JOB DETAILS: Job Description Founded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation, and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 40 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.
The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation wrought by rebel group, the Lord’s Resistance Army. In 2002, the IRC expanded to the remote, conflict-affected region of Karamoja and in 2011, began working with refugees in Kampala. Monitoring the influx of South Sudanese refugees at the end of 2015, the IRC began scaling up its response to refugees arriving in the West Nile region. By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development - bringing people from harm to home. The IRC currently works in 9 districts in Uganda, including Kitgum, Lamwo, Kyegegwa, Moroto, Amudat, Yumbe, Arua, Kasese and Kampala. The IRC will be moving into additional/new locations in refugee settlements in Kiryandongo and Zombo.
The IRC is currently implementing its health and nutrition program in West Nile and Acholi focusing on providing primary health care services to refugees in their settlements. Similar services will be extended to the new locations starting January 2020.
Scope of Work: This position will serve to co-ordinate and undertake the effective functioning of the asset management processes based on required internal control measures.
Reporting to the Supply Chain Coordinator, the Senior Supply Chain Officer (Asset) is responsible for updating IRC master physical asset register in Integra, reconciliation of field offices asset register, ensure accurate tagging of the assets and proper classification of assets by donor as well as ensure complete documentations for receipt, movement, transfer, and assignment of assets. He/she will also lead on the asset disposal process for the country program.
Duties and Responsibilities:
Assets Management: • The Senior Supply Chain Officer (Assets) is responsible for recording, reporting and safe keeping and recording or all IRC country program assets and equipment. He/she will be responsible for all aspects of the administrative, financial, capital and operations of asset management in accordance with IRC and donors’ rules and regulations.
• Ensure the Implementation of IRC Asset policies in all IRC Uganda Country Program-Asset maintenance and tracking.
• Ensure all IRC assets are recorded on the Fixed Asset Register (FAR) as per IRC Asset management procedures and policies taking into consideration Donor requirements.
• Ensure that all asset movements and assignments are updated on the Fixed Asset Register (FAR) by the Supply Chain Officer who is responsible for FAR Management.
• Maintain an up-to-date asset inventory, including proper asset labelling; investigate and document any loss or damage.
• Manage random asset inventories to check the monthly asset follow-up reliability and take the needed corrective actions.
• Take lead in Asset Disposal as per the donor requirement.
• Ensure physical asset verification in all office locations and spot-checks are done systematically, documented, and reported for all IRC assets and equipment at least twice in a year.
• Ensure that all staff adheres to the asset management policy through trainings and guidance on asset management practices.
• Ensure donor compliance on donated assets to partners and disposal is properly adhered to at the field operation areas.
• Conduct physical count of assets and verification on quarterly and yearly basis and report discrepancies (loss, sold, damages, unserviceable, returned to donor, under repair property/assets) if any and present to management with appropriate suggestions and recommend corrective actions.
• Ensure that there is Standardization of naming of assets in the fixed Asset register.
• Ensure that all actions and paperwork related to change of status of assets through sale, disposal, and write off, handover, transfer, loss, and damage of Assets are properly authorized and approved. Manage donation-in-kind of assets as per standards and requirement of the Logistics Manual.
• Contribute to the design and development of the Asset Management System.
• Ensure that adequate checks are in place for the recovery of IRC assets from staff at the end of their time working for IRC.
• Ensure that monthly, quarterly, and yearly spot checks and counts of assets are conducted in all field locations and supporting documentation is kept update and reported accordingly.
• Ensure that all assets are insured and damages to assets are claimed on time.
• Ensure all assets are recorded and barcoded in the asset register.
• Establish the asset management capability of the organization.
• Monitor and review the allocation of assets in accordance with the relevant policy and procedures.
• Make follow up on missing assets to ensure that they are accounted for.
• Ensure scheduled physical asset checks are completed as per standard requirements set in Logistics Manual, including coordination with Finance department for monthly and semi-annual Assets checks.
• Ensure compliance with Supply Chain Management policies.
• Follow asset management procedure for all assets delivered as per policy and procedure. Up-date asset registers always.
• Assist with Facility Management processes. Assist in any other Supply Chain Management responsibilities as advised by the Supply Chain Coordinator.
• Manage the transfer of inter organizational assets.
• Implement the improvement of operational controls as reported on by Internal Audit.
Compliance and Ethics: He/she will be responsible for implementing donor rules & regulations for assets, identifying, and analyzing compliance risk in assets processes through: -
• Provide consistent and constructive support to other departments to ensure compliance with policies and procedures.

• Implementing internal and external audit corrective action plans (CAPs)
Reporting: The Supply Chain Officer (Assets) is responsible for preparing and submitting accurate: -
• Timely preparation and sharing of standard weekly, monthly, quarterly, and ad-hoc Assets reports.
• Actively contribute to development and implementation of Global Supply Chain KPIs and Improvement initiatives.
• Contribute to the timely preparation of monthly Supply Chain Management Reports for submission to Global Supply Chain

Reporting to the and the IRC Uganda MEAL Coordinator with dotted lines to the Project Coordinator Kulea Watoto, the RMEL Manager will strengthen the research and MEAL efforts, approaches, and systems to foster learning and accountability for our clients; The RMEL Manager will be responsible for coordinating all the research, baseline, evaluations, documentation, and knowledge management for Kulea Watoto project. The RMEL Manager will support Kulea Watoto program quality through the development, coordination, and implementation of enhanced research, monitoring, accountability, and evaluation, and learning strategies, with an emphasis on streamlining processes and tools for efficiency, effectiveness, and sustainability throughout the project cycle. The RMEL Manager will support IRC global and measurement initiative under the integrated programming.
Duties & Responsibilities:
Research & Evidence Generation: • The RMEL Manager will be responsible for all the thematic research, baseline, evaluations, and knowledge management for Kulea Watoto project.
• Ensure the research plan is designed at the project inception phase and that approval is obtained from relevant government entities (Uganda National Council for Science and Technology).
• The RMEL Manager will ensure that research under Kulea Watoto is generating learning and credible evidence leading to improvement, expansion, and sustainability of the integrated programming (ECD and livelihoods).
• Champion design, access, and use of data by leaders and partners for shared learning and evidence-based decision-making.
• Produce quality reports and update dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings.
• Work closely with the research partner in the development of research tools.
Technical Oversight: • Oversee all technical MEL aspects and actions regarding the integrated ECD and livelihood programming; ensure all project needs are responded to and work with the team to foster high standards and practices for quality data, analysis, and reports.
• Lead the research, MEL system and processes for Kulea Watoto project in harmony with the IRC Uganda MEAL strategy and Global Strategy throughout the project cycle which will include the development MEAL plans for the project, digital data collection tools, and processes for data management processes.
• Oversee the development of research design, research protocol and approval by the relevant government authorities (Uganda National Council for Science and Technology).
• Develop and roll out the necessary protocols for data collection, analysis data and data handling processes in line with all the project participants under ECD and livelihoods
• Ensure quality data collection, data analysis, development of dashboards and updating the data visualization under the project to facilitate decision-making for real-time program adaptation.
• Closely work with the Kulea Watoto project Managers in developing project reports as per set schedules (monthly, quarterly, and annually) on grant activities, indicators, and achievements
• Keep updated Research results summaries for use by Kulea Watoto project and more widely by IRC Uganda and globally.
• Engage in the design, method, and conduct of surveys such as baseline and end line, and the commission of evaluations in coordination with the MEAL Coordinator, Project Coordinator, and partners.
• Join and contribute to IRC’s effort in meeting its internal and external accountability commitments through the implementation of sound accountability, client feedback, and response mechanisms.
Staff Supervision & Development: • Directly supervise the project research, Monitoring, Evaluation and Learning team including the Senior Research Officer and the MEL Officers.
• Participate in the recruitment process of the Senior Research Officer and the MEL Officers.
• Build the capacity of the Senior Research Officer and the MEL Officers.
• Ensure timely completion and submission of monthly timesheets, probation reviews and staff performance management evaluations as per the HR policies.

Qualifications • A University degree in a relevant field (such as: statistics & data management, social science, Early Childhood Development, development economics, or a related subject area) – a technical degree together with additional relevant work experience may substitute for education.
• A Minimum 3 years of working experience in Monitoring, Evaluation, Accountability and Learning-related functions in education and livelihood environment.
• Technical skills in setting up quality MEAL processes and creating logical frameworks and data analysis that leads to learning and action.
• Technical and proven skills and experience in setting up research and coordinating research studies with partner organizations.
• Proven skills in conducting or supervising research activities.
• Proficiency and experience with mobile data collection such as Kobo, Commcare, ODK Collect is vital as well as proficiency with Microsoft Excel, SPSS, STATA, or other similar software. Knowledge of Tableau, PowerBi, or GIS software tools is an additional asset.
• Demonstrated analytical, systematic thinking, and problem-solving skills.

The Kulea Watoto Project Manager - Early Childhood Development will be responsible for all Kulea Watoto project activities designed to promote early childhood development and restore and/ or strengthen client economic wellbeing in Kyegegwa. The role will provide leadership and technical support to the project team including partners in Kyegegwa. The role will manage the Kulea Watoto project; providing support on the implementation of caregiver training in nurturing care, increasing caregiver involvement in ECCD services, increase access to ECD centers and promote safe, quality early learning environments. The role will coordinate with key stakeholders to ensure training of ECCD management committees. The Project Manager will liaise closely with other ECD Program Managers within their area of operation to ensure close collaboration in ECD project implementation. The Project Manager will supervise and mentor the ECD project officers and ECD assistants and volunteers. The role will work very closely with the livelihoods partner organization to implement and integrate ECD-livelihoods project activities. The project Manager will work closely with MEAL teams to ensure quality program data collection and analysis. They will play a key role in the process of reporting on the impact of the Kulea Watoto project to donors. The Project Manager will conduct frequent visits to field operations to assess the quality of the project, ensure understanding and compliance with donor requirements and provide guidance and coaching to staff. Duties & Responsibilities:
Project implementation: • Provide technical guidance and monitor staff in the implementation of the work-plan and quality of activities, share relevant information and direction to improve quality and ensure timely implementation of activities.
• Collaborate with internal (Play Matters) and external partners in the planning and implementation of all Kulea Watoto activities within Kyegegwa.
• Prepare, maintain, and update detailed work-plan, jointly with project partner/s.
• Foster a cohesive Kulea Watoto project identity across partners and sectors.
• Work with the Kulea Watoto project coordinator to develop procurement plans, monthly project spending plan and cash forecasts.
• Support MEAL team/staff in conducting data collection in line with Kulea Watoto MEAL plan

• Oversee the implementation of the integrated project strategy (ensuring coherence across ECD and livelihoods activities).
Project Monitoring & Reporting responsibilities: • Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.

• 5 years of experience leading teams, implementing ECD projects.
• Experience working in humanitarian settings required.
• Experience in community based ECD programming, and/or child nutrition programming, coordination, and stakeholder analysis.
• Experience in working closely with partners
• Proven abilities in coordination within teams and with other stakeholders.
• Prior experience in developing project implementation work-plans and project reporting
• Positive attitude towards localization and elevating local partners’ expertise and experience and closely integrate with livelihoods programming

The project manager will coordinate livelihoods trainings to households on business skills, business development and financial literacy while also engaging households to identify market relevant off farm opportunities that they can pursue to diversify their household incomes. The project manager will work closely with the Project Coordinator in connecting households to acquisition of inputs, support linkage to agricultural and business inputs, market access, formal/non formal services and identify potential private partners and actors for linkages to job placement, markets, and connections to financial services.
The Project Manager will work closely with the other ERD program managers within their area of operation to ensure collaboration in project implementation while supporting ERD officers, assistants, volunteers, and partner organization on project deliverables. The Project Manager will also ensure quality program data collection and analysis and will play a key role in the process of reporting on the impact of the ERD program to donors. The Project Manager will conduct frequent visits to field operations sites to assess the quality of the project, ensure coherence in the implementation approaches, understanding and compliance with donor requirements and to provide guidance and coaching to staff.
Duties & Responsibilities:
Project implementation: • Provide technical guidance and monitor staff in the implementation of the project work-plan and quality of activities, share relevant information and direction to improve quality and ensure timely implementation of activities.
• Prepare and maintain/update detailed work-plan.
• Responsible for the planning and implementation of all Kulea Watoto activities within the target areas.
• Collaborate closely with internal (Re:Build) and external partners in the planning and implementation of all Kulea Watoto activities within Kampala.
• Work with the Project Coordinator-Kulea Watoto to develop procurement plans, monthly project spending plan and cash forecasts.
• Lead field implementation of the household assessments, surveys of Kulea Watoto project clients and work closely with the M&E Officer for input into beneficiary databases.
• Ensure activity implementation is in accordance with the budget and track budget expenditure.
• Participate in the development of the project implementation strategy and other project tools.
• Liaise with the Kulea Watoto Project Coordinator to identify private sector partners and market connections for on-the-job training or job placement opportunities.
• Work within the existing structures to integrate ECCD and livelihoods activities where possible and form new structures only when necessary.
Project Monitoring & Reporting: • Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
• Work closely with MEAL team in the collection of data, assessments and contribute to proposal development in close collaboration with the project coordinator.
• Develop project reports as per set schedules (monthly, quarterly, and annually) on grant activities, indicators, and achievements.
• Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for IRC M&E purposes.
• Ensure proper documentation and maintain an archive of Kulea Watoto project activities and related procurements.
• Support in the development of the M&E framework and tools related to the Kulea Watoto project.
• Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.

Staff Supervision & Development: • Directly supervise the project implementing teams including the ERD officers, and the ERD assistants.
• Participate in the recruitment process of ERD officers, ERD assistants.
• Build the capacity of ERD officers and ERD assistants.
• Ensure timely completion and submission of monthly timesheets, probation reviews and staff performance management evaluation as per the HR policies.
• Plan/coordinate and oversee staff work-plans, work, and vacation schedules.
• Ensure staff training/development activities.
• If/as required identify staff performance issues and work with Human Resources team to document and address these gaps in accordance with the National Staff Employment Policies.
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
Internal Coordination and Representation: • Work closely and coordinate with IRC supply chain, finance, and other program staff at field level to ensure timely and compliant project activities and expenditures, including active participation in grant opening/closing and review meetings.
• Represent IRC in different platforms, coordination meetings, working groups and maintain good working relationships with OPM, UNHCR, District and Sub County Local government officials and behave in a manner that safeguards IRC Public image.
• Attend and actively participate in sector related working group meetings and represent the Interests of the IRC.
• Other duties as assigned by the Project Coordinator - Kulea Watoto.
Partner collaboration and coordination: • Coordinate closely with the partner implementing Kulea Watoto project in Kampala.
• Coordinate the Partnership Project Opening, Review, Monitoring and Closing Meetings, together with the Kulea Watoto project teams, Project Coordinator and ensure partner participation in all project cycle meetings.
• Coordinate and participate in timely and effective partner project, finance, and compliance review and reflection (monitoring), and work with the partner teams to address any project performance issues.
Qualifications • Bachelor of Science in Agriculture, Food Security, Economics, business, International Development, Agronomy, or related field.
• 5 years of experience leading teams, implementing livelihoods projects, entrepreneurship development or community development projects.
• Experience working in Humanitarian settings required.
• Experience in community-based programming, coordination, and stakeholder analysis.
• Experience with Early childhood development (ECD).
• Eagerness to learn about the ECD sector and promote integrated ECD and livelihoods programming.
• Positive attitude towards localization and elevating local partners’ expertise and experience and closely integrate with ECD.
• Proven abilities in coordination within teams and with other stakeholders.
• Prior experience in developing project implementation work-plans and project reporting

JOB DETAILS: Job Description The IRC has been working in Uganda since 1998 supporting Internally Displaced Persons (IDPs), refugees and local communities. IRC Uganda has a country office in Kampala and field offices in Amudat, Imvepi, Kitgum, Kyegegwa, Lamwo, Moroto, Kiryandongo and Yumbe. Specifically, to health and nutrition, the IRC implements programming in Kasese, Kagadi, Lamwo, Moroto, Kiryandongo, Terego, Madi Okollo and Yumbe districts. The current country program portfolio includes health and nutrition, protection and rule of law, women’s protection and empowerment, education and economic recovery and development programming.
ECHO Project: The Project Coordinator will specifically support the ECHO-funded health project, entitled, Epidemic disease surveillance and response and life-saving health services to newly arrived refugees and vulnerable host community members in Uganda, a 12-month project covering 17 districts and refugee settlements across the Southwest, Mid-West, West Nile and Northern regions of Uganda. The project is implemented through a consortium led by the IRC in partnership with Medical Teams International (MTI). The project has four main result areas: 1) Strengthened epidemic preparedness and risk reduction at the district, community and health facility levels; 2) Enhanced outbreak response and safe care for suspected and probable patients of outbreak-prone diseases at district, health facility, and community levels in refugee settlements and surrounding hosting communities; 3) Increased safe, dignified and meaningful access and utilization of quality comprehensive healthcare services; 4) Increased access to and utilization of nutrition services for severe and moderate undernourished children under five and pregnant and lactating women.
Scope of Work: The ECHO Project Coordinator will be responsible for overseeing the implementation of health activities, budget management, monitoring and evaluation and reporting with an emphasis on ensuring the timely and high-quality achievement of the project goal and objectives by the respective consortium partner. The IRC being the lead partner, ECHO project coordinator will take lead in communication and coordination with consortium partner to ensure smooth implementation of project activities.
Main Responsibilities:
Project Management: • Supervise a proper and timely implementation of the ECHO health project according to agreed policies and donor requirements.
• Prepare and regularly update all project tools, including work, spending and procurement plans.
• Ensure overall budget monitoring and analysis, financial management and expense control for the project in line with IRC and donor rules and guidelines.
• Ensure the planning and implementation of all procurement related to the project with the responsibility to ensure that procurement is timely and in line with donor requirements.
• Enhance the quality of programming throughout the project cycle through project review meetings, program quality initiatives (gender analysis, stakeholder mapping exercise, etc), and program quality checks.
• In collaboration with M&E coordinator and program staff, ensure the implementation of M&E processes and the monitoring of the achievements of the project.
• Ensure the implementation of client responsiveness and accountability mechanisms (participation and effective communication of beneficiaries at all stages of project cycle).
• Provide donor reports to Grants department, as well as internal reports/requests for information in a timely manner.
• Conduct monthly SMT meeting and provide senior management team (SMT) with project implementation progress throughout the project period.
• Work closely with other departments (Supply chain, Finance, Human resource etc.) to ensure smooth and timely implementation of project activities.
Staff Management: • Provide supportive supervision to the respect field Health Managers (3) in Lamwo, Arua and Yumbe in coordination with Deputy health Coordinator based in Yumbe; and other health program staff to develop work plans for implementation of approved grants.
• Support the field teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments IRC made to the donor and community.
• Create staff development plans for all direct reports in collaboration with the human resources department and contribute to the training of health staff (mentoring, on-the-job sessions as well as formal trainings).
• Develop/organize training opportunities to build the capacity of the health and nutrition staff and local partners to transfer skills. This includes staff mentoring and coaching on program management areas such as reporting, budgeting, monitoring, evaluation, and supervision.
Partnerships: • Serve as focal person for partnership with MTI, in close coordination with Grants department.
• In close coordination with MTI, organize monthly / quarterly project meetings, joint monitoring visits and spot checks, between partner representatives, technical advisors, M&E and support functions, both at field and Kampala-level, as required.
• Manage oversight for financial and administrative management of the project, ensuring compliance by all partners (IRC and MTI) with all relevant donor and organizational guidelines, regulations, and procedures.
• Facilitate provision of training for project staff on relevant guidelines, regulations, and procedures.
• Ensure that partners provide regular reports and consolidate to provide periodic status updates on the Consortium's progress, challenges, and planned mitigation measures.
• Manage the development of the consortium communication and advocacy strategy and promote the use of consortium-generated knowledge and learning.
Coordination: • Working closely with Health Coordinator, represent the consortium in all relevant working group meetings, national task force (NTF) meetings, and all relevant national, district or settlement-level meetings.
• Maintain close and good relations with all relevant stakeholders including: OPM, UNHCR and other relevant UN organizations, local authorities, Ministry of Health and other line ministries, donors, NGOs, CBOs, and other partners.
• Ensure proactive engagement and facilitate formal meetings with key stakeholders including with relevant government authorities.
• Coordinate internally within IRC on a regular basis with support departments, including Grants, Supply Chain, Finance, HR/Admin and M&E.
Qualifications The successful candidate will possess high-level of project management skills, a proven record of successfully managing consortia, multi-years of experience in project implementation, and a strong ability to successfully manage, cooperation between national and local authorities, donors, and other stakeholders.
• Health Degree and a Master’s in international health, public health, or related field.
• Post graduate qualification in project management or 5 years’ experience managing health projects.
• Minimum 5 years field experience in management positions in INGOs
• Broad working knowledge and experience of working with ECHO and EU donors
• Significant exposure and experience of successfully managing and leading Consortia
• Proven ability to prioritize tasks, meet deadlines and work with limited supervision.
