1.            This Request for Expression of Interest follows the General Procurement Notice (GPN) published in UN Development Business online and on the African Development Bank website on 17th October 2022 and on the Uganda National Roads Authority (UNRA) website on 19 October 2022 respectively.

2.            The Government of Uganda has received financing from the African Development Bank towards the cost of Namagumba- Budadiri-Nalugugu Road Upgrading Project, and intends to apply part of the proceeds toward payments under the contract for Consultancy Services for the Preparation of Sironko District Physical Development Plan and Urban Physical Development Plans for Seven (7) selected Urban Centres within the District.

3.            The Namagumba-Budadiri-Nalugugu road (30.7 Km) is an existing gravel road located in the Eastern part of Uganda and borders Mt. Elgon National Park, and is therefore an important link in the tourist Circuit. It traverses Sironko district. It is part of the national road network that stretches about 30km from Namagumba, a junction about 5km along Mbale-Namunsi trading center. It is part of the link that connects Sironko, Kapchorwa and Mbale towns to the people living on the slopes of Mt. Elgon.

4.            The services consist of preparation of a District Physical Development Plan for Sironko District and Urban Physical Development Plans for seven (7) selected urban centres within the District through a participatory process that will promote orderly and sustainable development of these areas.

5.            The duration of the assignment is twelve (12) months, inclusive of display and all approval processes.

6.            This assignment is restricted to firms who are registered or incorporated in Bank Member Countries. UNRA now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services by:

i)             Describing assignments of similar nature and scope conducted in areas of Urban Planning, Land Use Planning and Strategic Spatial Development Planning in at least the last ten (10) years;

ii)            Providing information on experience in preparation of at least one (1) District Physical Development or a Higher-level Land use/Spatial Plan;

iii)           Providing information on experience in preparation of at least two (2) neighborhood urban design plans OR detailed neighborhood plans, of which integration of parcel boundary mapping will be an added advantage.

iv)           Indicating availability of appropriate skills in physical planning among the consultant's staff including among others: Physical Planner, Economist, Civil Engineer, Environmental Planner, Climate Change Expert, Surveyor, Sociologist, Agricultural Economist, GIS Expert/Specialist and Communication Expert.

N.B: INDIVIDUAL EXPERTS' BIO-DATA IS NOT REQUIRED AT THIS STAGE.

Consultants may constitute joint ventures to enhance their chances of qualification.

7. The Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's "Procurement Policy for Bank Group- Funded Operations approved October 2015, which is available on the Bank's website at http://www.afdb.org.

9. Expressions of Interest in English in one original and two copies must be delivered to the address below at No. 10 on or before 26 June 2023 at 11:00 a.m. with the envelope or packaging clearly marked "Expression of Interest for Consultancy Services for the Preparation of Sironko District Physical Development Plan and Urban Physical Development Plans for seven (7) selected Urban Centres within the District".

10. Expressions of Interest will be opened in the presence of the applicants representatives who choose to attend at the address below on 26 June 2023 at 11:05 a.m.
