Key Duties & Responsibilities
Role profile:

The Disability Inclusion Advisory Unit Manager (DIAU Manager) will be responsible for supporting and enabling Light for the World to expand the role as expert organization on disability inclusion, with the Disability Inclusion Facilitator (DIF) Model as a key feature. Uganda will serve as a Hub to also support other focus countries to develop this role. The DIAU Manager is part of the Management Team and oversees and guides the work of the unit with special attention to the We Can Work Program.

The DIAU Manager will report to and work under the guidance of the Country Director, directly manage the Disability Inclusion Advisors (DIAs) and Disability Inclusion Facilitators (DIFs) and work in close coordination with the We Can Work team and other teams.

Key Duties & Responsibilities
The DIAU Manager will focus on managing partnerships on disability inclusion in Uganda that will look at enhancing disability inclusive practices amongst NGOs, Government actors and private sector actors while ensuring compliance with Light for the World’s policies, donor requirements and national laws. S/he will also directly manage projects focusing on disability inclusion under her/his jurisdiction

This includes:
• Maintaining existing partnerships on disability inclusion and actively identify opportunities for new partnerships.
• Quality control of the Disability Inclusion Facilitator (DIF) model, represent LFTW in meetings to share information about the DIF model and ensure other countries implement the model with quality and rigor.
• Manage and provide technical supervision to the DIA and DIF teams ensuring cross-project support and learning while maintaining regular checks so that they develop in line with their potential.
• Co-ordinate inclusion support amongst project teams by responding to technical requests
• Ensure development, follow-up and support of DIFs to implement their individual action plan and achieve their key performance indicators
• Ensure close linkages with disability structures in Uganda as well as beyond.
• Line management of the DIAU team and provision of supportive supervision to the DIAs in their support to the DIFs
• Manage and expand the portfolio of consultancies through identifying opportunities, developing narrative and financial proposals, manage contracting and ensure quality and timely deliverables.
• Ensure administrative, financial management and operational implementation of project (s) under your jurisdiction

Requirements
• Master’s degree in development studies, International Development, Sociology, disability, Social Sciences, Programme Management or related field.
• Minimum of five years’ project and team management experience in a similar INGO or recognized NGO role which explicitly involved donor-funded projects.
• Excellent people skills with experience in collaborating in a diverse and dynamic team
• Knowledge and at least 5 years ‘experience of disability inclusion and/or working with organizations of persons with disabilities
• Experience in partnership management, including government liaisons.
• Proven effectiveness in leading and coaching professionals.
• Professional intensive experience and hands-on knowledge on broader capacity building, with excellent facilitation skills.
• Innovative and strategic thinker always ready to adapt and learn.
• Technology savvy with proficiency in the use of MS Office software packages.

Role profile:
Reporting to the Head of Finance and Operations but with a functional link with the Programme Manage We Can Work (WCW) Programme, the role will ensure ensures in-country implementation of agreed financial processes (e.g. internal and donor-related) in particular related to the We Can Work

Programme.

The role holder will prepare the annual financial plann for the programme and based on a good understanding of the work-plan and activities, in alignment with the accounting and programme team. The role holder will ensure in-country monitoring and financial analysis, as well as collaboratively steering of the We Can Work project together with the programme team and contributes to a good quality of data in compliance with international, accounting and donor standards.

The role will also ensure strong collaboration and alignment with the in-country programme department; with focus on financial data, including internal reports (e.g. programme team, management team) and external reporting (e.g. donors).

Lastly, the role contributes to Risk Management, and will update programmes and the organization on any kind of risks that we might encounter.

Key responsibilities:
Implementation of agreed financial processes and systems
• Ensure in-country implementation of agreed internal financial processes, as well as financial processes in relation to the programmes particularly WCW.
• Ensure in-country controlling processes are aligned with accounting standards.
• Application of and compliance with agreed organisation systems.

Ensures collaboration with accounting & programmes
• In alignment with the programme department, feed activity planning into financial planning.
• Provide feedback to programme team on the performance on project, contribute to steering grants and projects; and ensure good information flow between the programme team and the finance team.
• Support the accounting team with the organizational financial audits and other cross-cutting topics between accounting and controlling.

Conducts financial planning, monitoring and analysis
• Maintain overview of the financial situation of the country (e.g. current and planned activities).
• Ensure that financial planning is conducted according to agreed processes.
• Ensure monitoring of programme budget v actuals.
• Monitor the liquidity situation of specific grants under their area of responsibility.
• Ensure data of the financial transactions is of high quality.
• Review partner reports and provide feedback.

Financial reporting
• Prepare donor reporting, in compliance with donor requirements.
• Prepare donor audits.

Ensuring internal & external compliance on financial aspects
• Ensure financial compliance of the donor contracts, incl. sub-grants for partners.
• Responsible for the financial aspect of the partner assessment.
• Responsible for capacity strengthening of partners on financial aspects.
• Ensure financial compliance with donor regulations and international standards for reporting – for both country office programmes and implementing partners.

Required Skills and Qualifications
• A Bachelor’s Degree or Master’s degree in accounting, finance or related field with additional qualifications such as CPA or CFA certification.
• 4-7 years of professional work experience, with some knowledge or background in nonprofits or grantmaking and/or project management systems.
• Experience in budget management
• Financial or business management and analysis skills
• Experience managing large scale projects
• Computer literacy with a high level of knowledge and practice using Microsoft Office, notably Word, Excel and PowerPoint and financial software packages.
• Knowledge of post-award compliance best practices.
• Good interpersonal skills.
• Ability to explain policies and procedures/rules and regulations in a clear way

Reporting to the Manager of the Disability Inclusion Advisory Unit, the Disability Inclusion Advisor will promote and facilitate disability inclusive practices amongst civil society, public and private actors. S(he) will play a key role in nurturing partnerships with these actors and provide hands on technical support in the form of training and coaching. Whereas the Disability Inclusion Advisor will be responsible to train and advise different stakeholders on disability inclusion, (s)he will largely work through a pool of Disability Inclusion Facilitators. The Advisor will strategize together with the Facilitators and support them to effectively tailor their interventions to the particular needs of the organisations. The Disability Inclusion Advisor is a powerful ambassador for disability inclusion, a natural networker, an inspirational communicator, as well as a role model and changemaker.

Key responsibilities
• Networking: To represent Light for the World in networks of NGOs and/ or government bodies, as required; to initiate and build relationships with both mainstream and disability organisations, in order to promote disability inclusion and to initiate partnerships with organisations interested in disability mainstreaming
 Advising and training: To coordinate learning sessions and working groups; to bring organisations together in learning platforms; to develop and deliver trainings and workshops on the inclusion of persons with disabilities in development programming, workplaces and policies; To provide coaching and advise on the same.
• Consolidate and further expand the Pool of Disability Inclusion Facilitators: In close collaboration with the Manager of the Disability Inclusion Advisory Unit, and the rest of the We Can Work team, provide training and support to a growing pool of Disability Inclusion Facilitators; To support them with preparation, implementation and reporting on their training and other professional activities; Ensure continuous quality and consistency of all the activities of the pool of Disability Inclusion Facilitators by monitoring, facilitation of continuous learning and refresher trainings.
 Training material and tool development: To lead and provide input to co-creation processes, building on principles of human centred design; to provide content to training manuals and tools; Pro-actively identify the need for additional training materials and tools, and support the development of those.
• Knowledge and information management: To gather and disseminate relevant information regarding disability mainstreaming; To document lessons learned, case studies and stories of change.

Required Skills and Qualifications
• University Degree or Higher in field relating to development work, or program management
• At least 2 years of experience working in Non-Governmental Organizations, or Organisations of Persons with Disabilities
• Familiar with Adult learning/ participatory training methodologies
• High level of exposure to barriers that persons with disabilities face and practical solutions to overcome those barriers, either through life experience or through previous work experience
• Experienced trainer and facilitator with experience in designing and conducting skills-building workshops and other capacity development approaches with a variety of stakeholders.
• Excellent people skills with the ability to develop others and to impart knowledge and experience in an accessible and clear manner.
• Excellent written and oral communication skills.
• Commitment to local capacity building and past experience of engaging and working with local stakeholders in project design and implementation.
• Demonstrated expertise in implementation of Livelihoods and Disability inclusion is desired.
• Show great initiative and be able to work well in a team and independently.

Reporting to the Monitoring, Evaluation Research, Learning and Adaptability (MERLA) Manager, the Learning and Documentation Officer will support a range of activities related to communications, documentation, learning and innovation; namely behavioral change communication as designed and implemented under the We Can Work program, leading in-country communications with local internal and external program stakeholders, fulfilling communications and documentation targets within the program, building visibility and recognition of the brand and its work in the country, and highlighting key program achievements and learnings (to a local and international audience). The role also facilitates effective and systematic brainstorm and “Think-Tank” activities around a specified challenge, leading to development of products, materials and pilot projects.

Key responsibilities:
Behavioural Change Communication; Content development and management for print and digital media (social media, website)
• Develop and disseminate content with the primary aim of changing mindsets towards disability inclusion
• Ensure all content and communication is accessible and inclusive.
• Provide support for communications on We Can Work for local and international social media channels and website.

Manage program-related communications, branding press, media, and PR
• Map stakeholders and channels and ensure periodic communication through the communication strategy and plan.
• Ensure correct application of the Light for the World and We Can Work brand on all external facing products (word documents, ppts, banners, tshirts, etc.).
• Achieve in-country program-related targets regarding PR and communication.
• Ensure all communication has gone through DTP (Desktop Publishing) process, is presentable and is in UNCRPD compliant language.
• Ensure donor-related visibility guidelines are implemented.

Support the facilitation of Co-creation, Brainstorm and “Think-Tank” activities
• Support the design and overall facilitation of co-creation processes and learning events around specified challenges and a agreed learning agenda relating to disability inclusion/ We Can Work.
• Support other brainstorm and “Think-Tank” activities by ensuring the use of creative facilitation techniques and participatory methodologies to drive these processes in a systematic and effective way.

Development of knowledge products, and communication and resource materials
• Support content development to feed quarterly Disability Inclusion Insight Briefs
• Support the development of knowledge products that document good practices, lessons learned and key resource materials to support disability inclusion in Young Africa Works

Support the MERLA team with documenting qualitative data that illustrate system change and impact
• Document stories of change in different formats like print, clips or photo narratives, ensuring supportive visual content and accessibility of all products

Required Skills and Qualifications
• Degree in Communications, Public Relations, Social Sciences, International relations, international development, or a related field
• Minimum three (3) years’ professional experience in communications, public relations, or a similar field.
• Demonstrable experience in writing engaging print and digital content e.g. blogs, case studies, summary reports, and stories of change, for technical audiences and/or other stakeholders.
• Proven track record of distilling complex information into engaging messaging content.
• Competent in digital communications and working with digital platforms and devices.
• Strong team player with an interest in co-creating engaging content. Photography skills desired.

Reporting to the Head of Programmes, the primary purpose of the role is to manage the planning, implementation, reporting and coordination of the We Can Work program in Uganda. This includes partnership management and ensuring timely and coordinated high quality interventions of the We Can Work team. The WCW Manager will further manage the interactions with the WCW Program Management Unit.

Key responsibilities:
Program /Project management

• Ensure project planning, implementation and coordination, monitoring and evaluation.
• Responsible for programme narrative and financial reporting,
• Ensure implementation of safeguarding policy
• Ensure quality of project implementation as per the standard
• Ensure donor requirements and compliance are met within Light for the World quality standards
• Be actively involved in co-creation and innovation initiatives as part of We Can Work program

Project design and development
• Ensure project proposals of the partners are in line with the overall strategic objectives and Theory of Change of the We Can Work Program
• Provide strategic guidance and advice to the partners on the preparation of project proposals and workplans focusing on complementarity, feasibility and budget development.
• Represent and translate the needs and realities of partners towards the organisation

Grant Contract, Financial Management, donors’ compliance and Reporting
• Responsible for overall budget planning, and management together with grant team.
• Ensure partners project periodic narrative and financial reports, annual, bi-annual, Annual Partner Output Monitoring (APOM), partner reports are submitted according to the agreement.
• Ensure donor reports are also submitted on time and are of high quality.
• Work with the Grant Officer to upload the project documents and project agreement onto Sextant.
• Ensure regular budget monitoring, proper forecasting and partners,
• Follow up and ensure that project implementation is in line with the funding agreement.
• Support and guide partners on proper budget utilization and reporting.

Monitoring and Evaluation and Follow up
• Conduct periodic and regular on-site monitoring visit, supportive supervision and follow up to assist partners and ensure projects are on track/progress.
• Contribute to the development of quality baseline, mid-line and end line assessments.
• Support Monitoring, Evaluation, Research, Learning and Adaptation (MERLA) team to document programme / projects of the partners under the role holder’s portfolio.
• Ensuring quality and timely reporting,
• Collate and document best practice and learnings for communication in collaboration with MERLA and Quality & Innovation team
• Support the MERLA team in the development of monitoring tools and reporting formats.

Capacity building and technical support
• Collaborate with technical directors and experts/ grant leads to ensure quality project implementation
• Identify gaps of partners that need capacity building interventions in relation to relevant thematic areas.
• Support partners in the implementation of capacity assessments and evaluations.
• Support partners in the preparation of detailed activity implementation plans and financial utilization according to the agreed budgets.
• Identify gaps and provide technical support to partners in respective thematic areas through sharing updated information and technical documents
• Assist partner staff in the effective execution of project activities and encourage them to do monitoring and follow-up of activities.

People management
• Line management your team including role profile development, recruitment, appraisal, coaching, and mentoring,)
• Support staff development through coaching mentoring and recommending and conducting relevant trainings
• Protecting staff benefits under their line management according to the organisation’s policies/ regulations in collaboration with Human Resources.

Partnership, Advocacy and networking
• Be the first and main point of contact for the Mastercard Foundation team in country
• Build relationships with the organisations that receive funding through the Young Africa Works program in country
• Participate in the different national and international meetings/forums to increase evidence-based advocacy to influence policy and practices.
• Create awareness on public forums about Light for the World vision/mission, disability inclusion and the We Can Work programme.
• Support partners and DPOs/OPDs to establish better relationships with key government sectors, CSOs, academies and business enterprises (Public private partnerships (PPPs).
• Facilitate the establishment of strong collaboration and working relationships among Light for the World partners.
• Ensure joint planning and collaboration with other like-minded organization.
• Create partnerships with key government and other stakeholders
• Ensure partnership management for respective mandate areas
• Foster advocacy and networking on mandate areas at regional national and international forums.

Representation

• Represent the Country Director and/or the Head of Programmes as may be delegated
