JOB DETAILS:
Description
Working in the Finance Department under the direction of Accounting Coordinator, the Senior Finance Officer is responsible for daily office operations in country office and field offices. He/she is responsible for review of transactions according to the Approval Authority Matrix; ensuring that all transactions are allowable, reasonable and allocable, in line with Mercy Corps policies, donor regulations, GAAP and applicable country laws and that they are correctly coded. The Senior Finance Officer will do regular field visits, facilitate audits, and coordinate weekly and monthly financial reporting, support, supervising and coaching all Finance Assistants. Support and track contracts payments, leases, fixed assets and procurements of all offices. It is critical that the Senior Finance Officer travels to the field one week per month.

Essential job functions:
1. Supervision of Finance Officers in Kampala, Gulu and Yumbe.
2. Review all Kampala payments, and ensure they meet MC and donor standards before they are passed for payment.
3. Review transactions from the Kampala Office on a weekly basis, making sure they meet all donor and MC standards.
4. Post field transactions into Navigator on a weekly basis.
5. Code all expenditures following the standard chart of accounts, coded budget and enter or review to the accounting software.
6. Prepare cash flow projections for MC uganda and submit to HQ to ensure their is sufficient funds to support country operations and program activities
7. Ensure/match invoices/receipts, completion reports with GRN and other required documents.
8. Coordinate and prepare weekly and monthly cash requirements for supported field offices, submit and make sure sufficient cash is available in all offices and monitor its use. Make sure also there is no excess cash.
9. Perform bank reconciliations on time and clear all reconciling items timely, and perform cash counts as per the MCU SFFM.
10. Make sure all income taxes, withholding taxes, VAT and other taxes are withheld and paid accordingly.
11. Collect and review all offices summary and individual staff timesheets and update the EPART and National EPARs before submitting for payroll recording every month.
12. Perform all amortization, re-classes and other adjustments every month before the month end close
13. Ensure there is a proper filing and archiving system that is running efficiently.
14. Update and send out weekly exchange rates on a weekly basis
15. Prepare Amortization schedules on a monthly basis
16. Provide on-going orientation, training and support to Finance Assistants and Finance team on Mercy Corps and respective donor’s rules and regulations.
17. Ensure Bank Authorizers status reports are updated on a monthly basis and be a focal point for banking relationship
18. Update the Approval Authority Matrix on a monthly basis and ensure specimen signatures are collected on a quarterly basis
19. Update the segregation of Duties Matrix on a quarterly basis
20. Participate in Audits and support as and when required by the Finance Manager
21. Support in review of the forecasts for the assigned programs, ensure Grant management meetings take place and one on one meetings on Finance feedback with the respective Program Managers are done.
22. Ensures that he/she travels to field locations once per month.
23. Any other tasks to be assigned by the supervisor.
Finance, compliance & budget management
• Ensure compliance with donor and Mercy Corps regulations.
• Support to Review monthly BVA Reports, assist in maintaining budgeting tools & support in developing budget proposals.
Supervisory responsibility: Finance Officers (Kampala, Gulu and Yumbe based)
Accountability:
Reports directly to: Accounting Coordinator
Works directly with: : CoPs, DoP, Heads of Programs, Heads of Support (HRD, OD), Operations Team, HR team, all finance team/staff, and other MC staff.

Knowledge and experience:
• Bachelor’s degree in Accounting or Finance is required;
• Professional qualification in either CPA or ACCA preferred, or Masters degree preferred;.
• 5+years’ experience in grants, financial management, and accounting and 3+ year’s supervisory experience.
• Strong management Skills, Technical & Supervisory Skills and experience required.
• Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
• Adequate understanding of donor rules and regulations is required.
• International NGO/PVO experience required.
• Demonstrated experience and skill with financial reports preparation and presentation and proven ability to translate technical financial data into informative reports.
• Advanced computer skills in MS Office programs, Particularly Excel and Accounting software experience.
• Excellent oral and written English skills
• Willing to travel regularly to Mercy Corps and sub grantees field offices and project sites approximately 25%.

Success factors:
An ability to support programmatic objectives with timely and meaningful financial information is essential. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. An impeccable professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.
