Job description
The Facilities Manager will work under the direction of the HCRI-Uganda Director, Administration and Operations and will work closely with other program staff based in Kampala and Seattle to contribute to the program’s strategic objectives in an international research setting. The position will provide direct support to the UCI-Fred Hutch Cancer Centre building and equipment maintenance teams within a highly sensitive and technically challenging laboratory, clinical, and office environment. The Job Holder will supervise the Maintenance Engineer and Facilities Coordinator.
Responsibilities
Maintenance Operations:
• Create and update Operating Procedures, Emergency Procedures, and Maintenance Procedures for the facility and equipment maintenance teams.
• Monitor repairs, work orders, and preventive maintenance activities for accuracy and completion.
• Manage all work orders and ensure acceptable procedures are followed for all changes done at the facility.
• Participate in the weekly work order review meeting, providing details or explanations as required.
• Determine which work should be contracted due to skills required, priority, and work backlog.
Project Management:
• Manage projects related to the repairs and renovation of the mechanical, architectural, and electrical systems throughout the facility.
• Coordinate all types of utility outages with contractors, city workers, and personnel by identifying and verifying the potential impacts of each outage and providing appropriate notification to all affected parties.
• Review design documents for new construction and renovation projects and ensure all equipment that is input into the CMMS is accurate and correctly assigned.
• Coordinate additional projects with the Fred Hutch Facilities Planning group as requested.
• Maintain vendor relations with those who support building operations and repairs.
Manage Engineering Information:
• Maintain communications within the department of equipment maintenance and repairs active in the facility.
• Maintain records of repairs and maintenance of equipment for budget analysis.
Environmental Health & Safety and Building Operations Management:
• Work closely with the Environmental Health & Safety Officer to ensure compliance with fire and safety codes, conduct annual evacuation drill to test safety readiness and coordinate policies in conjunction with the Fred Hutch Environmental Health and Safety team.
Incident Management & Facilities Reporting:
• Responsible for handling facilities incidents & their timely reporting.
• Responsible for the generation and submission of periodic facilities reports.
• Responsible for the generation of failure analysis reports when failures occur.
Support and Provide Back-up for Supervisors:
• Provide coaching and guidance to maintenance personal and stand in as supervisor when needed.
• Be available for after normal business hour projects oversight.
Building Security:
• Supervise the contracted security company to provide holistic security services, which will include access control management (key card, key code, and biometric access system); maintenance and operation of the CCTV security camera system; working and after-hours security services; and management of the 24/7 emergency response and alarm services.
• Perform other duties as assigned
Qualifications
• Bachelor’s degree in Facilities Management, Engineering, or related field from a reputable institution.
• 6 + years of relevant facility management experience in facilities maintenance and operations for a large bio-medical research, hospital, heavy manufacturing facilities or other equipment intensive zero downtime operation is desired, minimum 4 years of this experience as a Facilities Manager.
• Thorough knowledge of facility management, engineering, environmental health and safety standards, regulations and practices of Kampala City and of Uganda.
• Extreme attention to detail.
• Strong computer skills; proficiency with a variety of software packages including Microsoft Outlook, Excel, Word, SharePoint, Adobe, and Teams.
• Well-developed verbal and written communication skills.
• Self-motivated and able to work independently using strong organizational and time management skills.
• Strong management and leadership skills
• Strong customer service skills
• Comfortable working in a fast-paced environment.
• Experience working with international partners across time zones.
