JOB DETAILS:
Overview of the Position
Social Solutions is seeking a Chief of Party for the anticipated, USAID-funded, five-year Uganda Monitoring, Evaluation and Learning, and Strategic Information (MEL/SI) Activity. The Uganda MEL/SI Activity will strengthen evidence-based programming across the program cycle by providing technical support to USAID/Uganda’s monitoring, evaluation, learning, and strategic information on needs. The Uganda MEL/SI Activity is expected to be an Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

The Chief of Party will provide overall strategic and technical direction for the Uganda MEL/SI activity, as well as exercise oversight of day-to-day activity management. This is expected to be a full-time position based in Kampala, Uganda.

Responsibilities

• Work with USAID/Uganda staff and leadership, implementing partners, and other stakeholders to ensure mutual understanding of expectations and adapt to emergent changes in the operating context.
• Work with Social Solutions to oversee compliance and performance (financial, operational, technical, etc.) of the IDIQ contract and task orders.
• Provide guidance and support to technical teams, as well as substantial contributions across the range of monitoring, evaluation, and learning (MEL) and collaboration, learning, and adapting (CLA) tasks.
• Supervise national and international staff and consultants and maintain a culture of teamwork and learning.
• Support the development and delivery of high-quality materials and presentations aimed at diverse audiences, including decision-makers.

Qualifications

• Master’s degree, or Bachelor’s with at least twelve (12) years of experience, in international relations, political science, public administration, business administration, or another relevant field of study.
• At least ten (10) years of experience conducting monitoring, evaluation, research, and learning (MERL) activities in developing countries.
• At least eight (8) years of experience successfully leading, managing, and implementing large, donor-funded MEL and/or CLA-focused development projects.
• Demonstrated experience successfully supporting and leading USAID MEL assignments, such as data collection and analysis, evaluations, and performance monitoring.
• Demonstrated ability to effectively interact and communicate with local professionals, international donors, host country government counterparts, and/or other implementing partners.
• Advanced professional proficiency in written and spoken English.
