Q-Sourcing Limited trading as Q-Sourcing Servtec is a manpower management solutions firm operating in the East African Region in the countries of Uganda, Kenya, Tanzania, Rwanda, and South Sudan.
Q-Sourcing Servtec Group is looking for a competent, skilled, and experienced Senior Budget and Planning Engineer for one of our clients CNOOC Uganda Limited.
Location: Kampala, Lake Albert production installation base or other cities in Uganda if required.

Primary function:
1. Responsible for the overall drilling and completion schedule and cost control.

Responsibilities:
1. Spearhead the preparation of schedule, cost and budgeting reports and plans for the project.
2. Organize and arrange the procedure of schedule control, cost estimation and cost control.
3. Track, analyze and forecast the schedule and cost, and provide adjustment advice in time. Inform management for any cost and schedule deviations.
4. Provide remedy action plan and advice to resolve issues
5. Prepare project operation cost close out report and cost deviation justification.
6. Organize the contractors and suppliers to provide the documents about schedule and cost.
7. Organize to write parts about schedule and cost in bidding documents and contracts.
8. Liaise with financing group, operations and contractors for invoice verification and cost allocation.
9. Participate in the negotiation of the price and payment.
10. Prepare materials and report the rolling budget to CNOOC headquarters.
11. Perform any other duties assigned by the Supervisor.

Mandatory Requirements:
1. Bachelor’s degree or above in Petroleum engineering, drilling and completion, planning and management or the related.
2. At least 8 years’ drilling related experience in the Oil and Gas industry.

Knowledge:
1. Extensive knowledge of petroleum, planning, finance management and project management.
2. Extensive knowledge of economic contract and laws.
3. Knowledge of planning and cost control.
4. Understanding of oil E&P.
