The MEL Associate will work with the Performance Monitoring team to enable systematic learning through collecting, managing, and supporting publishing of performance data and other relevant data which informs and improves the relevance, quality, and cost-effectiveness of USAID/Uganda programs and operations. The MEL Associates will support Senior MEL Specialists, MEL Senior Associates, GIS/Visualization Specialist, and Data Analysts to collect, manage, update, analyze and publish performance data among other tasks.

You will also build the capacity of Implementing Partners to use the DIS for timely reports on performance data, assist Implementing Partners in inputting data to the DIS, support the Senior GIS and Visualization Specialist and the Senior MEL Specialist OHH.

Responsibilities
• Support Senior MEL Specialists in developing the capacity of IPs to effectively perform their designated GIS functions in the DIS.
• Support Data/DIS Analyst to help Implementing Partners (IPs) to input and report up-to-date data in the DIS.
• Support the Senior GIS and Visualization to manage, analyze data, and publish up-to-date data on various dashboards.
• Support the Senior MEL Specialist/Senior MEL Associate to manage and analyze data from DHIS2, LQAS, UDHS, UPIA, and other relevant health data sources.
• Support data collection effort for evaluations, surveys, conducting desk research, compiling contextual data, designing data collection tools, conducting data collection activities, analyzing qualitative or quantitative data, developing Findings, Conclusions, and Recommendations matrices, and creating data visualizations.
• Support business development process, including drafting proposal responses, updating corporate capability statements, and arranging discussions with partners.
• Assist different teams in recruiting and hiring consultants and/or subject matter experts for various tasks, including screening candidates, writing terms of reference, and processing purchase orders/billing.
• Provide administrative and logistical support to project teams, including developing consulting agreements, arranging travel, hotels, visas, and insurance for traveling team members.
• Draft and edit documents and reports and/or PowerPoints for project teams.
• Schedule meetings and take notes during presentations and/or trainings.
• Perform other relevant duties as required.

Qualifications
• Bachelor’s degree in a relevant field, plus at least three (3) years of related experience.
• Ability to perform basic quantitative and qualitative data analysis.
• Familiarity with quantitative and qualitative analysis software, such as Stata, SPSS, R, Python, Dedoose, NVIVO or Atlas.ti.
• Excellent verbal communication and writing skills.
• Strong organizational skills.
• Ability to work independently in a non-typical office environment.
• Cultural sensitivity and
• ability to work hours that suit clients or consultants in other time zones.
• Ability to follow through on multiple tasks in a fast-paced environment.
• Willingness to learn.
