Main Purpose of the Job
The HIV Prevention, Care and Treatment Officer will be the Cluster Team Leader and also provides technical assistance to ensure timely and quality accelerated HIV/AIDS service delivery in the supported districts. S/he will provide technical support to the district health team (DHT) and support district-led programming for a decentralized HIV/AIDS response. He/she will initiate, plan, coordinate and evaluate project activities designed to enhance capabilities, governance and functionality of DHTs. The job holder will work very closely with the DHOs Office, health facilities and other stakeholders. He/she will coordinate capacity-building efforts to reinforce competencies of DHTs and HCWs and will be the key liaison between TAF (AIC) and the districts in the Cluster areas.

Key Duties and Responsibilities:
• Provide leadership, planning, organizing and directing for the Cluster team for effective delivery of technical assistance to the health facilities and Community structures
• Provide technical assistance to HIV/AIDS/TB care and treatment for the key thematic areas in the Cluster areas.
• Respond to a variety of programmatic, financial, administrative and logistics needs that arise from the Cluster.
• Provide program management and technical support to CBOs, and Technical Advisor – Prevention, Care and Treatment.
• Provide program management and coordination support to assigned implementing partners (IPs),
• Coordinate with the Regional program and technical team to ensure smooth implementation and alignment of program activities across IPs.
• Design, monitor and report on key activities related to HIV/AIDS/TB Prevention, Care and Treatment scale up in the Cluster areas.
• Support Mentorship and coaching activities for HCWs in relation to comprehensive HIV/AIDS/TB prevention, care and treatment in the Cluster areas
• Support the roll out of the revised consolidated National HIV prevention, care and treatment guidelines and other related guidelines in HIV/TB care.
• Provide on call/distance Technical Assistance support for the handling of complicated cases.
• Support Quality Assurance of HIV/AIDS/TB services at facilities and recommend corrective action.
• Oversee the monitoring and evaluation as well as Quality Improvement approaches in the Cluster areas
• Take lead in documentation of best and promising practices for sharing at District, Cluster, Regional, national and international forums for program learning and improvement.
• Oversee the day-to-day planning and coordination of Cluster-level activities
• Play a liaison role between the Cluster team, the district local government, health facilities, CBOs and other community structures and the TAF (AIC) Regional Project Office.
• Coordinate Mentorship, Coaching and QI Learning sessions for HCWs at the Health Facilities.
• Work with the Cluster team M&E Officer to compile periodic reports and share them with the Prevention, Care and Treatment Advisor and M&E Manager for review and onward submission.
• Ensure that all project objectives are met through effective planning and coordination of technical assistance.
• Develop work plans, budgets and narratives for the purpose of project planning for the Cluster
• Support design of HIV/AIDS and TB capacity building interventions and monitoring of results in line with the national policy standard guidelines.
• Work with the DHTs and Health Facilities in the Cluster area to ensure effective delivery of HIV/AIDS, TB services to the target populations
• Take lead in documentation of best and promising practices for sharing at District, Cluster, Regional, national and international forums for program learning and improvement.
• Build lasting strategic partnerships and networks for accelerated epidemic control in the Cluster area.
• Any other duties that may be prescribed from time to time by the immediate supervisor
PERSON SPECIFICATIONS: HIV Prevention, Care and Treatment Officer/ Cluster Team Leader
Minimum Academic Qualifications:
• Masters in epidemiology, public health, demography, statistics or other relevant field
• Minimum 4 years of experience managing teams in a developing country
• Demonstrable analytic skills and proficiency in statistical packages, STATA in particular.
• Experience in conducting large-scale, standardized surveys (national level) in developing countries. Expertise in malaria/febrile illness case management or pharmaceutical drugs preferred.
• Experience developing training materials and/or implementing field trainings.
• Experience using smart technology in research and geo-spatial skills as asset.
• Excellent written and verbal English skills, French language competency preferred.
• Ability to travel internationally as needed, including travel to developing countries.
