Background
Established in 2016, the Global Programs for Research and Training, based in Kampala and Nairobi, is a Non-Governmental Organization to represent the University of California, San Francisco (UCSF) East Africa projects. UCSF’s Global Strategic Information (GSI) has worked closely with CDC/PEPFAR for over 8 years with a focus on strategic information (SI) and development of associated Health Information Systems (HIS). Additionally, GSI has more than 10 years’ experience working on HIS in over 15 countries in sub-Saharan Africa (SSA), the Caribbean, Southeast Asia, and eastern Europe, providing high-level strategic thinking, technical assistance (TA) in the development of all levels of HIS systems, data presentation and interpretation, and local capacity building. UCSF works closely with multiple stakeholders including MOHs, various funders, institutions of higher education, and implementing partners (IP).
Currently, UCSF is a partner for CDC-funded development and implementation of an OpenMRS HIV Reference Implementation (OHRI). The program seeks to create a system of global support with buy-in from six selected countries (Uganda, Kenya, Mozambique, Nigeria, Haiti and Rwanda) for OHRI and has a focus on driving data exchange and interoperability across the HIS systems to improve efficiencies for providing patient care, improving program monitoring and leveraging analytics for data driven decision making.
We will be working with University of Nairobi and Makerere University to help manage developers, collaborate in a community of practice, and ultimately build capacity in more junior developers.

Job Summary
The Makerere University School of Public Health-Monitoring and Evaluation Technical Support (MakSPH-METS) Program is a five-year (2020-2025) CDC-funded Cooperative Agreement. The MakSPH-METS program emerged out of the growing recognition of the importance of evidence-based decision-making for an AIDS Free Generation in Uganda. The overall purpose of the Program is to establish coordinated and effective national and district systems for the management of strategic information for a robust HIV response.
The Database/BI Developer shall support UCSF with its data needs by developing and maintaining databases, reports, queries, and other software to support its projects and programs. The Database/BI developer is expected to design databases to meet the needs for specific projects while maintaining database design standards. Some projects will require the developer to extract and transform data from existing data sources then load it into databases managed by UCSF or its partners. Therefore, proficiency in SQL and scripting languages is critical. Additionally, visualizing project data on dashboards; reports, and score cards for analysis will be another critical output for the BI Developer.
Other software development needs may arise occasionally, such as the development of data collection systems, and development of interoperability layers between existing systems.
The Database/BI developer may be expected to meet with stakeholders, funders, and government officials, and draw up requirements based on their needs.

Duties and Responsibilities
1. Documentation

• Creation of documentation and a solid understanding of use cases, and data flows (from source to analysis and use) for public health response.
• Reviewing and editing of documentation for the purpose of determining fitness for purpose.

2. Systems and Interoperability
• Commission and install new applications and customize existing applications in order to make them fit for purpose.
• Develop interfaces for interoperability to enable data syncing between databases or between disparate systems.

3. Databases and data warehouses
• Map out the conceptual design for a planned database that is to contain large health related datasets.
• Design, develop and implement ETL programs to load various databases on a continuous and ongoing basis into a master database for analysis.
• Analyze data to assess trends and identify data quality issues.
• Develop strategies to address data quality issues and promote data use.
• Recommend, where appropriate and subsequently develop a data warehouse

4. Reports and dashboards
• Develop efficient queries, views, indexed views and other database objects to facilitate querying, reporting, and analysis.
• Design and develop dashboards, charts and reports using PowerBI, SQL Server
• Reporting Services and other available tools.

5. Standards adherence and routine tasks
• Maintain data standards, including adherence to the Data Protection Act and other health system guidelines.
• Write database documentation, including data standards, procedures and definitions for the data dictionaries (metadata)
• Further refining the physical design to meet system storage and performance requirements.
• Ensure that storage and archiving procedures are functioning correctly for protection against data loss.
• Communicate regularly with technical, applications and operational staff to ensure database integrity and security.

6. Other duties
• Any other duties assigned related to this job description.
• Undertake other tasks within the scope of the role as directed by management from time to time.

Required knowledge, skills, and abilities (minimum)
1. At least three years demonstrable experience in one DBMS, either SQL Server or PostgreSQL
2. Demonstrable experience in working with databases and SQL, including writing complex SQL queries
3. Demonstrated experience in using Business Intelligence tools like Power BI, Tableau
4. Certification in a popular DBMS is considered a major advantage
5. Experience with one or more of the following domains are considered advantages:
• Software development using Java or Python
• (Bio) statistics
• Monitoring and Evaluation
• Epidemiology
• HIV
• Linux
• Working in the health sector
• Azure data studio
6. Demonstrable skills in enterprise application integration
7. Ability to work successfully in a team
8. Fluent in written and spoken English
9. Excellent skills in critical thinking and analysis
10. Excellent organizational and oral/written communication skills
11. Ability to work independently and manage various tasks under tight deadlines
12. The incumbent must be willing to liaise and collaborate with other staff, and train them in the design, development and maintenance of these databases and dashboards
13. Experience with working in the health sector and a background in programmatic and/or data analysis are a plus

Qualifications and Experience
1. An appropriate degree in Computer Science, Information Systems or Software Engineering with a focus on database development or Business Intelligence with three years’ experience – OR at least six years of demonstrable experience in database development, backend development or Business Intelligence.
2. A Master’s degree in computer science, software engineering, Health Informatics, Information Systems Management is an added advantage.
