1. The Government of Uganda has received financing from the World Bank towards the cost of the Investing in Forests and Protected Areas for Climate Smart Development (IFPA- CD) Project and intends to apply part of the proceeds for consulting services. The project is being implemented by the Ministry of Water and Environment (MWE, Lead Agency), the Uganda Wildlife Authority and the National Forestry Authority with the involvement of the Ministry of Tourism, Wildlife and Antiquities in tourism-related activities and the Office of the Prime Minister in activities in the refugee-affected areas.
2. The consulting services ("the Services") include conducting a feasibility study on for a long-term Sustainable Financing Mechanism/ Model for Plantation Forestry (SFMPF) and wean the sub sector from short term project based financing.

4. The MWE now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as set out in the TOR. The shortlisting criteria are:
a. At least five (5) years' demonstrated understanding and experience of development of financing for forestry industry development, products technology, designing funding models for public financed and private sector led initiatives within Uganda/East African context as well as analysis and development of private sector investment portfolios.
b. Demonstrated experience of at least three (3) assignments related to developing sustainable financing mechanism/ models within the agricultural sector, at least one (1) of which should have been in East Africa.
c. Specific experience of at least 1 (one) assignment in developing sustainable financing models for the plantation Forestry in East Africa.
d. Demonstrated experienced of working closely and effectively with national institutions, including Government ministries, research institutions and decentralized government authorities, and community-level organization
The Qualifications and Experience of Key Experts will not be evaluated at the shortlisting stage
5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" dated November 2020 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
6. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in form of a joint venture and /or a sub- consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
7. A Consultant will be selected in accordance with the Consultants Qualification Selection (COS) method set out in the Procurement Regulations
