International Committee of Red Cross ( ICRC ) is a neutral and independent international humanitarian organization, which assists and protects victims of armed conflicts and other situations of violence. The ICRG Delegation has an immediate opening for the following position:
Title: Finance Responsible
Duty Station: Kampala
Working hour: 48 hours a week
Reports to: Finance & Administration Manager
Job Purpose
The Finance Responsible is accountable for the delegations bookkeeping and financial data processing, reconciliations, end month closing and reports: He/she will be responsible for the cash flow management of the delegation, provide technical support for the elaboration and monitoring of the budget. H/she will supervise and train the accounting team, conduct financial meetings and other financial reporting
MAIN RESPONSIBILITIES AND TASKS
Bookkeeping cash and bank Kampala
- Explains the ICRC financial structure and procedures to collaborators, internal and external
- Receive the bills, audits and crosschecks accuracy and consistency of all accounting documents submitted, i.e. amounts, RO, PO/contracts, accounting details, as per the Organisation's rules and procedures, prior to submission to the Administration for approval.
- Prepares all payments by bank transfer and confirmation letters timely and delivers them to the concerned respective parties
- Monitors the cash flow of the delegation and prepares cash transfer request as per monthly projections to the headquarters.
- Enters all cash payments in the accounting application and establishes the vouchers and supervises all entries related to cash payments.
- Establishes accurate reconciliation of bank journals with bank statements.
- Ensures that accounting data entered is as per ICRC chart of accounts and uses the standardized entries for imputations.
- in charge of the delegations VAT file and follows up the refunds from URA.
- Ensures that statutory deductions, such as NSSF and P.A.Y.E are executed in a timely manner.
Financial reporting and meetings
- Prepares monthly financial planning independently and submits it to all the concerned.
- Prepares the list of newly approved Allocation of Expenditure and timely submits it to all the concerned.
- Prepares any other financial lists or statistics as required by Administration on an ad hoc basis.
End of month closure
- Performs extensive quality checks of the monthly accounting and corrects omissions/mistakes.
- Prepares monthly projections and handles the monthly closure independently, under the general supervision of the Administrator.
- Liaises with all concerned departments in obtaining statistical data needed for the end of month closure.
- Performs end of month accounting closure independently.
National Society accounting
- As head of finance, is responsible for reconciliation of URCS accountabilities with ICRC accounts.
- Supervises, coaches and monitors the Accountant in the management of this file.
General and Supervision
- Prepares power of attorney list tor the bank-new signatures and cancels previous ones
- Supervises and coaches the Cashier/Accountant and Admin Clerk and performs their appraisals
- Trains, advises and coaches Administration staff in the sub-delegations in regard to financial procedures and carries out occasional field trips if needed.
- Participates in organization of Admin training courses.
MINIMUM REQUIRED KNOWLEDGE AND EXPERIENCE
- University degree in Accounting or Business Administration
- 5 years working experience in a similar position
- Rigorous and trustful person
- Very good analytical skills
- Team leadership skills
- Very good computer skills and ability to run specific programmes
- Excellent command of the English language
- Very good organizational and management Skills
PROFILE:
- Over 30 years of age
- High sense of responsibility and ability to take initiative and work independently
- Flexible and high level of tolerance
- Very good interpersonal skills.
