25), which provides for inclusion of refugees in development planning and in statistics.
Efforts will continue towards securing multi-year funding in a bid to provide more stability and predictability to the operation, in addition to exploring opportunities for in-kind donations. The Uganda operation works with the UNHCR Private Sector Partnerships team at Headquarters to engage international private sector donors (in ¿individual giving¿ and ¿leadership giving¿ strategies), in addition to enhance cooperation with UNHCR¿s national partners (i.e., Australia for UNHCR; Espana con ACNUR; and USA for UNHCR) to interest their donors in the Uganda operation.
The Associate Reporting Officer position will be supervised by the Reporting Officer within the External Engagement Unit at UNHCR¿s Country Office in Kampala. Key responsibilities will include drafting concept notes, proposals and donor reports in compliance with specific donor requirements and in line with work plans and deadlines.
The successful candidate requires experience in project/programme design (drafting, budgeting, theory of change, logic models and log frames), planning, implementation, monitoring, drafting high quality multi-sectoral reports, and participating in meetings relevant to donor contribution agreements. Experience in the humanitarian, development and/or private sector country context in Uganda undertaking operational and analytical work in the fields of international affairs, refugee affairs, philanthropy, humanitarian affairs, development, donor relations and/or negotiation of agreements is highly desirable.
