Proposal Objective:
SI is preparing to put together a proposal response for an anticipated multi-year activity funded through USAID/Uganda. The USAID Learning Activity 2 (ULA 2) will support USAID/Uganda and its implementing partners to improve the impact and sustainability of USAID-supported contributions to Uganda’s development through MEL service delivery, capacity strengthening, and enhanced collaborating, learning, and adapting (CLA). Expected release date of the proposal is summer 2023, with an anticipated award date of fall 2024.
Position Description:
SI is seeking a Director of Finance and Administration (DFA) to oversee all financial, operational, contractual, and administrative aspects of the multi-million-dollar activity.
This is a full-time position for the duration of the activity, and will be based in Kampala, Uganda, contingent upon contract award.
**Please Note: This is a local position. Only Ugandan citizens are eligible to apply. **
Responsibilities:
1. Manage and oversee activity finance and administration for the Kampala-based office.
2. Work with the Chief of Party to ensure compliance with contractual obligations and deliverables in line with USAID regulations and SI policies and procedures.
3. Establish and implement procedures for activity financial management, procurement, sub-contracts, and consultant contracts to ensure transparency and good business practices.
4. Manage activity start-up and support initial work planning process.
5. Establish procedures for financial operations, banking, and reporting.
6. Develop monthly, quarterly, and annual financial reports.
7. Conduct regular meetings with SI Headquarters.
Qualifications:
1. Minimum of a bachelor’s degree in public administration, Business, Financial Management, or another relevant field. Master’s degree preferred.
2. At least eight years of professional experience, with five years of financial management and contracts oversight experience and expertise on USAID-funded projects.
3. Demonstrated knowledge of USAID contractual, administrative, and financial regulations.
4. Knowledge of and experience with Uganda payroll income tax calculations and health policy calculations for full-time staff.
5. High proficiency with Microsoft Office Suite, particularly Excel and QuickBooks.
6. Computer literacy and superior oral and written communication skills.
7. Proficiency in written and spoken English.
8. Previous experience supporting USAID-funded contracts in a similar capacity preferred.
