Background John Snow, Incorporated (JSI) is seeking a Regional Operations Officer position for a five-year USAID-funded U.S. President's Malaria Initiative Uganda Malaria Reduction Activity (PUMRA). PUMRA aims to improve the survival and well-being of Uganda's most vulnerable pregnant women and children in selected regions. The Activity will work with the Government of Uganda to improve technical, managerial, financial, and leadership capacity at all levels of the health system.
Job Summary The Regional Operations Officer is a full-time position based in one of five regions: Busoga (Jinja), Karamoja (Moroto), West Nile (Arua), Acholi (Gulu) or Lango (Lira). They will assist with a variety of project operations as they relate to administration, procurement, and logistics. They report to the Regional Program Coordinator.
Responsibilities • Work with the IT Manager to ensure office internet, photocopiers, printers, and all other IT equipment are working; Work with the Procurement Officer/Manager to obtain quotations for field procurements, follows up for POs and forwards invoices for processing.
• Work with the procurement team to conduct supplier visits and verification of field-based service providers
• Carry out orientation for newly identified vendors on project procurement requirements
• Follows up with the HR team on the issuance of staff ID cards, business cards, for new staff.
• Work with the Drivers to ensure that all vehicles are safe and road-worthy and has proper on-board vehicle documentation for field activities. Continuously track vehicle log-sheets; responsible for monthly compilation of fuel consumptions including coordination with the HR Manager on the replenishment of the fuel cards.
• Work with the Regional Program Coordinator on the weekly travel plan for the program team and share with the HR Manager to ensure there is availability of vehicles for field operation at all times.
• Work with the HR & Admin Manager in ensuring the office is maintained in a clean and useable and comfortable to users,
• Work with the Driver to maintain the office generator (where applicable) and keep record of all maintenance and repair records Work with the Office Assistant/receptionist to ensure that the goods delivered in the regional office is properly managed; documented receipt, handling, storage, release, and reporting for possible replenishment.
• Responsible for handling all couriers between the Regional Office and the Central in Kampala
• Manage office filing system and handling official documents confidentially;
• Supervise the Drivers and Receptionist/Office Assistant and provide practical advice and guidance to ensure individual and team objectives are delivered
• Support the Accountant as may be requested

The Finance Manager is a full-time position based in Kampala. They will be responsible for monitoring the JSI financial accounts and systems for the project and for the accounting system and bank accounts, budget tracking and expenditure projections, expense monitoring and financial reporting for the contract. They will develop a comprehensive financial disbursement system based on established mobile money and other electronic payment platforms, to limit cash transactions and reduce the risk of fraud and will report to the Director of Finance and Administration. They will supervise the Finance Officer and Accountant.
Responsibilities
• In collaboration with the Director of Finance & Administration, establish and maintain a financial and administrative system fulfilling all USAID rules and regulations and in line with JSI financial policies and procedures;
• Develop a comprehensive financial disbursement system based on established mobile money and other electronic payment platforms, to limit cash transactions and reduce the risk of fraud
• Establish strong internal controls to mitigate against the risk of financial fraud;
• Supervise the day to day work of the Finance Officer and Accountant reporting to her/him;
• Support non-finance staff through in-house trainings;
• Manage the monthly accounting cycle and bank account monitoring and reconciliation
• Collaborate with Director of Finance & Administration to maintain and update the monthly budget tracking sheet (BTS) in a timely manner to make ready for monthly financial analysis;
• Review and track program budget(s) on at least a quarterly basis and prepare a report for the Senior Management Team; Review and monitor field operations budget with the management team; this may include the reviewing activity cost projections;
• Review and certify the monthly field accounts documentation, including QuickBooks vouchers and reconciliation reports prepared by the Accountant;
• Respond to queries raised on finance reports uploaded to FieldLink and resolve them in a timely manner
• Ensure that outstanding advances at the end of each month are to a minimum level;
• Participate in the preparation of work plans and work closely with the technical team to prepare and monitor coasted work plans;
• Ensure that all project incurred expenses are paid in a timely manner;
• Develop and maintain an effective professional relationship with JSI's local bank;
• Ensure that all taxes deducted from staff and vendors are paid monthly to relevant authorities and on time;
• Collaborate with the Grants Manager on the management of the grants program, including the financial monitoring visits, adherence of grantee expenditures to USG policies and procedures, and training of grantee finance/ accounting staff as is needed;
• Develop and maintain an Electronic payments system that is efficient to support project activities;
• Prepare quarterly VAT reports and documentation for submission to USAID: and Carry out other tasks as assigned by the Director of Finance and Administration.
Qualifications
• Bachelor of Business Administration, Finance/Accounting or related field, Master's degree preferred;
• CPA or professional training in ACCA is an added advantage;
• At least 7 years of relevant experience in finance/ accounting with a USAID project, 5 of which must have been at managerial level; Experience working with mobile money transfer systems required;

• Take responsibility of preparing and sharing activity calendar of events, update and share an electronic calendar weekly as activities are scheduled or modified.
• Coordinate the scheduling of events and meetings held both internally and externally with partners including sending invitations and reminders to ensure full participation by the relevant team members. Take minutes during all these engagements and ensure they are shared with the appropriate stakeholders for action.
• Working closely with the Communications Manager, compile and update program status update reports for review and submission by the Chief of Party to the donor on a weekly basis.
• Coordinate with staff and file in a central Activity folder all final copies of program reports, official communication, final documents including presentations made at various meetings and conferences.
• In collaboration with the technical team, match project implementation with the work plan and agreed actions every week and flag areas of action.

The Office Assistant/Receptionist is a full-time position based in one of the two regions: West Nile, or Lango. They will carry out a broad range of office support services to ensure a fully functioning office environment. They will report to the Regional Program Coordinator.
Responsibilities
• Responsible for proper opening and closing of office premises and ensure all electrical appliances required to be closed are switched off when the office is closed;
• Ensure the overall cleanliness of the office and equipment;
• Responsible for photocopying and binding of documents/reports as required by staff;
• Meet and greet office visitors/guests and guide them to the related staff;
• Assist in making arrangements for meetings and official events;
• Assist with travel and logistics arrangements for personnel and visiting staff, if applicable, including hotel bookings;
• Assist with maintaining vehicle schedule;
