World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 53 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. Due to expansion in scope of our programmes, we are now seeking for a qualified and passionate individual willing to share in our vision and join the team in the following role.
Position: Technical Programme Officer Health and Nutrition
Report to: Programme Manager
Location: Tororo District

Purpose of the position:
The Technical Programme Officer-Health will support the Technical Program Lead for Health and Nutrition to provide regional technical and strategic leadership for Health and Nutrition, guiding programming in both development, refugee and other emergency contexts across the region. The job holder will contribute to World Vision Uganda’s strategy as a thought leader, with a health and nutrition sector portfolio lens and support continuous improvement in sector programming through their technical expertise, supporting programme design, implementation, quality assurance, documentation, reporting & innovations, support resource acquisition & regional external engagements, advocacy, partnerships and networking and establish strong technical leadership for the Health and Nutrition TP in the region.

Key Outputs/Responsibilities.
Support programme design and implementation for health and nutrition
• Profiling context information/data to support design for APs and grants
• Engage health and nutrition sector specific stakeholders to participate in project design
• Participate in community summits at sub county and district level
• Facilitate health and nutrition sector inception meetings for rollout of new projects
• Ensure implementation fidelity of health and nutrition models, strategies and approaches.
• Support staff and partner orientation on TP specific models
• Tracking and management of Health TP DIPs and budgets
• Foster the participation of children in the implementation of the Health TP
• Integrate advocacy in the planning and implementation of health and nutrition annual programme plans
• Health and Nutrition projects and programmes designed in alignment with WVU NO strategy, Health and Nutrition sector approaches, WVI global strategy, key government and international frameworks.
• Health and Nutrition projects and programmes are implemented with efficacy, as guided by technical models/approaches and budget availability.
• Advocacy integrated in planning, implementation, and monitoring of health and nutrition programmes.
• Children involved in all health and nutrition programme and project designs
Quality Assurance, Documentation, Reporting & Innovations
• Conduct model fidelity checks using approved quality assurance tools
• Document impact stories and innovations for the Health and Nutrition
• Write Health and Nutrition abstracts/position papers/ policy briefs
• Identify and support health and nutrition research areas
• Participate in joint and HN TP specific DQA processes
• Support development of quality TP plans and budgets
• Support safeguarding compliance
• Monitor and facilitate compliance with donor standards
• Evidence of impact from health and nutrition programmes and projects generated and used to inform future programming and learning.
• Health and nutrition innovative best practices profiled for scale out into new areas and programmes
• Health and nutrition evidence generated for impact influence and income.
• Health and nutrition projects implemented with fidelity
Support resource acquisition & regional external engagements for health and nutrition
• Monitor and facilitate compliance with donor standards
• Represent WV in district & regional health and nutrition sector external engagements and TWGs meetings
• Mapping of health and nutrition donors and partners and ensure an updated data base
• Profiling health and nutrition context information/data to support design for grants
• Actively participate in the writing process of health and nutrition concepts and proposals
• Lead the development of regional health and nutrition sector scale up plans to address unmet needs within health and nutrition TP
• World Vision Uganda is positioned as a preferred partner among major health and nutrition donors, UN agencies and governments.
• Health and nutrition sector based programme portfolio steadily increased and maintained over time.
• WVU is seen as a thought leader in health and nutrition sector among regional partners, donors and stakeholders.
• Health and Nutrition sector scale up plans developed for marketing to key donors
Advocacy, partnerships and networking for health and nutrition
• Mobilise and support staff to participate in regional and district-based advocacy engagements including budget consultative processes at regional and district level
• Guide and support teams to effectively engage and influence health and nutrition sector networks & /or working groups in line with the HN TP advocacy agenda at district & regional level.
• Collaborate with the Advocacy Unit to effectively mobilize and engage all AP in key health and nutrition sector global, regional or national moments
• Support the integration of WV flagship campaigns in the planning, implementation and monitoring of programmes.
• Act as the primary partnership focal person including maintaining ongoing Health and Nutrition sector partnership communication with partners and supporting coordination efforts and facilitate key partnership engagements, such as localization and stakeholders' meetings
• Profile, maintain and updates partner information management system in respective program area.
• Facilitate coordination and implementation of key partnership activities such as partnership mapping, due diligence and safeguarding assessments, capacity development activities including Partner review meetings and partnership performance health checks.
• Support rollout and implementation of health and nutrition sector policies relevant to WV
• Partnership analysis to leverage on resources and expertise in the region
• Child-responsive plans, policies adopted
• WVU leads and influences health and nutrition sector networks and/ or working groups
• Children’s voices are amplified and inform policy processes
• Campaign agenda made visible and acted upon.
• Accomplishment of WV strategic objective on enhancing external engagements and collaboration with health and nutrition civil society organisations and government.
• WV Partnership principles maintained.
• Compliance with WVI partner process, policies and procedure
Establish strong technical leadership for the health and nutrition TP across the region
• Support technical performance reviews for health and nutrition project officers
• Support staff recruitment and retention
• Internal collaboration with other TPs and Programmes for child wellbeing
• Support staff mentorship and capacity building for health and nutrition
• Leading sector based joint planning, monitoring, reflection and learning
• Participate in the design, model/strategy improvements, and material development
• Promote engagement of all technical staff in APs in health and nutrition sector community of practice for peer-to-peer learning and knowledge management
• To be an active member of a flexible pool of health and nutrition technical specialists coordinated by the Technical Programme Lead for health and nutrition at National Office for periodic support to other regions and strategic National level initiatives within the sector
• Staff talent acquisition, retention and growth within the organisation is enhanced.
• Thought leadership for health and nutrition is demonstrated in integration of sectors into whole organisation work at regional and national levels.
• Quality health and nutrition TP implementation
• Active and vibrant health and nutrition communities of practice
• Periodic technical support to other regions and National initiatives

Qualifications: Education/Knowledge/Technical Skills and Experience.
• Experience: Minimum of 5 years’ experience in field-based programme management for Health, Nutrition and WASH. Experience in both development and humanitarian emergency programming for health and Nutrition is a valued asset.
• Bachelor’s degree in Human medicine, Human Nutrition and Dietetics, Public Health, community health, Nursing or midwifery, Epidemiology and biostatistics, environmental health. Post graduate level education is an added advantage
• Preferred to be registered with relevant professional bodies e.g. Uganda medical association, Allied health professional’s council, and The Uganda Nurses and Midwives Council.
• Technical skills: Program design, Advocacy, external engagement, partnership and networking, documentation & reporting in the field of RMNCAH+N and additional expertise in at least one of the following areas; HIV/AIDS, communicable diseases (including malaria and water-borne diseases). Good understanding of WASH and programming for public health emergencies e.g. Ebola, COVID 19, Marburg Virus Disease is an advantage.
