African Youth Development Link (AYDL) is the leading youth-focused, not-for-profit Non-Governmental Organization (NGO) in Uganda. Its mission is to empower young people and youth to participate in governance and development decision-making processes at all levels. Established on 14th July 2009, AYDL advocates for implementing and reforming laws and policies to increase youth participation in leadership and democratic governance processes at local and national levels.
AYDL is seeking to recruit candidates for three key positions under the USAID/Uganda Civic Engagement Activity (CEA). Below are summaries of the positions. Detailed job descriptions can be found on the website: www.futureoptions.org .
1. Job Title: Chief of Party
Job Overview:
The Chief of Party (COP) will provide overall leadership, strategic direction, and technical oversight for the USAID/Uganda CEA project. This role ensures that the project achieves its objectives, complies with donor regulations, and meets stakeholder needs.
Key Responsibilities:
• Lead and manage all aspects of the program, including planning, implementation, monitoring, and reporting.
• Develop and execute evidence-based strategies that integrate innovative approaches to achieve project goals.
• Oversee project staff by providing mentorship, capacity building, and performance management.
• Engage with key stakeholders, including government officials, civil society organizations, donors, and the private sector, to build strong partnerships.
• Ensure compliance with USAID regulations, policies, and reporting requirements.
Requirements:
• Advanced degree in Political Science, Law, Electoral System Management, International Development, or a related field.
• At least 7 years of professional experience managing democracy and governance programs in developing countries.
• Expertise in programming support for election processes, voter inclusion, CSO election, and citizen engagement.
2. Job Title: Finance Manager
Job Overview:
The Finance Manager will oversee the financial and administrative operations of the USAID/Uganda CEA project to ensure compliance with donor regulations and effective financial management.
Key Responsibilities:
• Develop and manage the project's financial systems to comply with USAID regulations and AYDL policies.
• Oversee the preparation and monitoring of budgets and financial forecasts.
• Supervise financial reporting, ensuring timely and accurate submissions to USAID and internal stakeholders.
• Manage sub-grants and sub-contracts, providing guidance and capacity-building on financial management and compliance.
• Conduct regular financial analyses and audits, addressing findings promptly.
Requirements:
• Advanced degree in Business Administration, Finance, Accounting, or a related field.
• CPA or ACCA certification is required.
• At least 5 years of progressive financial management experience in large-scale development programs.
• At least 5 years of supervisory experience in a senior finance role.
• Expertise in USG financial rules, regulations, and reporting requirements.
3. Job Title: Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager
Job Overview:
The MEAL Manager will lead the design and implementation of monitoring, evaluation, accountability, and learning systems for the USAID/Uganda CEA project to enhance program quality and ensure accountability.
Key Responsibilities:
• Design and implement a comprehensive MEAL framework, including tools and processes for data collection, analysis, and reporting.
• Conduct operational research and evaluations to assess project impact and inform strategic adjustments.
• Prepare high-quality reports documenting progress, lessons learned, and recommendations.
• Collaborate with USAID and other partners to ensure alignment with donor expectations and learning priorities.
Requirements:
• Advanced degree in Monitoring and Evaluation, International Development, Political Science, or a related field.
• At least 5 years of experience in MEAL for donor-funded projects, preferably USAID-funded.
• Expertise in research design, data collection, and analysis.
