The UN Secretary-General established the UN SDG Action Campaign to inspire people and organizations from all backgrounds and every part of the world to take actions to achieve the Sustainable Development Goals, while holding decision-makers to account for progress society-wide. The UN SDG Action Campaign is hosted and supported by UNDP and is based in Bonn (Germany) with a lean team that marshals rapid support for new initiatives as opportunities arise and provides partners with on-demand strategic creative services that inspire SDG local action.

The UN SDG Action Campaign is working closely with cities and local governments to showcase how they are actively contributing to implement Agenda 2030, accelerating transformative action to achieve the Sustainable Development Goals for all, and everywhere.

Within this context, the UN SDG Action Campaign is seeking to recruit a Project Analyst to provide support in the design and formation of communication tools in highlighting the role of local and regional governments in the East African Community Partner States as well as other parts of Africa as shall have been identified, in implementing Agenda 2030.

Local and Regional Governments are already responsible of over 65% of the SDG targets, most of them linked to basic service provision from water, sanitation, mobility, climate action, health or education. Cities and territories are playing a big part on the implementation of SDGs, that are becoming a new tool for strategic planning and budgeting in the mid to long-term.

The SDG local action Project Analyst will support participant local and regional governments in the East African Community as well as other African countries to exchange on SDG local implementation, contributing to generate knowledge and replication of successful experiences to implement Agenda 2030 at local level. Finally, the Project Analyst will also support the general communication, learning and and reporting needs of the East Africa Local Governments Association (EALGA) to enhance SDG local action though its national associations of local governments.

Duties and Responsibilities
SDGs are genuinely interlinked with service provision at local level. To be able to deliver on Agenda 2030, local and regional governments are innovating on the way they plan, design and implement public policy. The Project Analyst will support UNDP and EALGA cities and their partners to generate knowledge through the exchange of experiences and knowledge generation, organizing international events and elaborating policy briefs and other communication materials. The Project Analyst will also liaise with the different UNDP project staff globally to collect information, monitor the lessons learnt issued from the implementation of SDGs with a key thrust on telling the local stories as generated for local experiences.. The Project Analyst will support participant local and regional governments to communicate their stories, analyzing project data and providing narratives for targeted public segments: including local population, central governments and the international community.
Summary of Functions:

SDG Local Action
• Analyse project data and link them with SDG targets and Agenda 2030 narrative.
• Promote exchange of experiences amongst participating cities local governments.
• Elaborate “SDG stories” about how local governments are implementing Agenda 2030.
• Conduct learning exercises targeting the participating cities and local governments.
• Elaborate policy briefs and easy communicable knowledge materials on the lessons learnt by the project.
• Elaborate reports and identify learning mechanisms together with partners.
• Support project implementation and replication of experiences of local governments within UNDP global work
• Draft and design content for the project social media platforms
• Lead the design and implementation of external communications and outreach interventions of the Project.
• Develop advocacy, visibility and promotional material that are necessary for the project
• Lead the design and development of necessary communications and awareness material/ documentation for wider dissemination and information sharing in coordination with programme beneficiaries and target communities
• Maintain and regularly update the project repository/archive of all communications material including photos videos and audios
• Assist the Project Manager under the oversight of the EALGA Secretary General, in the drafting of programme updates, development of advocacy/ awareness raising information and related material.
• Assist Project Manager under the oversight of the EALGA Secretary General to design and implement baseline surveys, public perception surveys, impact assessments/ tracking surveys including the development of survey report templates, design and layout of reports and related tasks.
• Assist Project Manager under the oversight of the EALGA Secretary General in gathering information to prepare the Project Metrics Reports.
• Perform any other relevant tasks as required.

In addition to the above key roles, the Project Analyst shall extend support to EALGA by undertaking following roles that equally reinforce the Project scope of work in the region:
1. Develop and roll out EALGA Communications Policy and Strategy, aligning it to the SDGs and the East African Community Integration Agenda.
• Develop, roll out and monitor EALGA communications strategy to maximize public awareness/engagement, donor support, advocacy and social change.
• Monitor the impact of EALGA’s communications on its activities.
• Develop and roll out campaign frameworks and protocols to ensure maximum effectiveness with international and national strategic goals and objectives.
• Develop and roll out policies and protocols for communications work during normal working environments and emergencies.
• Develop best practice in Member Associations and Umbrella bodies as well the Cities, County and Local Governments, and gender responsive communication.
2. Participate in overall program operational planning and implementation processes in line with EALGA strategy and in relation to the SDG Goals and EAC Integration Agenda
• Participate in the writing of program concepts papers and plans.
• Coordinate and ensure the development of quarterly, half year and annual program work plans and budgets.
• Provide guidance in program planning and implementation & incorporating the issues of communication.
• Conduct field level visits to member Associations and capture communication issues in line with advocacy or communications strategy.
• 3. Liaise with policy, program and grants unit to plan, develop and monitor campaigns, documentation, brand profiling to increase public awareness, donors base, advocacy, and influence attitudes and behaviours aligning them to SDGs and EAC IntergartionAgenda.
• Develop and roll out campaigns at Regional level for mobilizing general public to increase social engagement and advocacy on issues of EALGA’s key priorities
• Strengthen media relations; organize media breakfasts /dinners editorial meetings etc. (regular meetings with media)
• Build capacity for all staff and member Associations for effective media work. Media training on camera, radio, social platforms (blogs). Effective writing compelling stories, liaising with the media. Basic photo and video skills, basic website training Etc.
• Develop common programme framework that ensures integration of communication, campaigning and fundraising in programme design
• Draw up media plans for specific events, campaigns and events: – Hiring, coordination, contracts, accountability, budget, finance, monitoring & evaluating
• Publicize organizational events and publications
• Coordinating visits by supporters, potential donors, national and international media to project sites and ensuring that they are availed information in the most suitable way to profile EALGA
4. Maintain and upholds EALGA, UNDP and related partner’s standards of documentation, branding and profiling
• Ensure that communication is focused on Associations and sister networks, EAC intergartuoion agenda, LCities, Couty and Local Governments, people who support our work and the impact of our collective action with more participatory and interactive communication approaches.
• Create new brands to deepen our position as a key player in the EAC Integration Agenda and Local Government issues.
• Carryout audience mapping to include all critical relevant stakeholder or our target group.
• Develop toolkit and materials to support identity building and rebranding EALGA.
• Develop, maintain and grow digital media usage and platforms such as website, facebook, twitter, sms etc.
• 5. Develop EALGA staff and membership communication capacity, roll out and uphold robust internal & external communications policies, practices and systems to ensure efficiency, timeliness and effective interactive communications practices compliant with global communications policy and strategy
• Supports the process of systematic collection of program impact and case studies, engaging members.
• Develop systematic ways of conserving institutional memory
• Develop capacity of staff and members to work with the media and engage on social platforms
• Maintain and manage the EALGA organizational Resource Centre
• Publish regular updates on EALGA Communications activities.
• Oversee the development, maintenance and updating of EALGA’s website
• Institutional Arrangement

The Project Analyst will report to the EALGA Secretary General and to the UNDP Programme Manager based in New York, USA. As such the Project Analyst shall be part of the EALGA Secretariat which is based in Arusha,Tanzania. However for the initial one year period, the Officer shall be remote based and will only be required for in-person attendance as requested by the EALGA Secretary General. In this respect the necessary arrnegements to facilitate physical attendance to a task shall be provided for within the meaning of the project funding.

Required Skills and Experience
Min. Education requirements

• Completion of High school education is required;
• A Bachelor’s degree in Communication, Literature, History, Journalism, Social and Political Sciences or Urban studies or related field will be considered an asset.
• Min. years of relevant work experience
• A minimum of seven (7) years with HS Diploma or four (4) years with Bachelor’s Degree of relevant professional work experience working in communications for public sector and public administrations at all levels is required.

Required skills
• Experience in the usage of computers and office software packages (MS Word, Excel, etc.) as well as Social Media management training is required.
• Excellent analytical and communication skills (written, verbal, interpersonal and intercultural) is required.

Desired skills in addition to the competencies covered in the Competencies section
• Proven experience in working with local governments and their associations is an asset.
• Experience working on Agenda 2030 or other UN global agendas will be an asset.
• Proven professional experience focusing on client management and working with a diverse team will be an asset.
• Experience in knowledge sharing, management and advocacy is an asset.
• Advanced knowlede and experience in handling of professional communications software packages and web-based management systems is an asset.

Required Language(s)
• Proficiency in the English language is required;
• Working knowledge of French or Swahili languages is an asset.
