How will you fight for an AIDS-free generation?
The Regional Monitoring and Evaluation Advisor will provide technical leadership and direction in the area of monitoring and evaluation of Project programs. He will also oversee the implementation of the quality improvement plan and its integration within the M&E functionality. Working closely with the team leaders of the other technical areas such as clinical services, health systems strengthening, and community linkages and demand generation, the Regional M&E Advisor will work towards coordinated and efficient efforts for improved M&E system by providing overall programmatic strategic direction and approaches to improve the quality of care of HIV/AIDS and TB/HIV services for prevention, care and treatment services, including through the utilization of service and population-based data to inform program implementation.

No two days are alike at EGPAF, but what can you expect in this role?
• Ensures the technical soundness of EGPAF’s monitoring and evaluation system, and quality improvement strategies by updating the project staff and implementing partners on technical advances and lessons learned around the world.
• Ensures that EGPAF’s implementation strategies and performance goals are in accordance with national and international standards for monitoring and evaluation.
• Provides technical guidance during the development of EGPAF’s annual work plan and participates in the planning, and budgeting activities, especially in regard to M&E activities.
• Develops and maintains an up-to-date performance monitoring plan in collaboration with other in-country USG and other donor agencies.
• Provides support to technical staff in setting up and running data management systems and tracking the progress of the project’s progress toward the attainment of the set targets.
• The M&E Advisor will contribute to the development of the project’s work plans, district-specific work plans, and budgets. He will ensure the periodic and routine data generated and analyzed informs the project and district work-planning process.
• The M&E Advisor will supervise and provide technical leadership in providing all the necessary data and information required for the development of internal and external program performance progress reports.
• Ensuring that the program has a sound plan for monitoring and evaluating QI interventions in the form M&E plan that is integrated with the broader Project M&E plan.
• Conducts routine M&E of project activities, keeps track of all the monitoring and evaluation schedules, and works with the project’s technical staff, and the partners to design and implement M&E procedures and ensure timely collection and collation of the project’s data needs.
• In liaison with project technical staff and relevant district local government, and other supported partners, follow up programmatic indicators, analyze and interpret data generated from the supported services to inform program implementation.
• Assists the project’s partners to collect, analyze and report and utilize program data in a timely manner.
• Ensures that the project’s technical staff and stakeholders are provided with timely, accurate, complete, and reliable data/information generated through the project’s M&E system.
• Coordinates technical reporting according to the defined reporting schedule and writes regular monitoring and technical reports as required.
• Assists in identifying, documenting, disseminating, and scaling up best practices in HIV prevention, treatment, and TB/HIV.
• Represents EGPAF in the supported districts and at the national level.
• Maintain a robust and sound working relationship with the in-country donor M&E agencies and MOH.
• Any other duties as may be assigned from time to time

To be successful, you will have:
• A degree in statistics, Economics, or other related fields.
• At least 8 years of relevant professional experience leading M&E in large Health Systems Strengthening Programs.
• Hands-on knowledge and skills in designing, planning, implementing and monitoring, and evaluating HIV programs focusing on HIV prevention, care, and treatment, MNCH, and SHR/FP programs.
• Sound understanding of current issues and developments in the field of HIV prevention, care and treatment, MNCH, and SHR/FP programs.
• Demonstrated experience developing data collection tools for HIV/AIDS and TB services.
• Practical experience in working with the national health information systems at the district and national.
• Knowledge of medical records management procedures.
• Training in computer applications is required plus a good working knowledge of computers with the ability to use Microsoft Word, Excel, PowerPoint, and experience in HMIS, etc.
• Good working knowledge of major databases and analytical programs including MySQL, Visual Basic, MS Access, MS Excel, STATA, SPSS, Epi Data, and GIS.

Required Competencies:
• Excellent verbal and written communication skills in English, including the capacity to prepare and deliver formal presentations on programs and results and have good Trainer Skills
• Good logistical, planning, and coordination skills.
• Team player with good interpersonal skills and the ability to work in a diverse social and cultural environment.
• Excellent data analysis skills and ability to think concisely, and critically as well as distill information to lay audience.
• Good analytical thinking and ability to interpret public health, demographic and epidemiological data.
• Ability to fully grasp the complexity of data management, tech-savvy and possess excellent troubleshooting skills.
• Excellent working knowledge of major databases and analytical programs including MS Office, GIS, and MYSQL.
• Ability to multi-task effectively and adhere to timelines .
