ORGANIZATIONAL CONTEXT WFP’s Country Strategic Plan (2018-2025) for Uganda highlights the importance of ensuring that food insecure populations in areas affected by recurring climate shocks have access to adequate and nutritious food all year. To achieve this strategic outcome, WFP supports the Government on routine and shock-responsive social protection in Karamoja and refugee-hosting areas, including through technical assistance and by delivering complementary actions in WFP’s own programming.

JOB PURPOSE To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs; and support the team through effective coordination and control of a range of business support services. KEY ACCOUNTABILITIES (not all-inclusive) 1. Provide technical support and assist in the development and implementation of various activities and processes within the resilience team, supporting alignment with wider programme policies and guideline
2. Provide specialized project management support to specific and/or defined resilience programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
3. Assist the activity manager in planning, monitoring, and reconciling budgets to ensure that planned financial resources are used effectively.
4. Provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and decision-making process.
5. Contribute to planning, monitoring, and processing administrative actions related to procurement, finance, human resources, travels etc., including contracts with external vendors and partners.
6. Answer a range of queries related to the provision of administrative services in order to support the resolution of daily issues for the social protection and resilience sub-unit.
7. Support the preparation of Country Briefs, Pipeline Narratives, Annual Country Report (ACR), Annual Performance Plans (APP) and other reporting requirements, in collaboration with the Area and Field offices, monitoring & evaluation and resource management functions.
8. Ensure that the resilience teams’ monitoring systems and tools are in place and compliant with corporate standards, including establishment and monitoring of targets in alignment with the updated corporate results framework (CRF).
9. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
10. Ensure and/or perform accurate, timely recording of data and consistency of information presented to stakeholders, including through establishment and management of information and knowledge repositories.
11. Liaise with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.
12. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
STANDARD MINIMUM QUALIFICATIONS Education: Bachelor’s degree in administration, business, social sciences or related fields. A post-secondary certificate in an area relevant to social protection and/or resilience is desirable.
Experience: Six or more years of relevant and progressively responsible professional work experience, including in international development or humanitarian assistance, with experience in general administrative work and preparation and management of budgets
Knowledge & Skills: 1. Knowledge of common business processes, practical business support methods, procedures and systems used for WFP Programme management, gained through technical training and work experience.
2. Ability to analyse and interpret financial data and monitor budgets.
3. Has worked with other functional teams (e.g., Partnerships, Procurement, HR, RAM)
4. Good communication skills, in order to provide support to a wide range of individuals.

ORGANIZATIONAL CONTEXT The job is found in WFP Uganda Country Office. The incumbent will be reporting to the Uganda Country Office Innovation Advisor. This person will also be working with functional units in the Uganda country office including Partnerships, HR, Supply Chain, Programme, etc. and Area/Field Offices as well as stakeholders within the Uganda external innovation ecosystem. The Government of Uganda has made a formal commitment to valuing the impact of innovation through the Ministry of Science, Technology, and Innovation (MOSTI) which recognizes the importance of Science, Technology, and Innovation to drive socio-economic growth and transformation. In parallel, the private sector/informal Uganda innovation ecosystem has been developing at a rapid pace over the past few years and there is strong potential for various WFP Uganda teams and programmes to tap into burgeoning innovation programmes. Recognizing the growing innovation space in the country, including an increase in innovation hubs and entrepreneurial activity, WFP is eager to understand how best to connect with and foster this growth.

STANDARD MINIMUM QUALIFICATIONS 1. Education: Bachelor’s degree in Industrial and product design, architecture, technology or other related degrees
2. Experience: Technical skills in Computer Generated Design (CAD) and Adobe design software. Bonus if the candidate has visual illustration capabilities
3. At least 5 years of progressively responsible experience in an international design or innovation studio and working in the humanitarian/international development sector.
4. Program and event organization, project management, and data collection and analysis experience required.
5. Experience working with start-ups/organizations in the East Africa innovation ecosystem and/or in food systems is beneficial.
6. Experience owning and building strategies to develop new concepts

JOB PURPOSE To ensure that the Pro-ACT project is implemented according to project timelines, provide technical support to DRDPM, liaise with partners and government agencies as needed.
KEY ACCOUNTABILITIES 1. Support OPM/DRDPM on different policy engagements EWS, DRM, EPR, etc.
2. Compile reports for all the different activities implemented under the PRO-ACT
3. Support the DRDPM with coordination of stakeholders
4. Supervise day-to-day management of activities and project outputs at national level
5. Ensure that all requests for activity implementation from OPM/DRDPM are reviewed before they are submitted to WFP
6. Support the development of interventions around shock-responsive systems
7. Convene and facilitate partners’ dialogue to refine appropriate anticipatory actions and contingency plans to mitigate potential impacts in the Karamoja region
8. Closely work with technical leads from WFP Kampala and Karamoja to ensure implementation of all activities under Pro-ACT are accomplished
9. Support WFP and OPM with the report writing for mid- and end of project timelines, support to communications and advocacy, presentations, knowledge sharing
10. Perform other duties as required
Deliverables 1. Organize Project Steering Committee and Project Management Team meetings, as laid out in the PRO-ACT governance structure.
2. Support the organization and follow up of activities at national and district level.
3. Facilitate validation of trigger models and anticipatory action plans for Karamoja.
4. Support with the coordination of the simulation emergency response exercise
5. Coordinate development and monitoring of annual, costed workplans
6. Lead the development of reports, in accordance with donor reporting requirements.
7. Ensure activity reports are produced and disseminated in a timely manner
STANDARD MINIMUM QUALIFICATIONS Education: Advanced University degree in social sciences, climate change adaptation, disaster risk management, environmental science or other related field
Experience: At least seven years of work experience focusing on disaster risk reduction and mitigation, early warning systems, EPR, seasonal and crop forecasting models, etc
Skills and Abilities: Candidate should have Excellent project planning, coordination, and management skills, Excellent oral and written communication skills, ability to coordinate across multiple units and organizations, Ability to work in a team and establish effective working relationships with persons of different national and cultural backgrounds, Good computer skills (Excel, Word, High level of ethical standards, integrity, transparency and accountability.
