Technically reporting to the Country Finance Coordinator and Administratively reporting to the Team Leader, the Finance and Administration Officer is responsible for financial management and general Administrative support at the field level office ensuring value for money in all the transactions and efficient and effective Administrative functions and routines.
Key Duties & Responsibilities
Finance:• Verify all payments and PRFs for proper fund, donor and account coding, budget availability, accuracy and completeness. Expenses must be reasonable, allowable and allocable. Petty Cash to the maximum amount of 350,000 UGX (amount exceeding 350,000 UGX will be verified by Kampala finance).
• Petty cash management including preparation of cash vouchers for reimbursement of small payments, making payments to recipients, preparing summaries for replenishment of the petty cash fund assessing, verifying and processing payments
• Preparing check payment vouchers for all approved check payments to recipients.
• Record all payments and receipts into spreadsheet and verify its correctness against the hard copies before sending to Kampala office for processing
• Managing all aspects of day to day operations of Finance Office in the Field site
• Assist in the implementation of Finance policies, procedures and systems
• Ensure compliance with Alight and donors procedures and guidelines
• Submit expenditure worksheets together with the hard copies to the Country Finance Coordinator for replenishment whenever the petty cash balance reaches 1,000,000 UGX a minimum.
• Ensure all payment documents for proper and adequate back up based on the Alight Uganda minimum supporting documents requirement policy.
• Review expenditure worksheets for accuracy and completeness.
• Report to the supervisor all anomalies in implementing Alight internal control policies
• Facilitate and support all internal and external audits to be conducted in the Field Office.
• Ensures that all Field office finance records are filed and labeled in a logical, orderly and neat manner, so as to provide for security of documentation, ease of accessibility, and the preservation of records.
• Contributes significantly to the ongoing process of continuous improvement of the financial management system and the internal control.
Administration:• Maintain an up-to-date leave register for Field office, while providing regular updates to staff about leave days and leave plans as per the HR leave policy.
• Prepare a monthly leave report and send it to the Senior HR Officer at the end of month for reconciliation.
• Receive, review and register all staff timesheets, ensuring they are correctly filled at the end of each month before sending to Kampala Office.
• With support from your supervisor, participate in the recruitment process of Grade A positions and Incentive workers at field level by posting adverts, shortlisting, scheduling interviews, inviting and interviewing candidates.
• Support in following up of onboarding process of new hires at field level.
• Support exiting staff in clearance at field level upon request and guidance from HR Office in Kampala.

Requirements• A minimum of a degree in business, finance or accounting or any other related field
• At least three years’ experience working experience as an accountant in a busy organization
• Computer Skills in Microsoft office (Word, Excel)
• Proven organizational skills and multitask under tight deadlines.

• High level of integrity
• Good interpersonal skills

The Community Services Assistant will be responsible for empowering Persons with Special Needs to enhance Quality and healthy life for sustainability development. He / she will also be responsible for community involvement and ownership to enhance sustainability and empowerment of Refugees in the Settlement.
Key Duties & Responsibilities• Under the supervision of the Community Services officer contribute to achieving monthly targets for the sub sector
• Develop monthly plans for Community services programs
• Follow the standards and or principles of the respective thematic areas as well as ALIGHT guidelines and accountability standards.
• Carry out and support all outreach activities in the Refugees settlement such as mobilization, sensitization, counseling etc for Refugee to realize full potentials and build on self-mechanism.
• Responsible for effective and efficient follow up of individual cases of beneficiaries for support
• Conduct community leaders meetings including planning meetings, AGDM Verification and Needs assessment
• CRI:1. Active participation in the process of CRI distribution for POCs from Alight side- coordination, pre awareness raising and post monitoring, litigation desk etc. as per standards
• Support to PSN:1. Participate from Alight the process of PSN profiling and ongoing risks analysis in order to design adequate responses.
2. Ensure PSN support is provided as per needs assessment and profiling
• Strengthening of community structures:1. Responsible for providing support of community based structures in the settlement to Community services officer
2. Responsible for managing the structures assigned by community services officer
3. Participate and support community services officers in conducting needs assessment and providing, tracking and monitoring of support provided to 1. Community self-management structures 2. Community groups – as per agreed programs of UNHCR and BPRM
• Strengthening of community:1. Participate and co lead the quality trainings – with pre and post-tests, training reports and clearly documenting impact of trainings on persons trained
• Community Complaint Mechanism1. Responsible for functionality of all Complaint Response mechanism are fully functional (suggestion boxes, FRRM, Protection desks, Community structures)
2. Share information on monthly trends on complaints received with community services officer to gauge which methods is working well and or not and putting in corrective actions
3. Ensure completion of targets/ activities assigned for Accountability to Affected Population Plan (e.g. FGDs etc) – how, what, when, where, who is developed – all data received should be documented as per each sub sector
• Share findings of /weekly flash reports on major protection incidents and risks. in the settlement with protection Manager.
• Contribute in preparation of monthly and weekly activity and spending plans.
• Contribute in drafting weekly, monthly, quarterly, annual and other reports.
• Be in charge of organizing, mobilizing and facilitating international events days in the settlement such as Women days, World Refugees days, Youth days, 16 days of activism etc.
• Prepare daily, weekly and monthly reports to be submitted to the supervisor.
• Conduct strategic development and empowerment village informational meetings with the RWC leader

Requirements
Qualifications and experience:• Bachelor’s degree in Social work, Community Psychology, Education, Development studies
• A minimum of 2 years working experience in Community Development services with an INGO
• Excellent report writing, communication and analytical skills.
• Work with minimum supervision.
• Ability to manage multiple tasks at a time and work effectively with colleagues from different backgrounds
• Strong computer skills.

Reporting to the GBV Assistant, the GBV Case Worker will provide case management services to GBV survivors. The incumbent will also support the protection sector in quality implementation of the GBV thematic area in synergy with the larger protection and community services components. He or she will be a focal point to ensure survivors receive confidential, safe, and timely services that meet their needs in a timely manner.
Key Duties & Responsibilities• The incumbent will conduct all steps of the case management process: Intake, assessment and engagement, case planning, supported referrals, developing practical skills, case review, building client capacity.
• Provide direct support and care for adult survivors of GBV and age-appropriate specialized support and care for adolescent, male and girl child survivors of GBV, including counseling and case management.
• Follow GBV guiding principles of respect, confidentiality, and safety/security and non- discrimination while providing services
• Work closely with other stake holders for the integration of the survivors back into community and enhance access to livelihood opportunities for GBV survivors to support their healing and reintegration process.
• Working with ‘at risk’ young people, their families, community, to strengthen community based interventions.
• Carry out routine visits to the protection/safe houses and asses the needs of the survivors under safe keeping and the general state of safe houses.
• Ensure up-to-date filing and documentation of GBV cases in line with UNHCR and Alight standard tools.
• Attend to protection concerns of persons of concern, provide GBV survivors with information and resources to access services and make appropriate referrals to other service providers if required.
• Offer basic psychosocial support services to survivors. Determine the need for therapeutic psychosocial or psychiatric support for further referral to specialized service providers.
• Ensure that all the GBV interventions adhere to protection standards and principles as well as ALIGHT guidelines and accountability standards.
• Contribute to the daily quality implementation, monitoring and evaluation of SGBV- related projects and interventions in the area of jurisdiction.
• Working in close collaboration with the protection team, she/he will proactively contribute to quality and timely writing of weekly, monthly, quarterly and annual reports.
• Uphold Alight’s code of conduct and principles of accountability.
• On request perform any other additional duties assigned by the supervisors in order to allow the organization to function optimally.
Requirements• A minimum of Diploma in Psychology, guidance and counselling, social work and social administration, social sciences, development studies, or relevant fields.
• Professional training in gender mainstreaming is desirable.
• A minimum of 1 years’ experience working with GBV survivors and especially in a humanitarian setting and/or advocacy programs is added advantage.
• Prior exposure and experience in protection interventions in line with Refugee operations with wide Knowledge in SASA methodology and case management processes.
• Good understanding of GBV referral pathways
• Knowledge of Swahili and any other languages commonly spoken in the operation area is desirable.
• Good communication skills and ability to conduct training and awareness campaigns
• Good computer skills.
• Familiarity with the context of operation and UNHCR funded projects desired.
• Excellent command of English and ability to work with minimum supervision.
