JOB DETAILS:
Job Summary:
The Monitoring Evaluation Learning (MEL) Officer will lead the Monitoring, Evaluation and Learning activities of Uganda Society for Disabled Children (USDC).

Location: Kampala with frequent field travel

QUALIFICATIONS
• A first degree in a relevant field; Development studies, Social Work and social Administration, statistics or related field.
• At least 9 years of demonstrated experience and success in the design and implementation of program monitoring and evaluation plans, including experience supporting multi-site initiatives and learning.
• Experience with both process and outcome evaluation.

DUTIES AND RESPONSIBILITIES
Monitoring, Evaluation and Learning
• Lead the development of a multi-project MEL plan and methodologies, that includes both process and outcome evaluation; the development, selection, and use of appropriate data collection tools (i.e., adaptation and/or development of monitoring and evaluation tools);
• Proven experience of using software/information management systems to collect, manage, analysis of MEL data and sharing, use of dash boards-ability to train others.
• Lead the implementation of the MEL plan in every project and liaise with Project Coordinators to capture and share learning and ensure alignment and project M&E tracking.
• Contribute to the preparation of periodic project reports by collecting and synthesizing information from The existing projects, ensuring quarterly/Annual reviews, contributions, and sign off.
• Collaborate and provide requested information to research third party hired by USDC

Learning exchange
• Co-lead the documentation and knowledge and lessons learned exchange through USDC’s early childhood and parenting models, and the management, donors, partners.
• Foster and maintain learning exchange during the quarterly review meetings and other types of networks engaged.
• Participate in quarterly check-in calls with a team of staff to address challenges, share lessons learned and strategy, ensure program’s progress and documentation.
• Advanced skills in quantitative and qualitative data analysis, including data management and statistical analysis using data analysis software (SPSS, Stata, SAS, R, NVIVO, KOBO etc.).
• Experience with the presentation of results through the development of high-quality dashboards and other methods/modes of data sharing.
• Demonstrated project cycle management skills and the ability to support teams across geographies, including readiness and ability to analyze, understand and consider different local contexts while effectively communicate and clearly articulate expectations.
• Fluent in English.
• Disability development work experience.
