Population Services International (PSI) Uganda is seeking highly motivated Regional Consultants to lead the implementation of the Delivering Innovation in Self-Care (DISC) project across six regions in Uganda: Acholi, Ankole, Kigezi, Lango, Bugisu, and Karamoja.
The consultants will play a pivotal role in advancing social behaviour change, strengthening family planning (FP) and sexual reproductive health (SRH) service delivery, and scaling self-care interventions—specifically DMPA-SC self-injection—at the regional and district levels.
Key Responsibilities:
- Lead Demand Generation:
- Implement demand creation and social behaviour change strategies to drive demand for SRH and FP services, including DMPA-SC self-injection. Provide supportive supervision and capacity building for Village Health Teams (VHTs) and demand generation focal persons. Monitor and strengthen referral channels.
- Coordinate Activations:
- Map, plan, execute, and report on all below-the-line (BTL) activations in collaboration with partners and demand generation teams in the districts.
- Quality Assurance:
- Lead quality improvement efforts at public and private health facilities, ensuring adherence to PSI’s quality assurance protocols for high-quality, client-centred service delivery.
- Provider Training & Mentorship:
- Train and mentor health providers on DMPA-SC self-injection, choice-based counselling, and client empathy. Provide ongoing support to ensure quality family planning services across delivery channels.
- Commodity Management:
- Work with district and facility FP focal persons to forecast, order, and track FP commodities to ensure consistent availability.
- Supervision & Partner Engagement:
- Conduct joint supervision and mentorship visits with district teams. Build and maintain strategic partnerships with district health teams and local implementing partners.
- Performance Monitoring:
- Plan and lead district/partner performance review meetings to assess progress, review data, and align SRH interventions. Support data utilisation for decision-making.
- Reporting & Documentation:
- Submit timely activity reports, including district updates, internal review reports, lessons learned, and best practices. Prepare work plans and budgets for district-level activities.
- Data Quality & Reporting:
- Participate in Routine Data Quality Assessments (DQA) and support health providers with accurate documentation and reporting using HMIS tools. Ensure timely submission of data through the PSI DHIS2 platform.
Consultant Qualifications:
- Bachelor’s degree in Public Health, Social Sciences, Nursing, or a related field.
- Proven experience in FP/SRH programming, demand generation, or health systems strengthening at the district or regional level.
- Strong capacity-building skills with experience in training health workers and community-based agents.
- Familiarity with Uganda’s HMIS reporting tools (HMIS 105 and 105B) and experience in data-driven program management.
- Excellent organisational, coordination, and communication skills.
- Ability to work independently, manage multiple priorities, and deliver results in a fast-paced environment.
