FHI 360 is implementing the USAID Maternal Child Health and Nutrition (USAID MCHN) Activity, a five-year program (January 2020 to December 2024) designed and funded by USAID to improve maternal, newborn, child health, and nutrition (MNCH) outcomes in Uganda. The Activity also supports improved delivery of MNCH services in Kampala through strengthening service delivery systems, focusing on the urban poor, in both public and private sectors. Under its sub result 2.2, MCHN activity has on going active support to GOU, KCCA, Regional stakeholders and health care facilities at different levels to embrace the use of data as a campus for decision making. The demand for this kind of support has significant increased recently.

Purpose:

FHI 360 seeks to hire four short-term locum health informatics officers to join the existing team that supports the ongoing activities to institutionalize routine data use as a campus for decision making. The locums will work with the health informatics advisor to routinely support the development and dissemination of data use products such as the monthly MCHN dashboards, weekly analytics, and reports, respond to various data analytics requests from GOU, KCCA, supported health facilities and regional partners, and MCHN Activity internal data use platforms and initiatives.

Specific tasks
The Health Informatics officer - Locum staff has the following responsibilities:

• Support the development and dissemination of health informatics; data extraction from DHIS2, analysis and visualization for MCHN routine monthly, weekly, and ad hoc analytics.
• Support with data analytics, as needed, in monthly, quarterly and annual data review meetings hosted by various MCHN stakeholders.
• Respond to requests for data analytics and products from various stakeholders including GOU, PNFP, private sector, and implementing partner MEL staff on MCH and nutrition data entry, management, recording and reporting. Support capacity building efforts for data utilization for different MCHN stakeholders including GOU, support to various TWGs and sub committees.
• Ensure that data from the national HIS are made available for monthly, quarterly, annual and ad hoc reports.
• Participate in national and Kampala data driven forums, such as technical working groups or technical meetings, and maintain communication and good working relationships.
• Participate in development of quarterly and annual reports, financial reports, and any other reports required by USAID with substantive technical inputs.

Skills
• Strong familiarity with DHIS 2, Microsoft Excel and Microsoft PowerPoint.
• Familiarity with GoU health information systems and service delivery models for maternal, newborn, child health and nutrition
• At least 2 years of professional experience with international development projects (USAID experience is an advantage) Strong communication and organizational skills
• Excellent oral and written communication skills in English
• Ability to work independently and manage a high-volume workflow

Minimum Requirements:
• Diploma in statistics, biostatistics, health informatics or a related field preferred
• 2+ years experience in health informatics, DHIS 2, programmatic monitoring for improved planning and programming for maternal, newborn, child health or nutrition Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand-held devices.
