Plan International Denmark (PlanBørnefonden) is looking for an Education in Emergencies Specialist to support the implementation of the PlayMatters programme. PlayMatters seeks to embed play-based learning into education for 800,000 refugee and host children ages 3-12+ in Ethiopia, Uganda, and Tanzania. The project is implemented by an international consortium consisting of five partners led by the International Rescue Committee (IRC) and funded by the LEGO Foundation.
The EiE Specialist will provide technical support and leadership on Learning through Play (LtP) Community Engagement programming implemented in and around schools and learning spaces by consortium partners in Ethiopia, Uganda, and Tanzania. The EiE Specialist will also provide technical support to Plan International’s Country Offices in Ethiopia, Uganda, and Tanzania on the roll out of PlayMatters teaching and learning programming. The EiE Specialist will be part of PlanBørnefonden’s Disaster Risk Management and Education Team and contribute to internal learning processes.
Key tasks of the position include:
• Provide technical support and leadership for LtP Community Engagement programming (Outcome 2) including maintaining core technical guidance and supporting quality implementation
• Lead the Reference Group for Outcome 2 to identify implementation challenges and guidance needs, as well as share cross-country learnings.
• Incorporate project lessons into updated technical guidance and activity packages
• Provide technical backstopping to Plan International’s Country Offices ensuring implementation is on track and aligned with the approved workplans and technical guidance across all project outcomes.
• Represent Plan International in the PlayMatters Consortium Regional Technical & Evidence and Regional Technical Team meetings and engage in regular meetings with country technical focal points for Outcome 2.
• Participate in joint consortium technical support and monitoring visits to project sites in all three countries.
• In close collaboration with the Plan Gender & Inclusion Advisor and MEAL Advisor, ensure gender and inclusion are mainstreamed into Consortium content and that relevant learnings and data are captured to drive quality technical improvements to the project, respectively.
• Provide technical support, input, and feedback to quarterly/annual reports, workplans and budgeting processes.
• Ad hoc support to other EiE projects and Learning through Play-focused projects.
Qualifications and experience
• Master’s degree in education, disaster risk management, international development, gender and/or equivalent relevant experience.
• A minimum of three years of experience designing and implementing EiE and/or Early Childhood Care and Education in Emergencies (ECCEiE) programmes targeting children ages 3 – 12
• Understanding of and experience with community and parent/guardian mobilisation for education programming. Experience tackling implementation challenges and adapting activities to diverse low-resource settings an asset.
• Experience with developing technical guidance or activity packages (manuals, learning materials, etc) for adults and children. Experience with Learning through Play or similar pedagogical approaches an asset.
• Theoretical and practical knowledge of how gender attitudes and power dynamics form learning and parenting, and how education can contribute to gender equality.
Informed on current and relevant programme developments in EiE, including developments around measurement tools and evidence base to ensure impact.
Proven ability to liaise with a wide range of internal and external stakeholders in a consortium, and to work in a multi-disciplinary, cross-cultural team.
Experience with implementing projects and programmes in East Africa is an advantage.
