JOB DETAILS:
OVERALL RESPONSIBILITIES:
The PD will have overall responsibility and provide technical and management leadership including day-to-day running of the project and ensure successful implementation of the work plan and achievement of the project’s targets and goals within budget in line with AIC policies, donor rules, regulations and appropriate national guidelines.
KEY RESPONSIBILITIES:
• Provide leadership and oversight in all technical, program and financial activities.
• Provide leadership in program planning, designing and the development of key strategies, activities, work plans and ensure cost effective implementation of all key intervention areas in line with project goals.
• Supervise and coordinate appropriate technical staff to effectively and efficiently implement technical strategies/activities and meet appropriate key timelines and project targets
• Conduct site visits to designated project supported sites and entities as well as provide technical assistance to these sites to ensure that interventions are implemented, and data collected is accurate, reliable, feasible and done efficiently.
• Responsible for the preparation of key reports i.e. monthly, quarterly, semiannual and annual reports to key stakeholders and donors as needed.
• Provide high level representation of the project to all key partners and Ugandan Government stakeholders and in line with AIC norms.
• Performs other duties as assigned.
Qualifications and Experience:
• Advanced Degree in Medicine, Public Health, Epidemiology or any other relevant field;
• 10+ years of experience in a progressive leadership position managing programs involving HIV/AIDS, strategic information, health systems strengthening including quality improvement, human capacity development in developing countries and different cultural settings;
• HIV program management, organizational development, and collaboration between government and NGO partners, funders, and normative bodies;
• Experience in developing surveillance tools, HIV data management, electronic reporting systems, data use for decision making and capacity building in strategic information;
• Prior project management experience (experience working with CDC a plus);
• Demonstrated strategic planning, staff development and capacity building experience;
• Excellent oral and written communication skills; Strong negotiation and consultative skills;
• Critical thinker with strong problem-solving skills with ability to plan, organize, and manage resources for successful completion of projects;
• Ability to motivate, influence and collaborate with others, and build positive local working relationships with governmental representatives at the national, provincial, and zonal
