The government of Uganda has made significant progress in establishing a robust policy and legal framework to address climate change. Key instruments include the National Climate Change Policy (2015), the National Climate Change Act (2021), and the current development of climate change regulations and guidelines to facilitate the enforcement of the Climate Change Act. Currently, regulations for the carbon market mechanism are finalised while guidelines are under development to enable Uganda’s participation in article 6 mechanisms of the Paris Agreement.
In September 2022, Uganda submitted Updated Nationally Determined Contribution’s (NDC) 2020–2030 that serves as the country’s National Climate Change Action Plan, in accordance to Article 4 of the Paris Agreement and Section 6 of the National Climate Change Act.
In accordance with Part II, sections 7and 8 of the National Climate Change Act, all Lead agencies and District Local Governments are mandated to prepare a Climate Change Action Plan (CCAP) within one year of the development of the National Climate Change Action Plan. In particular, section 8(6) requires every district to submit its District Climate Change Action Plan (DCCAP) to the Climate Change Department (CCD) of the Ministry of water and Environment within one month of adoption.
To date, only Buikwe and Namayingo districts have developed and submitted their DCCAPs with the support from the Iceland Embassy. With a third being developed for Kasese with support from UNCDF. The limited uptake across the remaining districts reflects significant challenges in technical capacity, financing and the absence of operational guidelines to steer the development of DCCAPS.
The existence of the two districts with DCCAPs also presents an opportunity for documenting lessons learned and guiding the national-level process of developing the guidelines that would provide guidance to other local governments to develop the DCCAPs. Without these plans, districts are constrained in their ability to integrate climate change into local development plans, access climate finance and implement target resilience and mitigation measures.
Therefore, the experiences of Buikwe and Namayingo present a valuable opportunity for lesson learning and model replication, which can inform the design of the national guidelines that are context specific, technically sound and implementable across Uganda’s diverse local government structures. There is an urgent need to develop national guidelines for DCCAP formulation. These guidelines will standardize approaches, clarify institutional roles, and unlock both domestic and international climate finance.
The assignment requires the services of a highly qualified and experienced consultant to lead the development of the guidelines in a participatory and technical robust manner, ensuring that no district/local government is left behind in Uganda’s climate response.
The overall objective of this assignment is to support the Ministry of Water and Environment in the development of Local government/ District Climate Change Action Planning Guidelines. These guidelines will establish a standardized framework for the formulation of DCCAPs across Uganda, enhancing low carbon development and climate resilience at the sub-national level.

The consultant will be responsible for leading a participatory and technically rigorous process to develop the National Guidelines for the formulation of the District Climate Change Action Plans (DCCAPs).
