We are looking for a MEAL Advisor with expertise and experience in generating data to support iterative and adaptive educational programming who will be responsible for the design and implementation of the monitoring, evaluation and learning systems in VVOB’s new Teaching at the Right Level (TaRL) programme in refugee hosting communities. To further strengthen our TaRL approach, over the next eighteen months we will design and test a TaRL intervention with play-based learning and social and emotional learning ‘add-ons’. This intervention will be implemented and tested through an in-school and out-of- school pathway. The MEAL advisor will support the programme development and implementation process by generating relevant data and evidence in collaboration with
VVOB’s research lead, Strategic Education Advisor Monitoring, Evaluation and Research and the programme’s research and learning partners. The MEAL advisor operates from our
Uganda Country Office in Kampala, with frequent travel to Isingiro district.

Overview
TaRL is a fun, engaging and playful remedial teaching methodology designed to support primary-level learners to acquire foundational literacy and numeracy skills.
Upon funding approval, VVOB, together with the Ministry of Education and Sports (MoES) and other education partners, will further expand the implementation of TaRL in Isingiro district. This expansion will focus on adding components of social and emotional learning (SEL) as we aim to find out whether TaRL also promotes SEL and how it can be combined with targeted SEL activities to build the resilience of learners in crisis settings. As a
Monitoring, Evaluation and Learning advisor you will take the lead in designing systems and tools that generate the right data to support the team of Education Advisors and
District Coordinators in ensuring quality and fidelity of implementation at district- and school-level. You will also oversee data collection, analysis and compile reports for the project coordinator and liaise with the research and learning partner.
The MEAL Advisor reports to the Country Programmes
Manager. You are part of the M&E and research department and work closely with your direct colleagues.
Furthermore, you work closely together with the education team in your country and with the M&E and
Research team members at head office.
TaRL in VVOB Uganda
Since 2020, VVOB has been implementing TaRL in the refugee and host community districts of Isingiro, Terego and
Madi-Okollo. The TaRL programme is currently operating in 180 schools, of which 90 are in Isingiro. You can read more about the current TaRL programme here. Pending funding approval, VVOB anticipates expanding to additional schools in Isingiro district and to start operations in the Rwenzori region. While the MEAL advisor will be based in Kampala, they regularly travel to our operational districts, where VVOB stations District Support Coordinators and maintains a close collaboration with the District Education Offices. The work of the MEAL Advisor will be focused on Isingiro but may support other TaRL programme activities in Terego and Madi-Okollo
Result Areas:
Key responsibilities for the MEAL Advisor are as follows:
• You take the lead in monitoring and evaluating project objectives effectively and you ensure lessons are drawn, documented, and disseminated to inform on-going implementation and future programming.
• You provide coordination, technical support, and advice to VVOB Education Advisors, Coordinators, and partners in planning of MEAL activities.
• You ensure capacity development on M&E of the partners according to the needs of the partner and particular situations and phases of the projects.
• You take part in internal and external working groups related to MEAL.
• You support in data collection and research on the effects and impact of VVOB’s projects within the country.
If you are our MEAL Advisor, your work week will include the following highlights:
Based on input from the Education Advisors you will identify what monitoring data is required this school term to help validate new SEL innovations. You present suggested data collection methods to rapidly gather user feedback and work out a data collection plan with your colleagues.
You will compile quadrimester M&E reports and discuss key insights with Strategic and Senior Education Advisors.
You will advise the Project Coordinator and Education Manager on a sampling method for schools to support a quasi-experimental approach to testing programme innovations.
You will present a learning brief you co-authored with colleagues during the TaRL steering committee to inform strategic decisions.
You will participate in co-creation sessions with the M&E department to set-up a VVOB Uganda dashboard and you pitch several ideas based on your previous experience and expertise.

Who are you?
This position is open to Ugandan nationals only.
Your expertise and experience:
• Master’s degree in statistics, education, social sciences or other relevant field or equivalent experience.
• Previously held senior M&E roles (management level or specialist) in the context of international development organisations, preferably in the education sector.
• Capability to develop indicators derived from LogFrames as well as programmatic decision-making needs and translate these into tools and analysis plans.
• Capability to analyse data (quantitative and qualitative) independently and present findings in clear and accurate reports for a diverse audience.
• Research experience, preferably in the education sector is a pre.
• Excellent self- and project management skills to ensure timely and adequate data col- lection and reporting.
