JOB DETAILS:
Job Summary
To take charge of the M&E systems and data management at the sub counties and ensure effective provision of M&E services, management and utilization of resources.

Overall Responsibilities
• Prepare periodic work plans and budgets for the delivery of DREAMS Monitoring Evaluation and Learning data management services
• Make regular data backups
• Ensure proper usage and maintenance of DREAMS ICT equipment
• Technically advise DREAMS management on proper and effective management of data and ICT equipment
• Coordinate activities and ensure availability of logistical support to the DREAMS MEL Systems in the department.
• Supervise entry of DREAMS service enrollment and service layering data at all levels
• Offer technical support and training to DREAMS data collectors, clerks and other end-users
• Carry out routine DREAMS data cleaning, validation, analysis and reporting
• Liaise with the relevant offices for effective and prompt maintenance, repair and servicing of ICT equipment
• Carry out UDOTS, and database administration of the servers
• Make monthly submission of raw datasets to responsible persons
• Prepare and submit periodic reports on the information and DREAMS data management activities
• Conduct information and systems audits
• Develop and manage electronic resources using, for example, online databases and content management systems
• Develop and manage internal information resources and networks
• Provide training and advice to colleagues and sometimes clients on the use of electronic information systems such as UDOTS
• Provide overall supervision for the departmental staff
• Do inhouse or other available trainings of subordinates and other staff in building effective MEL systems
• Participate in making or revising job descriptions of surbodinates whenever necessary
• Analyse and discuss findings based on regular monitoring data
• Provide technical support on MEL and evidence-based recommendations to the relevant Project Officers.
• Ensure that implementation of field activities adheres to ORGANIZATION ’s monitoring and evaluation system standards
• Support the DREAMS in designing and disseminating research studies by providing relevant input.
• Share learning from MEL process with the wider team.
• Proactively participate in various program activities such as key and priority population (KP/PP) programming.

Required Qualification, Experience and Competencies:
• Degree in Statistics, Quantitative Economics or Computer Science. Postgraduate Diploma in M&E will be an added advantage.
• 3 years in data management preferably in DREAMS-AGYW and KP/PP service delivery in related position.
