Key Duties and Responsibilities:
Providing timely project budget implementation feedback to support in the monitoring of programs through:

  • Preparing financial documents and critically analyzing partners’ financial and narrative monitoring reports for compliance against approve budgets;
  • Documenting the key highlights noted in the financial monitoring reports and reporting on the progress of the implementation of recommendations by CBM, project auditors and other stakeholders through regular follow ups.
  • Review periodical program fund reconciliation statements and financial reports (including Project Progress Reports) from the implementing partners to ensure completeness and accuracy of financial reports.
  • Actively contribute to the development of Terms of Reference for project audits and ensure that CBMs accountability requirements are incorporated in the Terms of Reference.
  • Assist in partners’ financial training needs, contributing to training materials and resources, organizing and facilitating partners’ finance workshops take responsibility for following up on participants’ action plans.
  • Contribute to the development of Terms of References for project monitoring visits by the Country Office Team ensuring that partners’ outstanding budget implementation queries are addressed by the visiting team.
  • To provide support as required, to the Country Finance Manager in the annual budget process.
  • Uploading of approved financial and narrative project monitoring reports in Navision and SharePoint.


At Project inception

  • Support project set-up and planning; development of work plans in consultations with consortium’s partners
  • Ensure that the partner(s)’ new project staff are properly oriented or trained for clear and comprehensive understanding of the project
  • Facilitate grant kick-off, quarterly review and close-out meeting to monitor progress and ensure donor compliance through out
  • Prepare and submit quarterly project review to the project Steering Committee
  • Provide the partner with comprehensive understanding of CBM reporting systems for both programme and finance. Emphasis should be given to accountability.
    In Project Implementation
  • Develop scheduled communication (verbal and written) with partners regarding the status of implementation of project activities and act accordingly to help and facilitate the resolution of all problems as they may occur. All communications that are important should be documented in writing for reference.
  • Conduct regular monitoring visits as per CBM’s standards;
  • Conduct quarterly expenditure verifications with all consortium’s partners; Document the findings in writing and formulate recommendations for improvement so as to achieve full auditability of project’s financial documents.
  • Follow up the budget application process as well as the partners’ requests of funds.
  • Provide constructive and quality feedback to partners if and when necessary.
  • Conduct quarterly monitoring visits to check on issues related to appropriateness of activities and approaches used by partners, such as those affecting sustainability, child safeguarding, gender issues etc.
  • Facilitate the baseline survey, needs assessment and conduct consultative meeting with the project stakeholders
  • Act as a key liaison with stakeholders and relevant local Government departments in the project catchment area.

Documentation

  • Manage external reporting and support with the consolidation of the consortium’s partners’ reporting; ensure high-quality, well-written and timely reports meeting donor and CBM requirements;
  • Record all results and analysis of project monitoring results/data that are stored at the project level by partners, with important/ strategic findings (lessons learned, best practices, evidence base) also stored at CBM office.
  • Ensure data collected are filed properly and easily accessible for use in project evaluations and/or in national level advocacy as well as alliance-building
  • Regularly check and review project documentation by partners
  • Collect, document and report on significant Stories of Change as well as other interesting PR and Fund Raising material in full compliance with CBM organisational policies as well as any existing donors’ policy

Quality Management

  • Ensure that processes and procedures organisationally and at individual project staff level always meet CBM minimum standards as well as the project requirements
  • Ensure that principles and practice of disability inclusive development are woven through the design and implementation of the projects
  • Develop/strengthen the capacity of Partners in various programme themes to promote CBMs programme approach and standards in child safeguarding, gender, disability and development, Monitoring and Evaluation etc.
  • Develop contacts with as many as possible relevant external parties to develop network and alliances
  • Support partners to plan and organise workshops/seminars exposing projects’ successes and positive results that are supported by evidence, inviting relevant district, provincial and national levels government offices and other players
  • Conduct scheduled evaluations and share results accordingly for advocacy purposes.
  • Ensure project staff are provided with the necessary guidance and supervision as to what they should do related to the implementation of projects by the partners, including consortium partners’ capacity building through
  • Regular coaching and mentoring
  • Annual performance feedback
  • Development of capacity development needs
  • Receiving and Reporting Child Safeguarding Concerns and Complaints. When necessary, escalating issues in compliance with CBM policies and procedures

Qualifications, Skills and Experience:

  • The CBM Project Finance Officer must hold a relevant academic degree or further qualification in International development, sociology, etc.,
  • Proven professional experience in project management and grant management, including managing donor funds, budgeting as well as reporting.
  • Proven professional experience in project design, monitoring, review and evaluation and the application of this information to programme quality improvements.
  • Experience in organisational capacity development and in strengthening of quality and effectiveness of internal systems
  • Excellent interpersonal skills and diplomacy, with the ability to develop and maintain strong cross-cultural professional relationships
  • Experience working with people with disabilities and the disability inclusive development sector a considerable advantage.
  • Excellent personal and public communication and negotiation skills with all types and levels of stakeholders
  • Good training facilitation skills both on individual and group basis
  • Ability to take the initiative, multi-task, prioritize work and meet deadlines
  • Proven good organisational and coordination skills as well as a high level of autonomy and flexibility
