Main Purpose of the Job:
The HIV and AIDS Specialist (Prevention) is responsible for providing regional technical leadership, guidance, and assistance to the Soroti Regional Consortium project, shaping regional program efforts to accelerate epidemic control by reducing new infections in the targeted population, especially men, adolescents and youth and, more broadly, address underlying causes and drivers of their heightened risk and vulnerability to HIV. The incumbent will lead TAF
(AIC)’s engagement in the Soroti Regional Consortium on HIV and AIDS’s efforts to reduce new infections among adolescents, support the attainment of HIV Prevention targets, outcomes and outputs in DATIM and TAF (AIC)’s 2018-2022 Strategic Plan, and aligned with the PEPFAR COP 17 Regional Priorities, the President’s Fast-Track Initiative to end the AIDS epidemic in Uganda and will also serve as TAF (AIC)’s focal point for HTS and VMMC at regional level.
S/he will ensure harmonized and aligned HIV prevention technical assistance and support to the supported districts of Soroti Region. The incumbent will represent TAF (AIC) among other implementing partners at district and regional for a and within the MoH HTS & VMMC Technical Working Group, and the regional HIV prevention coordination structure, supervised under the Regional Project Manager.
Key Duties and Responsibilities
• Provide leadership in the provision of technical support and high-level guidance to TAF (AIC) Soroti Regional Consortium-supported country programs and key partners for accelerating the implementation of evidence-informed HIV prevention interventions with and for the target population sub-groups in the region, including the strengthening of regional support for the coordination, harmonization and alignment of national HIV prevention responses.
• Provide oversight, monitoring and evaluation of the effectiveness of the HIV prevention program activities supported by the TAF (AIC) Soroti Regional Consortium.
• Promote the achievement by the regional and district teams of the DATIM HIV Prevention targets by leading processes for the generation and dissemination of sub-regional and district level evidence on effective and innovative responses which effectively address the key drivers of the epidemic in the region.
• Lead the coordination of the TAF (AIC) Regional Consortium Project support to districts and other sub-recipients for scaling up HTS and VMMC services in the region, by fostering multi-sectorial engagement and collaboration on adolescent and youth programming, and providing overall strategic vision for regional HIV prevention programming.
• Provide high-quality oversight to cluster teams in the implementation of priority programming on adolescents and youth, including ensuring data monitoring and accountability mechanisms, as well as other relevant HIV prevention initiatives.
• Coordinate and review progress on related key indicators on HIV and adolescents and youths and provide support to Cluster teams, districts and sub-recipients to provide high quality reporting on results.
• Provide representation, leadership, coordination support and management for HTS and VMMC within the region interagency working groups on HIV prevention through the provision of technical leadership to strengthen TAF (AIC)’s coherence, harmonization, and alignment on HIV prevention activities and processes within the region in support of the HIV prevention programs with and for adolescents and youths by key stakeholders.
• Through high-level technical leadership, strategic advice and technical guidance support efficient regional-level capacity development assistance, the development and dissemination of strategic information, joint advocacy and resource mobilization in order to increase adolescents’ access to and use of HIV prevention information, skills and services.
• Coordinate and guide broader multi-sectorial HIV prevention programming addressing an integrated approach to adolescents and youth HIV Prevention, Treatment, Care and Support, and support other sectors including Protection, Education, and Health with the development of plans and strategies addressing the underlying causes of adolescent vulnerability.
PERSON SPECIFICATIONS: HIV/AIDS Prevention Specialist (HTS& VMMC)
Minimum Qualifications and Experience
• A University degree in one or more of the disciplines: Public Health, Health Services Administration, HIV/AIDS, Health Education, Medicine, Social Sciences or a field relevant to international development assistance in HIV/AIDS.
• At least 5 years of relevant work experience in HIV/AIDS programming at district/ NGO level.
• Experience working in other NGO settings or district local governments in Teso sub-region shall be an added advantage.
• Training and experience in HIVAIDS health care.
• Knowledge of the local working language of the duty station would be an asset.
